WELCOME: Jay Sikes, Development Services opened the meeting by explaining the procedure of the DRB meetings. This meeting was held via zoom due to the Covid-19 virus. BOARD INTRODUCTIONS PUBLIC COMMENT (30 MINUTES) OLD BUSINESS: A. SERENITY PHASE 2 CLUB HOUSE- COMMERCIAL SITE PLAN REVIEW. Ben Taylor; Greenfield- Serenity LLC represented the application and the board made discussion DECISION: Jay Sikes; Development Services Addressing made a motion too conditionally approve the plat and Oliver Tolksdorf, Environmental Health seconded the motion. There was a unanimous vote too conditionally approval the plat. (SEE SERENITY PHASE 2 CLUB HOUSE DECISION PACKET). V. NEW BUSINESS: A.DOLLAR GENERAL- COMMERCIAL SITE PLAN REVIEW. Scott Brown 4D-Site Solutions represented the application and the board made discussion DECISION: Oliver Tolksdorf; Environmental Health made a motion too conditionally approve the plat and Tammy Ward; GIS/E911 Addressing seconded the motion. There was a unanimous vote too conditionally approve the plat. (SEE DOLLAR GENERAL DECISION PACKET). B. NORTHWEST HARNETT ELEMENTARY SCHOOL- COMMERCIAL SITE PLAN REVIEW. Tom Hughes, Mahan Kick, Harnett County, Philip Picerno, Engineer represented the application and the board made discussion DECISION: Tammy Ward; GIS/E911 Addressing made a motion too conditionally approve the plat and Jay Sikes, Development Services seconded the motion. There was a unanimous vote too conditionally approve the plat. (SEE NORTHWEST HARNETT ELEMENTARY SCHOOL DECISION PACKET). C.COKESBURY ROAD-MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW. Greg Bagley, represented the application and the board made discussion DECISION: Tammy Ward; GIS/E911 Addressing made a motion too conditionally approve the plat and Jay Sikes, Development Services seconded the motion. There was a unanimous vote too conditionally approve the plat. (SEE COKESBURY ROAD DECISION PACKET). D. MCDOUGALD DOWNS- MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW. Lester Stancil, Stancil Surveying represented the application and the board made discussion DECISION: Oliver Tolksdorf, Environmental Health made a motion too conditionally approve the plat and Shane Cummings; Harnett Regional Water seconded the motion. There was a unanimous vote too conditionally approve the plat. (SEE MCDOUGALD DOWNS DECISION PACKET). E. GRIFFON POINTE- MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW. Lester Stancil, Stancil Surveying represented the application and the board made discussion DECISION: Shane Cummings; Harnett Regional Water made a motion too conditionally approve the plat and Oliver Tolksdorf, Environmental Health seconded the motion. There was a unanimous vote too conditionally approve the plat. (SEE GRIFFON POINTE DECISION PACKET). F. OVERHILLS CREEK PHASE 8- MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT REVIEW. Fleet Temple, Enoch Engineering represented the application and the board made discussion DECISION: Tammy Ward; GIS/E911 Addressing made a motion too conditionally approve the plat and Shane Cummings; Harnett Regional Water seconded the motion. There was a unanimous vote too conditionally approve the plat. (SEE OVERHILLS CREEK PHASE 8 DECISION PACKET). G. ATHERSTONE PHASE 1- MAJOR SUBDIVISION FINAL PLAN/PLAT REVIEW. Josh Teabo, Bohler Engineering represented the application and the board made discussion DECISION: Tammy Ward; GIS/E911 Addressing made a motion to hold the plat and Shane Cummings; Harnett Regional Water seconded the motion. There was a unanimous vote to hold the plat. (SEE ATHERSTONE PHASE 1 DECISION PACKET). H. WILLIAMS FARM PHASE 1- MAJOR SUBDIVISION FINAL PLAN/PLAT REVIEW. Scott Brown, 4D Site Solution represented the application and the board made discussion DECISION: Tammy Ward; GIS/E911 Addressing made a motion too conditionally approve the plat and Shane Cummings; Harnett Regional Water seconded the motion. There was a unanimous vote too conditionally approve the plat. (SEE WILLIAMS FARM PHASE 1 DECISION PACKET). I. HAVEN PHASES 1& 2- MAJOR SUBDIVISION FINAL PLAN/PLAT REVIEW. Lester Stancil, Stancil Surveying represented the application and the board made discussion DECISION: Oliver Tolksdorf, Environmental Health made a motion to hold the plat and Tammy Ward; GIS/E911 Addressing seconded the motion. There was a unanimous vote to hold the plat. (SEE HAVEN PHASES 1 & 2 DECISION PACKET). VI: OTHER BUSINESS: APPROVAL OF MINUTES: Minutes for February DRB meeting to be approved during the April DRB meeting. ADJOURNMENT: The meeting adjourned at 10:15
