HomeMy WebLinkAbout040306m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting April 3, 2006 The Harnett County Board of Commissioners met in regular session on Monday, April 3, 2006, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett Boulevard, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9 a.m. and Commissioner Andrews led the pledge of allegiance and prayer. Vice Chairman Hill moved to approve the agenda as published with two additional budget amendments. Commissioner Andrews seconded the motion and it passed unanimously. Upon motion by Commissioner McNeill and seconded by Commissioner Titchener, the Board unanimously approved the following items on the consent agenda: 1. Tax Refunds (Attachment 1) 4. Authorization for the Sheriff’s Department to submit an application for an Edward Bryne Justice Assistance Grant. Total amount of the grant is $31,506 with Federal funding amount of $28,506 (75%) and a county match of $3,000 (25%). 5. Creation of five new positions in the Sheriff’s Department to assist with courthouse security: two Deputy II/Patrol, pay grade 66; and three Courthouse Screeners, pay grade 56 (civilian security screeners). 6. Reclassification in the Information Technology (IT) Department: Help Desk Specialist position, from Grade 66 to Grade 68. The employee will receive a 5% increase in salary – from $33,526 to $35,202. 7. Creation of new position in Emergency Medical Services: Billing and Insurance Specialist, Grade 60. 8. Juvenile Crime Prevention Council program funding plan for the 2006-2007 year. Program requests were submitted, reviewed, and approved by the Council. Schumann Chairperson, Harnett County JCPC Informal comments were provided Hugh Stewart, 639 Oakberry Farm Road, Coats. Mr. Stewart has water problems caused by beavers. Ray Stone, District Engineer, North Carolina Department of Transportation, introduced other members of the Department of Transportation staff who were present: Terry Gibson, Kent Murphy, Bill Hammond, and Keith Anderson. Mr. Stone presented the proposed 2005-2006 Secondary Roads Improvement Program for Harnett County. Mr. Stone noted that there are currently 31 miles of unpaved roads in Harnett County that are on the state system. Chairman Byrd called to order a public hearing on the proposed Secondary Roads Improvement Program. Commissioners inquired about the roads listed below. - Commissioner Titchener - Rudolph Road (1706) - Commissioner Andrews - Family Lane Road in Upper Little River Township (not on state system) - Chairman Byrd asked for clarification regarding funding for roads improvements and if any of the funding could be used to improve Bad Roads Lane. Mr. Stone noted that there are still 6 property owners who have not responded to the right-of-way request. - Commissioner Andrews – Cokesbury-River Road – low visibility - Vice Chairman Hill – Chalmers - Hwy. 27 – water off shoulder of road and over yard - Commissioner Andrews – Hwy. 210 between Lillington and Angier – also need turn lanes at North Harnett School Chairman Byrd opened the meeting for comments from the public. Comments were received from the following citizens: 1. Gertrude Surles, 2024 Covington Road – Covington Road 2. Harrington Morrison, 1246 Morrison Road – Morrison Road 3. William Puglisi, 4829 Old Stage Road – Old Stage Road near Hwy 55 4. Hilda Pope, 1541 Abatoir Road, Coats – Willis Pope Road 5. Goldie Knight - Happy Trails Lane (not on system) 6. Felton Smith - Bad Roads Lane 7. Michael Williams, 51 Deana Lane, Erwin 8. Ann Hurd - 1556 Cobb Road 9. Penny Dixon – Cobb Road 10. Cathy Allen 602 - Cobb Road 11. Susan Norris - Agnes Lane, off 301 South 12. Larry Stancil – Fairground Road from 3-Bridge Road to NC 27 at Norris Crossroads 13. Kenneth Underwood – Titan Roberts Road, near Bad Roads Lane-trees in ditch 14. Harrison Ray –Family Lane 15. Carol McGee – Willis Pope Road 16. Donald West – SR 2012 (Duke Road) near Coats-Erwin School 17. Beverly Hall, 415 Gardner Road. SR 1509 18. Renee Stanley, 815 Rosemary Street, Erwin – St. Matthews Road needs striping 19. W.N. Porter, Erwin, expressed appreciation for what is done and mentioned several roads that are not on improvement lists and asked why some roads get action and some do not. 20. Wayne Tyndall - Hope Lane 21. Paul Hester - Happy Trails Lane There being no further comments, Chairman Byrd closed the public hearing. Commissioner Andrews moved to adopt a resolution approving the 2005-2006 Secondary Roads Improvement Program for Harnett County as presented. Commissioner McNeill seconded the motion and it passed unanimously. (Attachment 2) George Jackson, Planning Director, presented the discussion of bids for construction of the Lockhart/Shawtown Community Development Block Grant (CDBG) Project. Commissioner Andrews moved to award the construction contract to Eberhart Construction, Inc. of Fuquay-Varina. Commissioner Titchener seconded the motion and it passed unanimously. (Attachment 3) JoAnne Hairr, Housing Coordinator, presented the proposed Housing Agency Annual plan for 2006. Chairman Byrd called to order a public hearing regarding the matter and opened the floor for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner McNeill moved to adopt the PHA Annual Plan for 2006 as presented. Commissioner Hill seconded the motion and it passed unanimously. Sara Messer, Child Protective Services, Department of Social Services, presented and read a proclamation recognizing April as Child Abuse Prevention Month in Harnett County. Commissioner Andrews moved to adopt the proclamation. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 4) Commissioner McNeill moved that the Board go into closed session for the following purposes: To consult with the County Staff regarding the handling or settlement of certain litigation, namely the case of “Estate of Spencer C. Ragland vs. The Autumn Group, Inc. d/b/a Oak Hill Living Center and Harnett Home Health,” in the Harnett County Superior Court. This motion is made pursuant to N.C. General Statute Section 143-318.11 (a)(3). Commissioner Andrews seconded the motion and it passed unanimously. Commissioner McNeill moved for the Board to come out of closed session. Vice Chairman Hill seconded the motion and it passed unanimously. There being no further business, Commissioner Andrews moved to adjourn.
