Recessed Meeting Minutes
May 26, 2021
The Harnett County Board of Commissioners met in a recessed meeting on Wednesday, May 26,
2021 at 2:00 pm, in the Commissioners Meeting Room, Harnett County Resource Center and
Library, 455 McKinney Parkway, Lillington, North Carolina.
Members present: W. Brooks Matthews, Chairman
Lewis W. Weatherspoon, Vice Chairman
Barbara McKoy, Commissioner
Mark B. Johnson, Commissioner
Matt B. Nicol, Commissioner
Staff present: George Wood, Acting County Manager
Christopher Appel, Senior Staff Attorney
Kimberly Honeycutt, Finance Officer
Lindsey B. Lucas, Interim Clerk
Chairman Matthews reconvened the meeting at 2:00 pm.
Mr. Wood stated to the Board that the Non Profit Funding Committee met earlier in the day and
sent a recommendation back to the Board of $66,750. The previous request was for $83,000.
Comments were made by the commissioners regarding the management of the non -profits and
decisions regarding how much money the non-profit committees receive. Commissioner made a
motion to not approve non-profit funding requests. Vice Chairman Weatherspoon seconded the
motion that passed 3-2 with Commissioner McKoy and Commissioner Johnson opposing.
Mr. Wood presented to following changes to the recommended budget with the following changes:
Part 1:
Corrections to Continuation Budget:
• Move $20,000 from Contingency to Economic Development -Contracted Services
• Move $92,102 in Salary and Benefits for Clerk to Board position from County Manager's
Budget to Governing Body's budget
• Decrease of $85,404 in Salaries and Wages- Regular for Tax Department
• Increase of $20,200 in Salaries and Wages — Contract for Health Department
• Decrease of $60,642 in Other Revenues — Harnett Regional Water
Corrections to Expansion Budget
• Decrease of $60,642 in Capital Outlay for Harnett Regional Water — Sewer Collections
Board Approved Changes to Continuation Budget
• Increase of $7,759 in Salary and Benefits for Clerk to Board position for Governing Body

Board Approved Changes to Expansion Budget
• Increase of $384,740 in Revenues for Harnett Regional Jetport
• Increase of $226,441 in Operating Expenses for Harnett Regional Jetport
Part 2:
Sheriff's Office is requesting to reclassify all sworn deputies by two pay grades. The Sheriffs
Office has calculated the cost to be $731,506. To help cover the costs of reclassifications, we are
making a reduction of $171,360 to the Sheriffs Capital Reserves, $234,514 in cuts to the
Recommended Budget, and $327,632 in appropriated Fund Balance. The Sheriff will use $171,360
from Asset Forfeiture Fund to purchase new patrol vehicles.

-$232,514 (Cuts to Recommended Budget)

Sheriff Wayne Coats will also be getting cameras installed in the patrol vehicles
Items to remove from Recommended Budget to help fund the Sheriffs Office Reclassification
request:
• $10,250 — Community Development Home Repair Program
• $19,150 — Part -Time Communications Specialist position (only fund 3 -months)
• $60,203 — Human Resource Analyst Position
• $20,209 — Facilities Maintenance Technician Position
• $23,830 — Animal Services Administrative Support Specialist position
• $22,489 — Soil and Water Office Assistant position (remain part-time)
• $26,939 — DSS Social Worker III/Foster Care position (hire one position, not two)
• $14,559 — DSS Community Social Services Assistant Position
• $34,885 — Parks and Recreation Administrative Assistant position (remain part-time)
After a review of Harnett Regional Water's vehicle replacement requests, it is recommended to
fund all requests except for:
• $28,500 — Sport Utility Vehicle (SUV) at the Wastewater treatment Plant (Possibly replace
next fiscal year)
After further discussion it was recommended by Mr. Wood to keep the requested position by Parks
and Recreation for a full time Administrative Assistant. Commissioner Nicol also recommended
keeping the two Social Worker III/Foster Care Positions requested by DSS. It was the consensus
of the Board that they were all in agreement of the changes made to the Recommended Budget.
Mr. Wood wanted to thank Budget Director Lisa McFadden for all of her hard work that went into
putting the Budget together.

Vice Chairman Weatherspoon made a motion to adjourn the meeting at 2:54 pm. Commissioner
Nicol seconded the motion that passed unanimously.
