BOARD MEMBERS PRESENT: Jay Sikes, Development Services, Tammy Ward, GIS/E911 Addressing, Jay Meyers & Katherine Moore, Harnett Regional Water; Leslie Jackson, Fire Marshal; Bill Dreitzer,
Engineer; Oliver Tolksdorf, Environmental Health
OTHERS PRESENT: Jay Sikes, Development Services, Theresa Jones, Development Services
CALL TO ORDER: Jay Sikes, Development Services called the meeting to order at 9:00
WELCOME: Jay Sikes, Development Services opened the meeting by explaining the procedure of the DRB meetings. This meeting was held via zoom due to the Covid-19 virus.
BOARD INTRODUCTIONS
PUBLIC COMMENT (30 MINUTES)
OLD BUSINESS:
A.PROVIDENCE CREEK PHASE 2-MAJOR SUBDIVISION FINAL PLAN/PLAT REVIEW (SITE2108-0030). Patty Harrell-Hillburn and Mike Brown, Mattamy Homes represented the application and the Board made
discussion
DECISION: Jay Sikes; Development Services, made a motion to Conditionally Approve the plat and Tammy Ward, E911/Addressing seconded the motion. There was a unanimous vote to Conditionally
Approve the plat. (SEE PROVIDENCE CREEK PHASE 2 DECISION PACKET).
V. NEW BUSINESS:
A. QUAIL GLEN PHASE 6 – MAJOR SUBDIVISION FINAL PLAN/PLAT REVIEW (SITE2109-0022). Lester Stancil, Stancil & Associates Surveying represented the application and the Board made discussion.
DECISION: Tammy Ward, E911/Addressing, made a motion too conditionally approve the plat and Jay Sikes, Development Services seconded the motion. There was a unanimous vote too conditionally
approve the plat. (SEE QUAIL GLEN PHASE 6 DECISION PACKET).
C. STANCIL FARMS- MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW (SUB2109-0024). Keith Roberts & Beth Blackmon & Liz Ange; Timmons Group represented the application and the Board made
discussion.
DECISION: Oliver Tolksdorf; Environmental Health made a motion too conditionally approve the plat and Tammy Ward; E911/Addressing second the motion. There was a unanimous vote too conditionally
approve the plan. (SEE STANCIL FARMS DECISION PACKET).
D. BOONE TRAIL VILLAGE – MAJOR SUBDIVISON PRELIMINARY PLAN/PLAT REVIEW (SUB2109-0025). Keith Roberts, Beth Blackmon, Liz Ange, Timmons Group represented the application and the Board
made discussion.
DECISION: Tammy Ward; E911/Addressing made a motion to conditionally approve the plat and Oliver Tolksdorf; Environmental Health seconded the motion. There was a unanimous vote too conditionally
approve the plan. (SEE BOONE TRAIL VILLAGE DECISION PACKET).
E. MONTE CASSINO-MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW (SITE2109-0026). Scott Brown, 4D Site Solutions represented the application and the Board made discussion.
DECISION: Tammy Ward; E911/Addressing made a motion to conditionally approve the plat and Jay Sikes; Development Services seconded the motion. There was a unanimous vote too conditionally
approve the plat. (SEE PMONTE CASSINO DECISION PACKET).
F. SOUTH CREEK PHASE 4-MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW (SITE2109-0027). Scott Brown, 4D Site Solutions represented the application and the Board made discussion.
DECISION: Oliver Tolksdorf, Environmental Health made a motion to Conditionally Approve the plat and Tammy Ward, E911/Addressing seconded the motion. There was a unanimous vote to Conditionally
Approve the plat. (SEE SOUTH CREEK PHASE 4 DECISION PACKET).
G.WELLERS KNOLL REVISED-MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW (SITE2105-0017). Bryant Montague & Spencer Terry Carolina land Development represented the application and the
Board made discussion.
DECISION: Tammy Ward, E911/Addressing made a motion to Conditionally Approve the plat and Oliver Tolksdorf, Environmental Health seconded the motion. There was a unanimous vote to Conditionally
Approve the plat. (SEE WELLER’S KNOLL REVISED DECISION PACKET).
H.FOREST BLUFFS-MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW (SITE2109-0028). Randy Miller, Thompson & Associates represented the application and the Board made discussion.
DECISION: Tammy Ward, E911/Addressing made a motion to Conditionally Approve the plat and Oliver Tolksdorf, Environmental Health seconded the motion. There was a unanimous vote to Conditionally
Approve the plat. (SEE FOREST BLUFFS DECISION PACKET).
VI: OTHER BUSINESS:
APPROVAL OF MINUTES: Jay Sikes, Development Services made a motion to approve the minutes for the July 28, 2021, Tammy Ward; E911/Addressing seconded the DRB minutes and it was unanimously
approved.
ADJOURNMENT: The meeting adjourned at 10:05
