H.Administration requests the Board authorize the transfer of $5,000 from contingency to fund the
4-H Teen Court Program through the end of FY 2022, at which time Cooperative Extension
intends to request another grant from JCPC to continue fully funding the program going
forward.
I.Administration requests the Board approve Work Authorization No. 17-01 Terminal Building.
J.The Harnett County Health Department has been allocated an additional $299,331 for FY 21-22
from NCDHHS. These funds are to assist with coronavirus vaccine activities to support
distribution, access and vaccine coverage. This funding will ensure greater equity and access to
the vaccine.

K. Administration recommends the Board of Commissioners select Mark III Employee Benefits as
the County's benefits broker to provide broker services for the benefits plan year beginning July
1, 2022. Staff recommends entering into a contract for three years with the option to renew for
up to two additional one-year terms, as outlined in the RFP for Benefits Broker Services that was
issued on November 3, 2021.
L. Coats Grove Fire & Rescue, Inc. is requesting the Board approve the purchase of Stryker power
load stretchers for a total cost of $44,092.85.
M. The Register of Deeds Office is requesting the Board to approve an increase in the current
contract for Vital Records Holdings, LLC by $6,000 for a total of $9,000.
N. Administration requests approval of a contract with Spruill Construction for demolition of the
former Harnett County Detention Center and associated electrical, mechanical, plumbing, site,
and architectural work. The Board previously awarded the project to Spruill Construction at its
November 15, 2021 meeting. Spruill was the low bidder with a base bid of $448,000.
O. Emergency Services requests approval of the Emergency Medical Services Medical Director
contract between County of Harnett and Nathan Miller, M.D. effective February 1, 2022. Dr.
Miller is replacing current Medical Director Sean Ray, M.D.

The Harnett County Board of Commissioners called a Special Meeting on Thursday, December
2, 2021, in the Commissioners Meeting Room, Harnett County Resource Center and Library
Building, 455 McKinney Parkway, Lillington, North Carolina. The purpose of the meeting is to
discuss certain personnel matters.

Vice Chairman Weatherspoon called the meeting to order at 9:02 a.m. The purpose of the
special session is to discuss certain personnel matters.
Commissioner McKoy led the Pledge of Allegiance and provided the invocation.
Vice Chairman Weatherspoon moved that the Board go into closed session to discuss certain
personnel matters. This motion is made pursuant to N.C. General Statute Section 143-
318.11(a)(6). Commissioner Nicol seconded the motion that passed unanimously.
Following a motion to come out of Closed Session, Chairman Matthews called the meeting back
into open session.
Vice Chairman Weatherspoon moved to adjourn the meeting at 2:52 p.m. Commissioner Nicol
seconded the motion that passed unanimously.

Regular Meeting Minutes
December 6, 2021
The Harnett County Board of Commissioners met in regular session on Monday, December 6,
2021 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and
Library, 455 McKinney Parkway, Lillington, North Carolina.

Chairman Matthews called the meeting to order at 9:00 am and welcomed the students from Ms.
Williamson’s Honor Civics Class. Vice Chairman Weatherspoon led the Pledge of Allegiance
and provided the invocation.
Chairman Matthews called for any additions or deletions to the published agenda. Commissioner
Nicol stated I would like to revisit a motion that was made on June 21, 2021 in regards to changing
the chair positions to reflect Districts 1-5. Chairman Matthews stated let’s make that item 5A.
Vice Chairman Weatherspoon made a motion to approve the agenda as amended. The motion was
seconded by Commissioner Nicol and carried unanimously.
Commissioner Nicol made a motion to approve the consent agenda. Vice Chairman Weatherspoon
seconded the motion. The motion passed unanimously. The items on the consent agenda were as
follows:

E. Harnett County Health Director requests the Harnett County Board of
Commissioners approve the 2021 Bad Debt Write-offs.
F. The Sheriff’s Office requests approval to accept a grant from the Department of
Justice, Bureau of Justice Assistance. The grant is for $24,027.00 with no matching
funds.
G. Administration requests the Harnett County Board of Commissioners approve a
request to waive Development Services Site Plan Review Fees for Benhaven
Parking Lot Project in the amount of $250.
H. The Finance Officer requests the Board of Commissioners approve a GovDeals
Refund in the amount of $2,925.00.
I. Administration requests the Board of Commissioners approve a Contract and
Agreement for the Exchange of Certain Real Property Tracts among Harnett
County, the Town of Lillington and the Harnett County Board of Education.
J. Adopt a Resolution requesting the North Carolina Department of Transportation
add to the State’s Secondary Road System Morgan Farm Drive, Sweet Home Court,
and Simply Country Lane within Morgan Farm Subdivision. (Attachment 4)
Chairman Matthews opened the meeting for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes. The following people provided comments:
1. Linda Sunderman of 25 Spruce Lane, Lillington, NC.
2. Ronnie Kemp of 244 Chesley Lane, Lillington, NC.
3. Melissa Capps, Clerk to the Board, read comments received by Frank Serrano of 197
Oxfordshire Drive, Fuquay-Varina, NC.
No one else spoke. The public comment period was closed.
Commissioner Nicol stated on June 21, 2021, I had made a motion in order to change the chair
positions in order to reflect the Districts 1-5. After a couple months and realizing it has created a
little turmoil on the Board, I would like to rescind my motion and have Ms. McKoy come back
up on the dais and join us. Vice Chairman Weatherspoon seconded the motion to rescind. The
motion carried unanimously.
NC General Statute 153A-39 requires the Board of Commissioners to reorganize at its first
regular meeting in December of each year. Ms. Capps opened the floor for nominations for
chairman. Commissioner Matthews nominated Commissioner Weatherspoon. Commissioner
Nicol moved to close the floor for nominations. Commissioner Matthews seconded the motion,
which passed unanimously.

Ms. Capps opened the floor for nominations for vice chairman. Chairman Weatherspoon

nominations. Chairman Weatherspoon seconded the motion, which passed unanimously.

Kimberly Honeycutt, Finance Officer, introduced Matt Braswell with CPA Martin Starnes &
Associates. Mr. Braswell presented information to the Board of Commissioners on the County’s
Annual Comprehensive Finance Report for the Year Ended June 30, 2021.
Vice Chairman Nicol made a motion to reappoint Teresa Ratcliff to the Harnett County Planning
Board. Commissioner Matthews seconded the motion. The passed unanimously.
Thomas Royer, Assistant Staff Attorney petitioned the Board for a public hearing regarding a
lease agreement with Interstate Outdoor, Inc. for a billboard site located at 35.4116/-78.8108 at
700 McKinney Parkway, Lillington, North Carolina. The county intends to lease the above-
described property to Interstate Outdoor, Inc. for a term of ten years. In consideration of the
lease, Interstate Outdoor will pay as rent the rate of $2,000.00 per year for Years 1-5 and
$2,200.00 per year for Years 6-10. Chairman Weatherspoon opened the public hearing and the
following people spoke:

1. Rebecca Fuller of 230 Morgan Farm Drive, Lillington, NC.
2. Warren Stancil with Interstate Outdoor, Inc.
3. Margaret Morton of 86 Gwendolyn Way, Fuquay-Varina, NC.
4. Joe Langley of 298 Kirk Adams Road, Angier, NC.
No one else spoke and the public hearing was closed. Commissioner Matthews made a motion
to approve the ground lease for the billboard with Interstate Outdoor, Inc. The motion was
seconded by Vice Chairman Nicol and carried unanimously.
Coley Price, Assistant County Manager, asked the Board to consider and approve a Resolution of
Support to Create and Join a New Local Workforce Development Area. Justin Hembree with
Mid-Carolina Regional Council and Danny Giddens with Triangle South Workforce
Development Board were also present. Commissioner McKoy made a motion to adopt a
Resolution of Support to Create and Join a New Local Workforce Development Area.
Commissioner Johnson seconded the motion. The motion passed unanimously. (Attachment 5)
Mr. Price presented information on a proposal from Sanford Holshouser regarding an Economic
and Fiscal Impact Study for Edgerton Industrial Park. Commissioner Johnson made a motion to
approve a proposal from Sanford Holshouser regarding an Economic and Fiscal Impact Study for
Edgerton Industrial Park in the amount of $11,500 for facilities on lots 1-6. The motion was
seconded by Commissioner McKoy and carried unanimously.
Mr. Price also presented a proposal from Sanford Holshouser regarding the Recertification of
Edgerton Industrial Park. Commissioner Johnson made a motion to approve the proposal from
Sanford Holshouser regarding the Recertification of Edgerton Industrial Park. Commissioner
Matthews seconded the motion. Commissioner Johnson amended his motion to state option A in
the proposal from Sanford Holshouser regarding the Recertification of Edgerton Industrial Park.
Commissioner Matthews seconded the amended motion. The motion carried unanimously.
Mr. Price reviewed the following recommendations of the Jetport Committee regarding projects
for the existing and new Engineers of Record:
1. The Jetport Committee recommends T&B to proceed with completion of the Aircraft
Apron Project through bidding, contract administration and inspection.
2. The Jetport Committee recommends T&B terminate further work on the Airport Master
Plan, and provide all documentation to the other EOR, Parrish and Partners to complete
this project. As part of this Master Plan, Parrish and Partners will assist the County with
determining the exact location of 25-50 acres of adjoining property for construction of
hangars. The Jetport Committee recommends that T&B provide their schematic design
for this.
3. The Jetport Committee recommends T&B finish the Airport Terminal design plans,
specifications and bid documents, incorporating the previously discussed removal of the
outside spiral staircase. The Jetport Committee recommends the Board of

Commissioners forgo getting a professional construction estimator’s opinion, and instead
move to bidding.
4. Talbert and Bright will be responsible for bidding, contract administration and
inspections for the Jetport Terminal Project. However, the Jetport Committee would like
to recommend that Parrish and Partners be hired by Harnett County as a separate third
party inspector for the Jetport Terminal Project. Parrish and Partners will provide
inspection reports directly to the County Manager’s Office. The County also intends to
have our Director of Capital Projects and Renovations, Chris Johnson, also perform
inspections. In-house staff did this on the Resource Center and Library.
Chairman Weatherspoon stated under Item 2 I think the recommendation from the Jetport
Committee also was that Parrish and Partners begin immediately on completing the Airport
Layout Plan, I know that is a part of the Master Plan but we want that completed before they
move further with the Master Plan. Commissioner Matthews made a motion to accept the
recommendations of the Jetport Committee with the regard to the outline of responsibilities as
presented by Mr. Price and Mr. Wood. Commissioner McKoy seconded the motion. The
motion carried unanimously.
Mr. Wood provided an update on the hiring of the Economic Development Director and the
County Manager. Mr. Wood stated in the past you have typically approved the Capital
Improvement Plan in January; I would recommend that you hold off on the presentation until
January, we anticipate the new manager will begin in January. We will incorporate it into the
annual retreat. The Commissioners agreed.
Commissioner Johnson made a motion to go into Closed Session to discuss a personnel matter
made pursuant to NC General Statute Section 143-318.11 (a)(6). The motion was seconded by
Vice Chairman Nicol and carried unanimously.
Following a motion to come out of Closed Session, Chairman Weatherspoon called the meeting
back into open session.
Commissioner Johnson made a motion to amend the motion to go into Closed Session to include
instruct the county staff concerning he position to be taken by the county in negotiating a
contract for the acquisition of real property. The motion was seconded by Commissioner
Matthews and carried unanimously.
Chairman Weatherspoon recessed the meeting until December 7, 2021 at 12:00 p.m. to the
Harnett County Resource Center & Library, Training Room 103 A.

To budget the receipt of Lillington ABC funds from GCSTH Project to the Library department for use in improvements to the
facility and enhancements of Library programs. Original intent was to utilize the funds during the construction of the project.
It was later determined that the best use of the funds could be best determined after the faciltiy was operational and staff had
adequate time to evaluate the best impact for the departments use of these funds.

Discussion included water, sewer and infrastructure needs within Harnett County.
Chairman Weatherspoon thanked everyone for coming and asked if everyone was in agreement
with meeting quarterly. Consensus was to continue the meetings quarterly and meet some time
in February.
There being no further business, Vice Chairman Nicol made a motion to adjourn. The motion
was seconded by Commissioner Johnson. The motion carried and the meeting adjourned at 1:47
pm.

Chairman Weatherspoon called for any additions or deletions to the cover agenda. Mr. Wood
stated there are two requested additions, Coats Grove Fire & Rescue Stryker Stretcher Purchase
and Vital Records Holdings, LLC Contract Continuation. Chairman Weatherspoon stated we
will make Coats Grove Fire number 11 & Rescue Stryker Stretcher Purchase and Vital Records
Holdings, LLC Contract Continuation number 12 and there is a need for a Closed Session. Vice
Chairman Nicol made a motion to approve the amended agenda. Commissioner McKoy
seconded the motion. The motion carried unanimously.
Melissa Capps, Clerk to the Board reviewed a request to adopt an Ordinance enacting and
adopting the S-4 Supplement to the Code of Ordinances for Harnett County. Consensus of the
Board was to place this item on the next consent agenda.
Sheriff Coats reviewed requests to consider the reclassification of a Deputy Position (Job Class
7010) to Deputy Sheriff Corporal (Job Class 7020) and the reclassification of a Detention
(Civilian) Position (Grade 15) to Administrative Assistant II (Grade 21). Consensus of the
Board was to place this item on the next consent agenda.
Sheriff Coats also reviewed a proposal to purchase a specialty vehicle utilizing asset forfeiture
funds. Consensus of the Board was to place this item on the next consent agenda.

Mr. Haney also reviewed a recommendation for Insurance Broker Services. A committee
comprised of staff from the County Manager's Office, Human Resources, Finance Office, and
Legal Department reviewed proposals, interviewed the top three finalists, and voted to
recommend Mark III Employee Benefits as the County's benefits broker. Consensus of the
Board was to place this item on the next consent agenda.
Larry Smith, Emergency Services Director, reviewed a request to purchase Stryker power load
stretchers (model county currently owns) for a total cost of $44,092.85. They intend to purchase
under a 0% interest plan that has been offered by Stryker (must sign agreement by December 31st
to receive 0%). This equipment will reduce the injury risk to personnel while loading patients.
Consensus of the Board was that they are agreeable to Coats Grove Fire & Rescue proceeding
with the purchase and to place this item on the next consent agenda.
Coley Price, Assistant County Manager, reviewed a request for Work Authorization No. 17-01
for the Jetport Terminal Building. Discussion included the costs to remove the spiral staircase.
Consensus of the Board was to place this item on the next consent agenda.
Matthew Willis, Register of Deeds, reviewed a request to approve an increase in the current
contract for Vital Records Holdings, LLC by $6,000 for a total of $9,000. Consensus of the
Board was to place this item on the next consent agenda.
George Wood, Interim County Manager, provided information on an office trailer that could be
used as a temporary jet port terminal while the new one is under construction. The draft agenda
for the January 3, 2022 meeting was reviewed, as well as the applications to serve on Boards and
Committees.
Commissioner McKoy made a motion to go into Closed Session to discuss a personnel matter
made pursuant to NC General Statute Section 143-318.11 (a)(6). The motion was seconded by
Vice Chairman Nicol and carried unanimously.
Following a motion to come out of Closed Session, Chairman Weatherspoon called the meeting
back into open session.
Vice Chairman Nicol moved to adjourn the meeting at 10:48 a.m. Commissioner Johnson
seconded the motion that passed unanimously.

American Legal Publishing Corporation of Cincinnati, Ohio (“American Legal
Publishing”) has completed the 2021 S-4 supplement to the Code of Ordinances of the
County of Harnett (“Code of Ordinances”), which supplement contains all ordinances of
a general and permanent nature enacted since the prior supplement to the Code of
Ordinances.
Staff requests the Board of Commissioners adopt the attached Ordinance adopting the
S-4 Supplement to the Code of Ordinances for Harnett County.

AN ORDINANCE ADOPTING A SUPPLEMENT TO THE CODE OF ORDINANCES
FOR THE COUNTY OF HARNETT, NORTH CAROLINA
WHEREAS, American Legal Publishing Corporation of Cincinnati, Ohio (“American Legal
Publishing”) has completed the 2021 S-4 supplement to the Code of Ordinances of the County of
Harnett (“Code of Ordinances”), which supplement contains all ordinances of a general and
permanent nature enacted since the prior supplement to the Code of Ordinances; and
WHEREAS, It is the intent of the Harnett County Board of Commissioners to accept these
updated sections in accordance with the changes of the law of the State of North Carolina; and
NOW, THEREFORE, BE IT ORDAINED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS:
Section 1. That the 2021 S-4 supplement to the Code of Ordinances as submitted by
American Legal Publishing Corporation of Cincinnati, Ohio, and as attached
hereto, be and the same is hereby adopted by reference as if set out in its entirely.
Section 2. Such supplement shall be deemed published as of the day of its adoption and
approval by the Harnett County Board of Commissioners and the Clerk to the
Harnett County Board of Commissioners is hereby authorized and ordered to
insert such supplement into the copy of the Code of Ordinances kept on file in the
Office of the Clerk.

The Sheriffs Office is requesting the relcassificaiton of a deputy position (Job Class 7010)
to Deputy Sheriff Corporal (Job Class 7020). Sheriff Coats has developed a reorganization
plan for the Detention Center as a result of the retirement of Detention Center Administrator
Bill Grady. During his service, he assumed most of the administrative duties which
increased as as the detention center grew from a 84 bed Detention Cetner to the present 324
bed Detention Center which included supervison of inmates. Two Deputies are assigned to
the Detention Center to transport inmates. The reorganization plan by Sheriff Coats includes
moving the planning and supervising of inmate transportation to this new Corporal position.
This reorganization plan and reclassification of the position will not require any additional
funding.

Sheriff Coats request approval of the reclassification of the Detention civilian position, Classification Assistant (Grade 15) to Administrative Assistant II (Grade 21). In addition, I
request that the employee currently in this position receive a 10% increase to compensate for their years of experience and tenure. This increase would take the current employee's salary
to $45,773.00. Detention Center Administarator Bill Grady has retired as ofNovembe� 30, 2021 after 30 years of service. This reorganizati�m willallow the Detention Administrator time to perform the primary duties of this position.
This reorganization plan and reclassification of the position will not require any additi'onal
funding.

The vehicle is manufactured by Len co Armored Vehicles and has an estimated cost of
$264,586.00. Additionally to be considered is vehicle attachment for gas delivery ll1 the amount of estimated $17,830.00 for a grand total of$282,416.00.
Vehicle purchase cost is of such amount that will be considered a capitol outlay and ·Sheriff
seeks board approval.
Budget Amendment will be presented for consideration of approval pending approval of
purchase.

The Harnett County 4-H Teen Court Program has operated under the Harnett County
Cooperative Extension since 2012. The program is funded through a grant from the Harnett
County Juvenile Crime Prevention Council (JCPC). This funding has historically covered the
salary and benefits of the 4-H Program Assistant who oversees the program, required staff
training and other program needs.
Cooperative Extension submitted a request for $45,000 in funding for FY 2022, which is the
minimum required to run the program. However, JCPC only provided $40,000 in funding,
leaving a gap of $5,000 to carry the program through the end of the fiscal year.
Administration requests the Board authorize the transfer of $5,000 from contingency to fund
the 4-H Teen Court Program through the end of FY 2022, at which time Cooperative
Extension intends to request another grant from JCPC to continue fully funding the program
going forward.

The Harnett County 4-H Teen Court Program has operated under the Harnett County Cooperative
Extension since 2012. This program provides sentencing alternatives for juvenile first offenders whose
referring behavior constitutes a violation of the law or misdemeanor, who are actively enrolled in an
educational program, and who are deemed appropriate referrals for a Teen Court program. Cases are
heard by fellow teens serving as the jury, attorneys, clerk, and bailiff. The program has seen considerable
success in improved outcomes for the juveniles who are referred to the program. Additionally, some of
the students who have participated in the operation of the Court have gone on to become attorneys
themselves, and program participants have also gotten involved in the traditional 4-H program.
The Teen Court program is funded through a grant from the Harnett County Juvenile Crime Prevention
Council (JCPC). Since the program’s inception in FY 2013, JCPC funding has covered the salary and
benefits for the 4-H Program Assistant who oversees the Teen Court program, required staff training and
other program needs as funding has allowed.
Approximately 98 percent of referrals to the Teen Court program come from School Resource Officers.
Due to an increase in virtual education during the 2019-2020 school year, the Teen Court program
experienced a decline in referrals and thus participation. Now that Harnett County Schools has returned to
in-person learning, the program believes its participation will increase. Cooperative Extension submitted a
request for $45,000 in funding for FY 2022, which is the minimum required to run the program by paying
the employee’s salary and benefits and attend required training. The department was notified in Spring
2021 that JCPC would only provide $40,000 in grant funding, but that there would be another opportunity
to apply for the remaining $5,000 in the Fall, which they did. In October, Cooperative Extension was
informed that their request would not be funded, resulting in a funding gap of $5,000 to carry the program
through to the end of the current fiscal year. Without this funding, the Teen Court program will end in
Spring 2022.
County management has met with the Cooperative Extension Director, 4-H Agent, and 4-H Program
Assistant, and we recommend the Board authorize the transfer of $5,000 from contingency to fund the
Teen Court program through the current fiscal year, at which time Cooperative Extension intends to
request another grant from JCPC to continue fully funding the program going forward.

It is agreed to undertake the following work in accordance with the provisions of our Contract for
Professional Services.
Description of Work Authorized: The work authorization amendment will provide Design
Modification Services to include Project Formulation, Project Management, Additional Grant
Administration and Subconsultant Architectural Services for the New Airport Terminal Building at
the Harnett Regional Jetport. The scope of professional services will generally be as described
below, and in the attached Work Hour Estimate.
The County requested additional design services to include removing the exterior spiral staircase,
adding the IT & Security design into the plans and project specifications and proceeding with the
installation of three phase power for the proposed terminal building at this time in order to expend
expiring FY18 NPE grant funds.
The Project Formulation phase of this project includes coordination with the County regarding
project scope, budget and schedule; coordination and review of the subconsultant work scope;
and preparing the work authorization amendment package for review and approval with the
County and North Carolina Division of Aviation (NCDOA).
The Project Management phase of this project includes development, coordination, and review
with the County of different project delivery system options, cost reduction options, and terminal
deducts and bid alternates (total of 17); coordination with Duke Energy for the installation of the
three phase power for the proposed terminal building; and preparing, reviewing and coordination
of the revised 100% submittal with the County and NCDOA.
Subconsultant Architectural Services will be performed by The Wilson Group to develop and
evaluate deduct options; revise plans, project specifications and bid documents to remove the
exterior spiral staircase and add the IT & Security design as outlined in the attached proposal.
Also, to remove the optional Third Party Cost Opinion from the project scope.
The Additional Grant Administration Phase Services will include preparing and submitting the
grant modification in EBS/Partner Connect, coordinating the grant modification with the County of
Harnett and NCDOA through the approval process, and the preparation of additional
reimbursement requests.

A. GENERAL
The following proposal is to provide Architectural Design Modifications to the 100%
Construction Document Package as well as IT & Security Construction Documents for
the new General Aviation Terminal at the Harnett Regional Jetport in Erwin, North
Carolina. The following assumptions were made for the purpose of this proposal.
1. The Airport Authority requested the following change to the current design:
• Remove the rear spiral stair off the observation deck.
• Revise Structural framing plan at observation deck to reflect this change.
2. The Airport Authority requested that design of IT & Security Systems be
incorporated into the 100% Construction Document package.

Subject: Recommendation for Selection of Benefits Broker for FY 2023

The purpose of this memorandum is to recommend that the Board of Commissioners select Mark III
Employee Benefits as the County’s benefits broker to provide broker services for the benefits plan year
beginning July 1, 2022. This recommendation follows an RFP process, in-person presentations and
interviews of the top three candidates, and a vote of the County’s internal stakeholder committee who
participated in the proposal review and interview process. Per the RFP, staff recommends entering into a
contract for three years with the option to renew for up to two additional one-year terms.
The County issued an RFP for Benefits Broker Services on November 3, 2021, seeking offers from
qualified brokers to assist the County with “strategically planning, designing and negotiating the best
coverage and cost for selective employee benefit programs” including health, dental, vision, and various
other voluntary programs. Responses to the RFP were due by 2 p.m. on November 22, 2021. The County
previously issued an RFP in 2019 and at the time selected Independent Benefit Advisors (IBA) to provide
broker services through June 30, 2022. IBA has been the County’s broker since 2014.
The RFP was posted on the County website on the “Bid Opportunities” page, and on the North Carolina
Interactive Purchasing System (IPS). Additionally, the County directly solicited responses from 12
vendors who have either submitted proposals or been invited to submit proposals in the past. The County
received six responses by the deadline from the following vendors:

A committee comprised of staff from the County Manager’s Office, Human Resources, Finance Officer,

The committee interviewed the top three finalists the week of December 6, and following the interviews
voted to recommend the Board select Mark III as the County’s benefits broker for the benefits plan year
beginning July 1, 2022. This recommendation is based upon a number of factors including the following:
•Mark III’s approach to consulting and cost containment strategies, which prioritizes data analytics
and creativity, seeks proactive and preventive solutions, and sets realistic expectations

•Mark III’s open enrollment platform, which is customizable and user friendly, and integrates with
the County’s payroll software, which will reduce manual keying currently required by HR staff,
resulting in time savings and a reduction in errors
•The services provided by Mark III in-house, including employee engagement assistance
•The results Mark III has demonstrated in other jurisdictions related to cost containment and
wellness results
•The potential benefits of Mark III’s healthcare pool for self-funded employers
•The quality of the references provided by Mark III, which included numerous comparable and
well-respected local government organizations
In terms of cost, the three main components of an insurance program are the broker fees and
commissions, claims, and reinsurance. It was not possible for the committee to come up with an apples to
apples comparison regarding total cost due to not knowing which carriers each broker will recommend,
nor what the County’s claims experience will be with each broker. The only cost we felt we could
adequately compare was broker fees. Here, Mark III offers a competitive broker fee of $25,000 per year
for medical with standard commissions on all other products. This was the lowest cost of all respondents
with one exception. Currently, the County pays IBA $6,720 per month ($80,640 per year), however in
their proposal, IBA provided two options – one at $8 per employee per month (or $82,176 per year based
on 856 full-time employees), and a reduced cost option at $2 per employee per month (or $20,544 based
on 856 full-time employees). The committee felt the annual cost difference of approximately $4,456 in
broker fees was nominal, given that broker fees comprise a small portion of the County’s overall
insurance program and that this difference could easily be made up through claims management over the
course of the year.
The committee did not take the coordination required to transition the County from one broker to another
lightly, however ultimately felt the benefits of transitioning to Mark III outweigh any difficulties
associated with making a transition to a new broker.
Given these factors, the committee and County management recommend the Board select Mark III
Employee Benefits as the County’s benefits broker to provide broker services for the benefits plan year
beginning July 1, 2022, and to direct the County Manager to enter into a contract for three years with the
option to renew for up to two additional one-year terms. In order to provide the selected broker with
sufficient time to review the County’s current insurance program, shop for carriers for the upcoming
benefits plan year, and successfully implement this transition, we are recommending the Board select a
broker at their next regular meeting on January 3, 2022.
I would also like to acknowledge the committee members for the work they put into reviewing and
considering each proposal; interviewing the finalists; and bringing their knowledge, experience, and
feedback to the discussion and recommendation of a broker for the County. We feel the process was
thorough and informative, and we appreciate the committee members’ participation.

The General Services Director requests the Board of Commissioners consider and approve,
the reinstatement of passenger fees for the Rural Operating Assistance Program (ROAP). In
late March 2020, the North Carolina General Assembly announced the ROAP program
would not be funded for fiscal year 2020-2021. Following this announcement, the North
Carolina Department of Transportation (NCDOT) informed transit systems that revenue
losses could be reimbursed through CARES act funding. To reduce the financial impact on
citizens during the COVID pandemic, the Board of Commissioners waived the $3.00 in
county and $5.00 out of county fees on April 6, 2020. ROAP funding was included in the
State budget approved on November 18, 2021. With funding reinstated, it is a requirement
that transit systems collect passenger fees. If approved, HARTS will begin collecting fees on
January 1, 2022.

RE: HARTS – Reinstatement of Rural Operating Assistance Program (ROAP)

In February 2020, NCDOT announced additional funding opportunities due to the COVID-19
pandemic. HARTS applied for, and received the additional transportation funding covered
under the CARES Act. Prior to initial disbursement, all systems were required to participate
in weekly virtual meetings with FTA and NCDOT leadership. During these discussions, NCDOT
leadership recommended all public transit systems seek local governing board approval to
waive all associated passenger fees for the ROAP program. NCDOT informed us that all ROAP
fees would be reimbursable through CARES Act funding, and reduction in fees would assist
low-income families during the pandemic.
In March 2020, The North Carolina General Assembly announced the ROAP program would
not be funded the upcoming fiscal year. Without dedicated ROAP funding, NCDOT
announced all transit systems could seek full cost reimbursement for ROAP trips through the
CARES Act. Under normal circumstances, utilizing federal funds for unfunded State programs
is not allowed, but the FTA made an exception due to COVID-19.
In April 2020, HARTS and General Service’s leadership were given approval by the Board of
Commissioners to waive all passenger fees associated with the ROAP program. In county
transportation, fees are $3.00 each way, and out of county trips are $5.00 each way
Passenger fees and full cost reimbursement claims were made with NCDOT and
reimbursement was received.
On November 18, 2021, the Governor signed the State budget. The budget fully funds the
ROAP program for all public transportation entities. Funding disbursements for this program
should be received within 60 days. With the approval of ROAP program funding, transit
systems are required to collect passenger fees.
My recommendations:
1.Seek Harnett County Board of Commissioners approval to reinstate ROAP program
fees, to remain in compliance with program guidelines.

Rural Transit System (HARTS) fares. I’ve attached a document detailing information for your
consideration to reinstate, reduce or waive fares for the Rural General Public (RPG) Program portion
of the Rural Operating Assistance Program (ROAP). ROAP is a state-funded public transportation
program administered by the NC Department of Transportation Integrated Mobility Division (IMD).
This FY22, program funds disbursed to Harnett County are listed below.
As a recap, RGP funds are for persons who do not meet Medicaid – Non Emergency Medical
Transportation (NEMT), or Elderly and Disabled Transportation Assistance Program (EDTAP) or
Employment – (EMPL) funding requirements (EMPL is centered around DSS clients who require
transportation for employment activities).

One (1), Two (2) and Three (3).
