HomeMy WebLinkAbout121421 wsHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session December 14, 2021 The Harnett County Board of Commissioners met in work session on Tuesday, December 14, 2021 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: Lewis W. Weatherspoon, Chairman Matt B. Nicol, Vice Chairman Barbara McKoy, Commissioner Mark B. Johnson, Commissioner Absent: W. Brooks Matthews, Commissioner Staff present: George Wood, Interim County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Melissa Capps, Clerk Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at 9:00 am. Commissioner McKoy led the Pledge of Allegiance and invocation. The following agenda was before the Board of Commissioners: 1. Call to order — Chairman Lewis Weatherspoon 2. Pledge of Allegiance and Invocation — Commissioner Barbara McKoy 3. Administration is requesting the Board of Commissioners adopt an Ordinance enacting and adopting the S-4 Supplement to the Code of Ordinances for Harnett County, Melissa Capps 4. The Sheriff Office is requesting the Board of Commissioners consider the reclassification of a Deputy Position (Job Class 7010) to Deputy Sheriff Corporal (Job Class 7020), Sheriff Wayne Coats 5. The Sheriff Office is requesting the Board of Commissioners consider the reclassification of a Detention (Civilian) Position (Grade 15) to Administrative Assistant II (Grade 21), Sheriff Wayne Coats 6. The Sheriff Office is requesting the Board of Commissioners consider a proposal to purchase a specialty vehicle utilizing asset forfeiture funds, Sheriff Wayne Coats Harnett County Board of Commissioners Work Session Minutes December 14, 2021 Page 1 of 3 7. The General Services Director requests the Board of Commissioners consider the reinstatement of passenger fees for the Rural Operating Assistance Program (ROAP), Barry Blevins 8. Consider request to fund 4-11 Teen Court Program through the end of the current Fiscal Year, Brian Haney 9. Consider recommendation for Insurance Broker Services, Brian Haney and George Wood 10. Consider request for Work Authorization No. 17-01 Terminal Building, Coley Price 11. County Manager's Report- George Wood, Interim County Manager A. January 3, 2022 Regular Meeting Agenda Review B. Review applications to serve on Boards and Committees C. Upcoming meetings and invitations 12. Adjourn Chairman Weatherspoon called for any additions or deletions to the cover agenda. Mr. Wood stated there are two requested additions, Coats Grove Fire & Rescue Stryker Stretcher Purchase and Vital Records Holdings, LLC Contract Continuation. Chairman Weatherspoon stated we will make Coats Grove Fire number 11 & Rescue Stryker Stretcher Purchase and Vital Records Holdings, LLC Contract Continuation number 12 and there is a need for a Closed Session. Vice Chairman Nicol made a motion to approve the amended agenda. Commissioner McKoy seconded the motion. The motion carried unanimously. Melissa Capps, Clerk to the Board reviewed a request to adopt an Ordinance enacting and adopting the S-4 Supplement to the Code of Ordinances for Harnett County. Consensus of the Board was to place this item on the next consent agenda. Sheriff Coats reviewed requests to consider the reclassification of a Deputy Position (Job Class 7010) to Deputy Sheriff Corporal (Job Class 7020) and the reclassification of a Detention (Civilian) Position (Grade 15) to Administrative Assistant II (Grade 21). Consensus of the Board was to place this item on the next consent agenda. Sheriff Coats also reviewed a proposal to purchase a specialty vehicle utilizing asset forfeiture funds. Consensus of the Board was to place this item on the next consent agenda. Barry Blevins, General Services Director, reviewed a request to consider the reinstatement of passenger fees for the Rural Operating Assistance Program (ROAP). Discussion included rates. Staff was asked to provide additional information regarding fares. Consensus of the Board was to place this item on the next agenda. Brian Haney, Assistant County Manager reviewed a request to fund 4-H Teen Court Program through the end of the current Fiscal Year in the amount of $5,000. Consensus of the Board was to place this item on the next consent agenda. A committee comprised of staff from the County Manager's Office, Human Resources, Finance Office, and Legal Department reviewed proposals, interviewed the top three finalists, and voted to recommend Mark III Employee Benefits as the County's benefits broker. Consensus of the Board was to place this item on the next consent agenda. Larry Smith, Emergency Services Director, reviewed a request to purchase Stryker power load stretchers (model county currently owns) for a total cost of $44,092.85. They intend to purchase under a 0% interest plan that has been offered by Stryker (must sign agreement by December 31 st to receive 0%). This equipment will reduce the injury risk to personnel while loading patients. Consensus of the Board was that they are agreeable to Coats Grove Fire & Rescue proceeding with the purchase and to place this item on the next consent agenda. Coley Price, Assistant County Manager, reviewed a request for Work Authorization No. 17-01 for the Jetport Terminal Building. Discussion included the costs to remove the spiral staircase. Consensus of the Board was to place this item on the next consent agenda. Matthew Willis, Register of Deeds, reviewed a request to approve an increase in the current contract for Vital Records Holdings, LLC by $6,000 for a total of $9,000. Consensus of the Board was to place this item on the next consent agenda. George Wood, Interim County Manager, provided information on an office trailer that could be used as a temporary jet port terminal while the new one is under construction. The draft agenda for the January 3, 2022 meeting was reviewed, as well as the applications to serve on Boards and Committees. Commissioner McKoy made a motion to go into Closed Session to discuss a personnel matter made pursuant to NC General Statute Section 143-318.11 (a)(6). The motion was seconded by Vice Chairman Nicol and carried unanimously. Following a motion to come out of Closed Session, Chairman Weatherspoon called the meeting back into open session. Vice Chairman Nicol moved to adjourn the meeting at 10:48 a.m. Commissioner Johnson seconded the motion that passed unanimously. Lewis W. Wea spoon, Chairman �Melissa.
