Exhibit B Written Statement ** Applicant is required to answer the following questions under oath at the Board of Adjustment Meeting – Please print answers ** Public Convenience & Welfare Why are you requesting this use? To develop a solar energy generating facility with potential onsite battery storage. How will this use benefit the citizens of Harnett County? Renewable energy in the form of solar photovoltaic technology enables energy costs to be stabilized through long-term purchase agreements that keep the production costs flat. Additionally, tax base from this use will be higher, yet the demands for services will be minimal, creating a net tax income gain beneficial to the county. On-site & Surrounding Land Uses How will the use you are requesting affect the surrounding properties, residents and businesses in the area? Describe in detail why and how it will or will not affect the surrounding areas? As more fully described in Exhibit C, solar farms are among the quietest and least impactful of uses. They do not generate more than 3-4 vehicle trips per month, they are essentially inaudible from outside the facility fence, they are dark at night, and with good vegetative screening they are typically shielded from view. Utilities, Access Roads, Drainage, etc… Describe the driveway (width and surface) that you will be using to enter and exit the property. The driveway for the current utility substation is expected to be the solar facility entrance. It is dirt. If necessary to upgrade the access to accommodate construction trucks, those upgrades will be made prior to construction. Describe the drainage of this property. Site surface water drainage generally flows from west to east, towards the overhead electric transmission corridor. Based on the wetland assessment completed by TRC Environmental, there are no National Wetlands Inventory (NWI) palustrine, shrub-scrub, or emergent wetlands mapped within the site. Additionally, there are no streams mapped within the site on the NHD, USGS Quadrangle maps, or the 1994 Official Soil Survey of Harnett County, North Carolina manuscript. The review of the FEMA floodplain map confirmed no mapped 100-year and 500-year floodplain within the site. How is your trash and garbage going to get to the landfill? Solar farms do not generate daily trash and will not have products going to the landfill. Although solar panels can be landfilled, they are typically recycled instead, either as replacement panels in other projects or broken into components for recycling into other products.
