Blanchard, Clerk to the Board Chairman Byrd called the meeting to order and Commissioner McNeill led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda as published with the addition of a presentation by a representative of Hospice of Wake County. Commissioner Hill seconded the motion and it passed unanimously. Division of Child Development Block Grant 62,307. 8. Request from Harnett County Arts Council for prior two year’s funding. The Arts Council had not been active for the last two years and did not request funding during that time. They have already received requested funding from the County for FY 2005-06. 9. Three-year lease agreement with First Citizens Bank for Printrack Line Scan Fingerprint Unit for the Sheriff’s Department. The payments will be approximately $14,454.13 per year. 10. Retirement of K9 Caesar due to medical (hip) problems and authorization for his handler, Tim Bradley, to purchase the dog for $1.00. 11. Authorization for Vanessa W. Young, Finance Officer, and Judy Strickland, Purchasing Agent, to finalize financing with Musco Lighting in the amount of $52,000.00 for lease-purchase of lighting at Neill’s Creek Softball Field. 12. Authorization for Emergency Services to accept a donation from Richard Jones, owner of Visual Defense Company, of 10 Visual Defense Landing Zone Lighting Kits. They are valued at $1,000 each for a total donation of $10,000. The kits will be distributed throughout the county in critical areas of response. This will enhance the county’s capability in establishing landing zones during life threatening situations and caring for the citizens of the county. 13. Authorization for Erwin Fire & Rescue to purchase a 2005 Tahoe. They will keep the 1986 Blazer they are currently using for maintenance of hydrants and transporting the rescue boat. 14. Write-off of delinquent Health Department fees which have been in delinquent status for 2 years. Total amount of the write-offs is $25,029.14. 15. 2007 Holiday schedule for county employees: NEW YEAR’S DAY JANUARY 1 MARTIN LUTHER KING, JR. DAY JANUARY 15 GOOD FRIDAY APRIL 6 MEMORIAL DAY MAY 28 INDEPENDENCE DAY JULY 4 LABOR DAY SEPTEMBER 3 VETERANS DAY NOVEMBER 12 THANKSGIVING NOV. 22 AND 23 CHRISTMAS DEC. 24, 25, 26 16. Authorization for a revenue and expenditure line in the budget designated as Project Jade. The line will be used to receive donations to be used solely for animal shelter beautification and animal care items as approved by the Department Head (blankets, foods, spay and neuter and other care related items). Project Jade was created by Harnett County native Corrine Coats Manes. The program is named after her dog who was killed by a hit and run driver. 17. Revised project ordinance for the Harnett-Fuquay wastewater project (Attachment 5) 18. Letter to the Federal Communications Commission to oppose the FCC’s proposed rule to eliminate local franchises; turn control of the public airways over to the FCC; and to restrict any management of cable assets at the local level. 19. Reclassification of two positions in the Sheriff’s Department: - from Lieutenant to Latent Print Examiner, remain at current pay grade 73 - from Administrative Support Specialist to Evidence Custodian, change from pay grade 59 to pay grade 60 with 5% pay increase 20. Award contract for Airfield Lighting Upgrade to low bidder, Barnes & Powell Company, Inc., Elm City, NC for $326,379.00. Other bids received: King Electric of Fayetteville, Inc., Fayetteville, NC--$329,143.00 Precision Approach, LLC, Eatonton, GA--$399,999.00 Aubrey Silvey Enterprises, Inc., Carrollton, GA.--$429,225.00 Walker & Whiteside, Inc., Greenville, SC--$458,649.00 Informal comments were provided by Glen Sanderson, 1317 Deerfield Drive, Cary, who inquired about the status of proposed sale of the former Northern Harnett Rescue property; and Marsha Taylor, Cameron, asked questions regarding current building lease for Henley Roberts Head Start. Commissioner Hill moved for the appointments listed below. Commissioner Titchener seconded the motion and it passed unanimously. McDougal Non-Profit Organization Ruby Bryant Non-Profit Organization Sherrill Thomas SAFE of Harnett County Theodore Robbins Employment Security Commission Cooper Linton, Hospice of Wake County, reported that his organization is currently looking for space to rent in Harnett County and will build a free-standing building for Hospice in the near future in this area. Jennifer Walker, Director, Cooperative Extension, introduced Harnett County’s newest Agriculture Extension Agent, James Choate to the Board. Mr. Choate’s area of expertise will focus on field crops management, pesticide licensing and pond management. Mark Locklear, Senior Planner, presented a zoning change request from Wellco Contractors & Enoch Engineers. The Planning Board recommended approval of the request. Chairman Byrd called to order a public hearing on the matter and opened the meeting for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner McNeill moved to adopt a resolution approving the zoning change request. Commissioner Titchener seconded the motion and it passed unanimously. (Attachment 6) Mark Locklear, Senior Planner, presented a zoning change request from Danny K. Davis. The Planning Board recommended approval of the request. Chairman Byrd called to order a public hearing on the matter and opened the meeting for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner McNeill moved to adopt a resolution approving the zoning change request. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 7) Mark Locklear, Senior Planner, presented a zoning change request from Wray Mini Storage. The Planning Board recommended approval of the request. Chairman Byrd called to order a public hearing on the matter and opened the meeting for comments from the public. Comments were received from Shelley Wray, applicant, who stated that she intends to eliminate her mobile home park and replace it with a mini storage facility. There being no further comments, Chairman Byrd closed the public hearing. Commissioner Hill moved to adopt a resolution approving the zoning change request. Commissioner Titchener seconded the motion and it passed with a unanimous vote. (Attachment 8) Mark Locklear, Senior Planner, presented a zoning change request from Milton Bobbit. The Planning Board recommends approval of the request. Chairman Byrd called to order a public hearing on the matter and opened the meeting for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner Titchener moved to adopt a resolution approving the zoning change request. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 9) Mark Locklear, Senior Planner, presented a zoning change request from AGA Corporation, from RA-20R to Commercial Zoning District, 12.77 acres located intersection of SR 1111 (Marks Road) and Hwy 24 in Johnsonville Township. The Planning Board recommended denial of the request. Chairman Byrd called to order a public hearing on the matter and opened the meeting for comments from the public. Commissioner McNeill moved to table consideration of the zoning change request and to send it back to the Planning Board for consideration of changing the zoning of that area to make it consistent with the Land Use Plan. Commissioner Andrews seconded the motion and it passed unanimously. Mark Locklear, Senior Planner, presented a zoning change request from Curr-Well Developments, LLC. The Planning Board recommends denial of the request. Chairman Byrd called to order a public hearing on the matter and opened the meeting for comments from the public. Chairman Byrd moved to adopt a resolution to deny the zoning change request. (Attachment 10) Mark Locklear, Senior Planner, presented proposed text amendments to the Harnett County Zoning Ordinance, Article VI. Section 8.5 G. Signs and to Article IX. Section 11.0 Outdoor Advertising Signs. The Planning Board recommended approval of both text amendments. Chairman Byrd called to order a public hearing on the matter and opened the meeting for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner McNeill moved to adopt the two resolutions amending the Zoning Ordinance text. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 11) Mark Locklear, Senior Planner, noted that given the amount of rapid growth taking place in Harnett County coupled with the amount of major highways, the Planning Department staff feels that it is imperative that they evaluate the County’s current regulations regarding outdoor advertising signs in order to make necessary changes. Therefore, Mr. Locklear proposed that the Board adopt a 60-day moratorium on outdoor advertising signs to allow staff to develop new regulations. The Planning Board recommended approval of the proposed moratorium. Chairman Byrd called to order a public hearing on the matter and opened the meeting for comments from the public. Comments were received from Warren Stancil, billboard sign company manager, who asked that staff consult with his company regarding upkeep requirements when developing new regulations for outdoor advertising signs. There being no further comments, Chairman Byrd closed the public hearing. Commissioner Andrews moved to adopt a 60-day moratorium on outdoor advertising signs. Commissioner Titchener seconded the motion and it passed unanimously. Joseph Jefferies, Chief Planner, presented for the Board’s consideration, a proposed resolution amending the Harnett County Zoning Ordinance Text regarding collection method of the lot fee designated for recreation and park development. A $500 fee per lot was adopted at the February 20, 2006 Board of Commissioners meeting. Chairman Byrd called to order a public hearing and opened the meeting for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner McNeill moved to adopt the resolution. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 12) Neil Emory, County Manager, reviewed the history of use of the former Northern Harnett Rescue property. Two sealed bids were received for the building and 0.847 acre of land located on Christian Light Road in Buckhorn Township. Leon James Anderson offered $90,000, and Glenn G. and Marilee K. Sanderson offered $76,700. Commissioner Andrews moved to sell the Northern Harnett Rescue property to Leon James Anderson for the purchase price of $90,000. Commissioner McNeill seconded the motion and it passed unanimously. Commissioner Hill moved to give consideration to water customers who must re-establish lawns due to damage from installation of the new sewer line near Hwy 401. Affected customers only will be charged the basic fee for 90 days. Commissioner Andrews seconded the motion and it passed unanimously. Commissioner Andrews moved to adopt a resolution authorizing the NC Department of Transportation to use the Harnett County logo on new welcoming signs upon entering our county. Commissioner McNeill seconded the motion and it passed unanimously. (Attachment 13) Departmental reports were filed with the Board from Veterans Service, Emergency Medical Services, Animal Control, Planning Department, Sheriff’s Department, Health Department, and Finance Office. (Attachment 14) Mr. Emory announced that NC DOT’s “Spring Litter Sweep” roadside clean-up program will be held April 17-30. There being no further business, Commissioner McNeill moved to adjourn. Commissioner Andrews seconded the motion and it passed unanimously.
