Regular Meeting Minutes
December 6, 2021
The Harnett County Board of Commissioners met in regular session on Monday, December 6,
2021 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and
Library, 455 McKinney Parkway, Lillington, North Carolina.
Members present: W. Brooks Matthews, Chairman
Barbara McKoy, Commissioner
Mark B. Johnson, Commissioner
Lewis W. Weatherspoon, Vice Chairman
Matt B. Nicol, Commissioner

Chairman Matthews called the meeting to order at 9:00 am and welcomed the students from Ms.
Williamson's Honor Civics Class. Vice Chairman Weatherspoon led the Pledge of Allegiance
and provided the invocation.
Chairman Matthews called for any additions or deletions to the published agenda. Commissioner
Nicol stated I would like to revisit a motion that was made on June 21, 2021 in regards to changing
the chair positions to reflect Districts 1-5. Chairman Matthews stated let's make that item 5A.
Vice Chairman Weatherspoon made a motion to approve the agenda as amended. The motion was
seconded by Commissioner Nicol and carried unanimously.
Commissioner Nicol made a motion to approve the consent agenda. Vice Chairman Weatherspoon
seconded the motion. The motion passed unanimously. The items on the consent agenda were as
follows:

E. Harnett County Health Director requests the Harnett County Board of
Commissioners approve the 2021 Bad Debt Write-offs.
F. The Sheriff's Office requests approval to accept a grant from the Department of
Justice, Bureau of Justice Assistance. The grant is for $24,027.00 with no matching
funds.
G. Administration requests the Harnett County Board of Commissioners approve a
request to waive Development Services Site Plan Review Fees for Benhaven
Parking Lot Project in the amount of $250.
H. The Finance Officer requests the Board of Commissioners approve a GovDeals
Refund in the amount of $2,925.00.
I. Administration requests the Board of Commissioners approve a Contract and
Agreement for the Exchange of Certain Real Property Tracts among Harnett
County, the Town of Lillington and the Harnett County Board of Education.
J. Adopt a Resolution requesting the North Carolina Department of Transportation
add to the State's Secondary Road System Morgan Farm Drive, Sweet Home Court,
and Simply Country Lane within Morgan Farm Subdivision. (Attachment 4)
Chairman Matthews opened the meeting for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes. The following people provided comments:
1. Linda Sunderman of 25 Spruce Lane, Lillington, NC.
2. Ronnie Kemp of 244 Chesley Lane, Lillington, NC.
3. Melissa Capps, Clerk to the Board, read comments received by Frank Serrano of 197
Oxfordshire Drive, Fuquay-Varina, NC.
No one else spoke. The public comment period was closed.
Commissioner Nicol stated on June 21, 2021, I had made a motion in order to change the chair
positions in order to reflect the Districts 1-5. After a couple months and realizing it has created a
little turmoil on the Board, I would like to rescind my motion and have Ms. McKoy come back
up on the dais and join us. Vice Chairman Weatherspoon seconded the motion to rescind. The
motion carried unanimously.
NC General Statute 153A-39 requires the Board of Commissioners to reorganize at its first
regular meeting in December of each year. Ms. Capps opened the floor for nominations for
chairman. Commissioner Matthews nominated Commissioner Weatherspoon. Commissioner
Nicol moved to close the floor for nominations. Commissioner Matthews seconded the motion,
which passed unanimously.

Commissioner Weatherspoon was elected Chairman of the Board.
Ms. Capps opened the floor for nominations for vice chairman. Chairman Weatherspoon
nominated Commissioner Nicol. Commissioner Matthews moved to close the floor for
nominations. Chairman Weatherspoon seconded the motion, which passed unanimously.

Kimberly Honeycutt, Finance Officer, introduced Matt Braswell with CPA Martin Starnes &
Associates. Mr. Braswell presented information to the Board of Commissioners on the County's
Annual Comprehensive Finance Report for the Year Ended June 30, 2021.
Vice Chairman Nicol made a motion to reappoint Teresa Ratcliff to the Harnett County Planning
Board. Commissioner Matthews seconded the motion. The passed unanimously.
Thomas Royer, Assistant Staff Attorney petitioned the Board for a public hearing regarding a
lease agreement with Interstate Outdoor, Inc. for a billboard site located at 35.4116/-78.8108 at
700 McKinney Parkway, Lillington, North Carolina. The county intends to lease the above-
described property to Interstate Outdoor, Inc. for a term of ten years. In consideration of the
lease, Interstate Outdoor will pay as rent the rate of $2,000.00 per year for Years 1-5 and
$2,200.00 per year for Years 6-10. Chairman Weatherspoon opened the public hearing and the
following people spoke:

2. Warren Stancil with Interstate Outdoor, Inc.
3. Margaret Morton of 86 Gwendolyn Way, Fuquay-Varina, NC.
4. Joe Langley of 298 Kirk Adams Road, Angier, NC.
No one else spoke and the public hearing was closed. Commissioner Matthews made a motion
to approve the ground lease for the billboard with Interstate Outdoor, Inc. The motion was
seconded by Vice Chairman Nicol and carried unanimously.
Coley Price, Assistant County Manager, asked the Board to consider and approve a Resolution of
Support to Create and Join a New Local Workforce Development Area. Justin Hembree with
Mid -Carolina Regional Council and Danny Giddens with Triangle South Workforce
Development Board were also present. Commissioner McKoy made a motion to adopt a
Resolution of Support to Create and Join a New Local Workforce Development Area.
Commissioner Johnson seconded the motion. The motion passed unanimously. (Attachment 5)
Mr. Price presented information on a proposal from Sanford Holshouser regarding an Economic
and Fiscal Impact Study for Edgerton Industrial Park. Commissioner Johnson made a motion to
approve a proposal from Sanford Holshouser regarding an Economic and Fiscal Impact Study for
Edgerton Industrial Park in the amount of $11,500 for facilities on lots 1-6. The motion was
seconded by Commissioner McKoy and carried unanimously.
Mr. Price also presented a proposal from Sanford Holshouser regarding the Recertification of
Edgerton Industrial Park. Commissioner Johnson made a motion to approve the proposal from
Sanford Holshouser regarding the Recertification of Edgerton Industrial Park. Commissioner
Matthews seconded the motion. Commissioner Johnson amended his motion to state option A in
the proposal from Sanford Holshouser regarding the Recertification of Edgerton Industrial Park.
Commissioner Matthews seconded the amended motion. The motion carried unanimously.
Mr. Price reviewed the following recommendations of the Jetport Committee regarding projects
for the existing and new Engineers of Record:
1. The Jetport Committee recommends T&B to proceed with completion of the Aircraft
Apron Project through bidding, contract administration and inspection.
2. The Jetport Committee recommends T&B terminate further work on the Airport Master
Plan, and provide all documentation to the other EOR, Parrish and Partners to complete
this project. As part of this Master Plan, Parrish and Partners will assist the County with
determining the exact location of 25-50 acres of adjoining property for construction of
hangars. The Jetport Committee recommends that T&B provide their schematic design
for this.
3. The Jetport Committee recommends T&B finish the Airport Terminal design plans,
specifications and bid documents, incorporating the previously discussed removal of the
outside spiral staircase. The Jetport Committee recommends the Board of

Commissioners forgo getting a professional construction estimator's opinion, and instead
move to bidding.
4. Talbert and Bright will be responsible for bidding, contract administration and
inspections for the Jetport Terminal Project. However, the Jetport Committee would like
to recommend that Parrish and Partners be hired by Harnett County as a separate third
party inspector for the Jetport Terminal Project. Parrish and Partners will provide
inspection reports directly to the County Manager's Office. The County also intends to
have our Director of Capital Projects and Renovations, Chris Johnson, also perform
inspections. In-house staff did this on the Resource Center and Library.
Chairman Weatherspoon stated under Item 2 I think the recommendation from the Jetport
Committee also was that Parrish and Partners begin immediately on completing the Airport
Layout Plan, I know that is a part of the Master Plan but we want that completed before they
move further with the Master Plan. Commissioner Matthews made a motion to accept the
recommendations of the Jetport Committee with the regard to the outline of responsibilities as
presented by Mr. Price and Mr. Wood. Commissioner McKoy seconded the motion. The
motion carried unanimously.
Mr. Wood provided an update on the hiring of the Economic Development Director and the
County Manager. Mr. Wood stated in the past you have typically approved the Capital
Improvement Plan in January; I would recommend that you hold off on the presentation until
January, we anticipate the new manager will begin in January. We will incorporate it into the
annual retreat. The Commissioners agreed.
Commissioner Johnson made a motion to go into Closed Session to discuss a personnel matter
made pursuant to NC General Statute Section 143-318.11 (a)(6). The motion was seconded by
Vice Chairman Nicol and carried unanimously.
Following a motion to come out of Closed Session, Chairman Weatherspoon called the meeting
back into open session.
Commissioner Johnson made a motion to amend the motion to go into Closed Session to include
instruct the county staff concerning he position to be taken by the county in negotiating a
contract for the acquisition of real property. The motion was seconded by Commissioner
Matthews and carried unanimously.
Chairman Weatherspoon recessed the meeting until December 7, 2021 at 12:00 p.m. to the
Harnett County Resource Center & Library, Training Room 103 A.

adequate time to evaluate the best impact for the departments use of these funds.

NOTICE OF PUBLIC HEARING
The Harnett County Board of Commissioners will hold a public hearing regarding a proposed
additional economic development appropriation to contract with Sanford Holshouser Economic
Development Consulting LLC to perform an Executive Search for the Economic Development
Director position for a price not to exceed $39,000 for this fiscal year.
Said public hearing shall take place on Monday, October 4, 2021 at 9:00 o'clock AM during the
regular meeting of the Board of Commissioners at the County Commissioner Meeting Room in
the Harnett County Resource Center and Library, located at 455 McKinney Parkway, Lillington,
NC 27546. At that time, any person who wishes to be heard concerning the appropriation of the
economic development appropriation may appear before the board or may submit their
comments in writing to mdcapps@hamett.org no later than 6:00 pm on Sunday, October Yd and
comments will be read aloud during the meeting. Subject to any information received at the
public hearing, it is the intention of the Harnett County Board of Commissioners to consider
approval of the additional economic development appropriation subject to various restrictions
and conditions mandated by N.C. General Statutes § 158-7.1.

A RESOLUTION TO ADOPT THE 2022 SCHEDULE OF MEETINGS
HARNETT COUNTY BOARD OF COMMISSIONERS
THAT WHEREAS, the Harnett County Board of Commissioners adopted on September 19, 1994
certain Rules of Procedure by which the Board would conduct its meetings; and
WHEREAS, Rule 6 of the Rules of Procedure concerning "Regular and Special Meetings" states
that the Board shall hold regular meetings the first Monday of each month at 9 a.m. and the third Monday
of each month at 6 p.m. It also states if a regular meeting day is a holiday on which county offices are
closed, the meeting shall be held on the next business and the Board may schedule regular work sessions.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Harnett County

TO CREATE AND JOIN A NEW LOCAL WORKFORCE DEVELOPMENT AREA
WHEREAS, currently, the Counties of Chatham, Harnett, Lee, and Sampson jointly cooperate to provide
workforce development services through the Triangle South Workforce Development Area/Workforce
Development Board; and
WHEREAS, currently, Central Carolina Community College serves as the grant administrator for the Triangle
South Workforce Development Area/Workforce Development Board; and
WHEREAS, in cooperation with Cumberland County, Sampson County, Central Carolina Community College,
and Mid -Carolina Regional Council, Harnett County wishes to help facilitate the formation of new regional
workforce development area/workforce development board; and
WHEREAS, Harnett County desires to become a member of this new regional local workforce development
area/workforce development board, to be known as the Mid -Carolina Workforce Area/Workforce
Development Board; and
WHEREAS, based on discussions with Central Carolina Community College and Mid -Carolina Regional
Council, Harnett County desires Mid -Carolina Regional Council to become the grant administrator for the
Mid -Carolina Workforce Area/Workforce Development Board; and
WHEREAS, it is understood that the formation of the new regional workforce development area/workforce
development board will take place on or before July 1, 2022.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners that:
1. Harnett County desires to be member of the Mid -Carolina Workforce Development
Area/Workforce Development Board.
2. Harnett County desires that Mid -Carolina Regional Council be the grant administrator for the Mid -
Carolina Workforce Development Area/Workforce Development Board.
3. Harnett will work cooperatively with Cumberland County, Sampson County, Central Carolina
Community College, and Mid -Carolina Regional Council to ensure a smooth transition of
workforce development services and administration from Triangle South Workforce Development
Area/Workforce Development Board to Mid -Carolina Workforce Development Area/Workforce
Development Board.
