PROCLAMATION DESIGNATING SEPTEMBER 26, 2021
AS GOLD STAR MOTHER’S AND FAMILY’S DAY
WHEREAS, Gold Star mothers and families are those that have lost a child, spouse,
parent, sibling, or others during active service in the United States Armed Forces; and
WHEREAS, Gold Star mothers and families are a vital part of our country’s military
community and history; and
WHEREAS, on June 23, 1936, a joint congressional resolution designated the last Sunday
in September as Gold Star Mother’s Day, to be observed each year by Presidential Proclamation;
and
WHEREAS, on September 23, 2011, a Presidential Proclamation amended the day to
“Gold Star Mother’s and Family’s Day”; and
WHEREAS, Harnett County recognizes and values the long and proud tradition of
supporting the United States Armed Forces and their families; and
WHEREAS, Harnett County, with its proximity to Fort Bragg, has a considerable
population of active service members, veterans, and their families residing within the County; and
WHEREAS, all Americans have an obligation to recognize and honor the valor, courage,
and heroism of those who have fought for this nation as well as the mothers and families that have
lost a loved one in the defense of the freedom of the people of the United States; and
WHEREAS, the sacrifices of the mothers and families of fallen members of the United
States Armed Forces should never be forgotten.
NOW THEREFORE, BE IT PROCLAIMED, that the Harnett County Board of
Commissioners does hereby express its profound gratitude and admiration for the sacrifices,
strength, and resilience of the mothers and families who have lost a loved one in service to this
nation.
BE IT FURTHER PROCLAIMED, that the Harnett County Board of Commissioners
does hereby designate September 26, 2021 as “GOLD STAR MOTHER’S AND FAMILY’S
DAY” in Harnett County and encourages all citizens to observe and honor this day by performing
acts of service and good will in the community, sharing the stories and offering support to members
of the gold star family, and celebrating families in which loved ones have made the ultimate
sacrifice to ensure the freedoms, safety, and security that all Americans have been blessed with in
this nation.

A RESOLUTION TO CHANGE THE MEETING DATE AND LOCATION OF
THE SEPTEMBER 28, 2021 WORK SESSION FOR THE
HARNETT COUNTY BOARD OF COMMISSIONERS
THAT WHEREAS, the Harnett County Board of Commissioners adopted on September 19, 1994
certain Rules of Procedure by which the Board would conduct its meetings; and
WHEREAS, the Harnett County Board of Commissioners adopted the 2021 Schedule of
Meetings on January 4, 2021 establishing a Work Session on Tuesday, September 28, 2021 to be held in
the Board of Commissioner Chamber Room at the Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, NC; and
WHEREAS, Rule 6 of the Rules of Procedure concerning “Regular and Special Meetings” states
that the Board may change the place or time of a particular meeting by resolution: that the Board has
determined that it would like to change the Work Session scheduled for Tuesday, September 28, 2021 to
Monday, September 27, 2021 to be held in Training Room A at the Harnett County Resource Center and
Library, 455 McKinney Parkway, Lillington, NC.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Harnett County
that the Tuesday, September 28, 2021 be changed to Monday, September 27, 2021 to be held in Training
Room A at the Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, NC.
This Resolution shall be filed with the Clerk to the Board, posted at the regular meeting place and
forwarded to all parties on the County’s Sunshine List.
Adopted by the Harnett County Board of Commissioners in regular session, this 20th day of

The Legal Department requests that the Board of Commissioners consider the appointment of
Lawrence Smith as the Harnett County employee member and Larry T. Smith as his alternate
and Uriah Parker as the Harnett County Schools employee member and Tommy Stewart as
his alternate to the Administrative Appeals Board for School Bus Stop Arm Violations. Each
member will be appointed to serve a three-year term.

There is one (1) vacancy for a physician on this Board.
HARNETT COUNTY BOARD OF EQUALIZATION AND REVIEW
There is one (1) vacancy for a District 2 member on this Board.
NURSING HOME COMMUNITY ADVISORY COMMITTEE
There are five (5) vacancies on this committee however the committee appointment process has been
postponed as of March 2020 when facility visitation was suspended.
TRIANGLE SOUTH WORKFORCE DEVELOPMENT BOARD
Harnett County needs to replace one (1) non-participatory member on this Board for a Joint Labor-
Management, or union affiliated, registered apprenticeship program representative.
HARNETT COUNTY PLANNING BOARD
There is one (1) vacancy for District 2 on this Board.
BOARD OF ADJUSTMENT
There are two (2) alternate vacancies on this Board. The vacancies are for District 1 and District 3.

Additional Information
On September 7th, the Harnett County Planning Board voted unanimously (5-0) to recommend approval of
application based on the existing Commercial in this area as well as the compatibility with the Land Use
Plan.
