The intent of this document is to facilitate the implementation of the plan and vision as depicted with the Conceptual Master Plan, dated November 18, 2020, by The CSC Group, LLC. The Development Guidelines will assist in ensuring the consistency and quality of the development. Development for Senter Farm shall be substantially in accordance with the guidelines and requirements within this document. All final designs shall be reviewed and approved by the Harnett County staff. DEVELOPMENT APPROACHSummerville Church Raven Rock Central Harnett Hospital SENTER FARM DEVELOPMENT GUIDELINES5Summary PageSenter Farm will be developed as a master-planned residential community located northeast of the Hwy 401 and Chalybeate Springs Road intersection. Situated on approximately 207.9 acres, Senter Farm will have a landscaped entrance and will incorporate a collection of housing types featuring a variety of house sizes, features and price ranges.In addition, Senter Farm will include an assortment of amenities, including an outdoor community pavilion, sports fields, tot lot, lawn areas, pocket parks, and trails. 6. Housing Types: Special care was taken to design Senter Farm to accommodate an array of homebuyers, including both ranch homes and two-story homes.7. Setbacks: Lot setbacks shall be as follows:• TH Product: minimum 20’ front, 15’ rear, 15’ corner, and 10’ side yard.• SF Product: minimum 20’ front, 5’ side, 20’ rear, & 12’ corner.10. The existing Harnett County sanitary sewer system has the capacity to support the entire Senter Farm development.1. Total Acreage in PUD: 207.9 acres 2. First-time, move-up, move-down, and seniors will all be accommodated in a cohesive, well planned community. Special care was taken to unify the community with a transportation backbone accommodating vehicular and pedestrian traffic, provide a connection to major greenspaces/parks, and minimize the impact on natural areas, water bodies, and critical habitat. The housing product will consist of single family detached and townhome dwellings . The Master Plan depicts their anticipated location within the proposed community, and how they will interact and be supported by the proposed circulation network and related parks. The exact location of each product type may fluctuate based on future market demand. The Developer will coordinate with County Staff on each phase of the design to ensure the spirit of the Master Plan is honored. SENTER FARM DEVELOPMENT GUIDELINES16Open Space/Stormwater ApproachOPEN SPACE/STORMWATERThe Open Space Plan for the Senter Farm Community focuses on the consolidation of improved open space and creating park areas for both active and passive recreational activity. The proposed parks become anchors and are central features within the community. These parks are connected with an internal circulation system for both vehicular and pedestrian uses. Park spaces are essential for large residential communities because they can support the widest variety of uses and activities. Additionally, they can be utilized for community events. Senter Farm will include an assortment of amenities, including an outdoor community pavilion, children’s playground, walkable areas, and pocket parks. Maintenance of all open space will be performed by the HOA. Maintenance of storm water management features will also be maintained by the HOA in accord with a maintenance and inspection agreement and an operation and maintenance manual, both to be recorded with Harnett County. All open space will be designated with the master plan approval. All improved open space elements will be constructed when the residential pod that it serves is constructed. The development shall meet or exceed all minimum standards for stormwater quality treatment, attenuation of runoff, erosion and sediment control and buffer requirements as established by Harnett County and the North Carolina Department of Environmental Quality (NCDEQ). Fencing and landscaping for all proposed stormwater control measures shall meet Harnett County requirements for each type of measure proposed.Buffers as required by Harnett County Unified Development Ordinance (UDO) shall be provided around all delineated streams. Wetland areas and stream buffers shall be preserved within open space areas dedicated to and maintained by the HOA. Any wetland and buffer impacts shall be permitted by the appropriate agencies before work in impacted areas begins.This site is located within the Hector Creek-Cape Fear, Class WS-IV watershed and shall be restricted to the 24% overall impervious area. A portion of the site is also located within the HQW section of the water supply shed.Stormwater management measures shall be located in open space areas dedicated to and maintained by the HOA.
