BOARD MEMBERS PRESENT: Jay Sikes, Development Services, Tammy Ward, GIS/E911 Addressing, Oliver Tolksdorf; Environmental Health, Shane Cummings, Harnett Regional Water; Leslie Jackson,
Fire Marshal
OTHERS PRESENT: Landon Chandler, Development Services, Theresa Jones, Development Servics
CALL TO ORDER: Jay Sikes, Development Services called the meeting to order at 9:00
WELCOME: Jay Sikes, Development Services opened the meeting by explaining the procedure of the DRB meetings. This meeting was held via zoom due to the Covid-19 virus.
BOARD INTRODUCTIONS
PUBLIC COMMENT (30 MINUTES)
OLD BUSINESS:
A. HIGHGROVE POINTE REVISED - MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW (SUB2101-0013). Stafford Land Company represented the application and the Board made discussion.
DECISION: Oliver Tolksdorf, Environmental Health, made a motion to deny the plat and Shane Cummings; Harnett Regional Water seconded the motion. There was a unanimous vote to deny the
plat. (SEE HIGHGROVE POINTE REVISED DECISION PACKET).
V. NEW BUSINESS:
A. LAKESIDE SELF-STORAGE COMMERCIAL SITE PLAN REVIEW (SITE2107-0003). Don Curry, Curry Engineering, represented the application and the Board made discussion.
DECISION: Oliver Tolksdorf, Environmental Health, made a motion to Conditionally Approve the plat and Jay Sikes; Development Services, seconded the motion. There was a unanimous vote
to Conditionally Approve the plat. (SEE LAKESIDE SELF-STORAGE DECISION PACKET).
B. POPEYES COMMERCIAL SITE PLAN REVIEW (SUB2108-0001). Brian Downs; Timmons Group and Zach Means; UDC/Veritas-Spout Springs, represented the application and the Board made discussion.
DECISION: Shane Cummings; Harnett Regional Water made a motion to hold the plat and Jay Sikes, Development Services, seconded the motion. There was a unanimous vote to hold the plat.

C. KIPLING VILLAGE REVISED- MAJOR SUBDIVISION PRELIMINARY PLA/ PLAN REVIEW (SITE2103-0016). Tom Spaulding; Spaulding Group represented the application and the Board made discussion.
DECISION: Tammy Ward; GIS/E911 Addressing made a motion to Conditionally Approve the plat and Jay Sikes, Development Services seconded the motion. There was a unanimous vote to Conditionally
Approve the plan. (SEE KIPLING VILLAGE DECISION PACKET).
D. POLLOCK FARMS – MAJOR SUBDIVISON PRELIMINARY PLAN/PLAT REVIEW (SITE2107-000125). Lester Stancil, Stancil & Associates Surveying represented the application and the Board made discussion.
DECISION: Shane Cummings; Harnett Regional Water made a motion to Conditionally Approve the plat and Tammy Ward; GIS/E911 Addressing seconded the motion. There was a unanimous vote to
Conditionally Approve the plan. (SEE POLLOCK FARMS DECISION PACKET).
E. BAKERTOWN-MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW (SITE2107-0028). Liz Ange and Keith Roberts, Timmons Group represented the application and the Board made discussion.
DECISION: Oliver Tolksdorf, Environmental Health made a motion to Conditionally Approve the plat and Tammy Ward, GIS/E911 Addressing, seconded the motion. There was a unanimous vote
to Conditionally Approve the plat. (SEE BAKERTOWN DECISION PACKET).
F. BIRCHWOOD GROVE-MAJOR SUBDIVISION FINAL PLAN/PLAT REVIEW (SITE2107-0024). Thurm Bowen, KD Homes and Richard Bullock, Maerstan Surveying represented the application and the Board made
discussion.
DECISION: Oliver Tolksdorf, Environmental Health made a motion to Conditionally Approve the plat and Shane Cummings; Harnett Regional Water seconded the motion. There was a unanimous
vote to Conditionally Approve the plat. (SEE BIRCHWOOD GROVE DECISION PACKET).
VI: OTHER BUSINESS:
APPROVAL OF MINUTES: Jay Sikes, Development Services made a motion to approve the minutes for the July 28, 2021, Shane Cummings, Harnett Regional Water seconded the DRB minutes and
it was a unanimously approved.
