Permits are requried for all of them and the permit requirements shall be followed. Crossings are allowed but must be permitted first. What is environmental impact of crossing creek off Hilliard Rd? What is the potential traffic effect on Hilliard which is currently a dead end road? Will there be any improvements? Traffic studies have been completed and submitted to NCDOT. The site will add traffic volume to Hillard Road, but there is currently more than adequate capacity to handle the additional volume. Hilliard and Rawls Church Operates at a level B currently. No improvements proposed during analysis but we have not heard back from the county or NCDOT yet. The connection to Hilliard is required for fire and safety access. Will you have berms or barrier between the back of homes and the Grayson Senters properties to the South? With a PUD, we are required a 15' landscape perimeter buffer around the entire site. A mix of trees and bushes. We use existing landscape and plant what is needed. My concern is the divided median. I'm directly across the entrance area. Are they going to try and use the property for access and divided median or the current residence and business to lose property because of this development? The median is on our entrance road at the entrance of the neighborhood, not proposed in Hwy 401. It just makes the entrance look nice and will be landscaped. Where is the sewer connection made? Where is the pump station? Behind the site near the creek. We will have a pump station in the upper East corner and have a forcemain out of the site along Hilliard Rd and Troy Court down to the gravity sewer. The county requires a capacity study as well. How will you make the new residences of the neighborhood aware of the shooting range? I'm sure realtors will be sure to make new home owners aware of it. I don't know that it is on the required disclosures checklist but we'll make sure to point that out to the developer. What is the date of the Board meeting? Yes, we are required to provide curb and gutter. This is currently scheduled for February 8th, at 6 PM, it is in person at this time, the county website should have additional information regarding any changes to that. I do not know, all roads will be turned over to NCDOT for maintenance. I know a lot of parcels around the site are currently landlocked. Are properties adjacent allowed to hook into the proposed sewer system? That would be a Harnett County question. We are stubbing to some adjacent properties and you could hook into the sewer if it is downstream from you once infrastructure is complete and arrangements were made with Harnett County regarding connection fees and capacity studies. What is the square footage and price range for the SF homes? That has not been determined at this time. The developers like to wait until closer to approvals and construction to see what they think will work best for this area. The PUD does require superior design criteria to be included which will play a part in determining the building setbacks and types of homes. Will the intersection of 401 and Chalybeate Springs Road be enhanced? Will there be a divided median for a turning lane? Have traffic counts been done yet? We did not recommend a signal or a turn lane. NCDOT and Harnett county are still reviewing the TIA. A signal must meet a list of Federal guidelines to be proposed. We did not increase the delay of traffic by 25% (which would trigger a recommendation). Traffic counts have been completed. We added a COVID- 19 factor to the count and looked at previous year traffic counts and recent studies done in the area and adjusted the traffic counts accordingly. Will there be roads stubbed out for future development? Yes, we tried to add them in each direction. We did not stub to any single family existing houses. You can see on the plan, there are 8 total stub outs. This will help some of the landlocked parcels around the site. Can new public roads be used for timber harvest access to adjacent property? Are you aware of the red wing hawks nesting adjacent to Hilliard Rd entrance? There are also owls. Endangered species studies may be required as part of the approval process. Typically just endangered species are checked but we will make a note of it. Questions/ Concern #22: Applicant Response: Questions/ Concern #23: Applicant Response: How will this development be affected by future widening of US Highway 401 As part of this, Harnett County will likely request us to develop the future proposed right-of-way or try to account for it. They also require a 200' prime vista area of open space. Therefore if later they came back and wanted to make the road wider there would be land not in use they could use. Yes, but Harnett County does require 2 entrances at 200 lots. That connection to Hillard Rd would have to be made before they got half way through. Would Greyson Senters remain a private road? What is the proposed lot size? PUDs for Harnett county have to be 9000 sf minimum for single family. Can the school system handle all these kids? We have reached out to the school system and have not heard back yet. We are hoping to talk to them prior to the board of adjustment meeting. Where will the pavilion, ball park, playground be located? Shown on the map on the screen, locations with a "1" are the conceptual park locations but we have not confirmed the specific location for each amenity item. Are you starting construction at the Chalybeate Springs side and working towards the Hilliard Lane side? The fire chief is part of the Harnett county review process. They are allowed to make comments and requests. There is no mention of adding a fire station at this time but could in the future. We will have fire hydrants in the subdivision and these will be located as required per County and State code. When would construction start? What is the clearing buffer around the creek? Next spring 2022 before construction to start and about 5 years for full build out. 100' buffer on each side from top of bank. Road crossings must be permitted. Any discussion of fire protection for community since rural volunteer fire department to either sprinkler homes or add a fire station on this side?
