Minutes of Special Meeting (work session)
January 13, 2006
The Harnett County Board of Commissioners met in special session on Friday, January
13, 2006, in the conference room, Human Resources Department, County Administration
Building, 102 East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Walt Titchener
Tim McNeill
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S. Blanchard, Clerk to the Board
Chairman Byrd called the meeting to order at 11:30 a.m. and called on Mr. Emory.
Mr. Emory and Greg Jackson, Information Technology (IT Department), presented
information regarding a proposal from One Source Document Solutions to provide
software and training necessary to implement search and retrieval of Board of
Commissioners minutes and to scan the minutes back to 1990. The Commissioners will
consider the proposal at its meeting January 17, 2006.
Mr. Emory led a discussion on options recommended by Sheriff Rollins regarding
Courthouse security.
Mr. Wilder noted that UNC Hospital’s ambulance helicopter is no longer based at the
Harnett County Airport but will continue to serve Harnett County.
Mr. Wilder informed the Board that Godwin Manufacturing Co. Inc. has requested
authorization to build a hangar at the Harnett County Airport.
There being no further business the special session, January 13, 2006, adjourned at 1:00
p.m.
Following the meeting, Mr. Emory, Commissioners Hill, McNeill and Titchener visited
EquusHeals, a program for handicapped children using interaction with animals,
particularly horses. EquusHeals is located in the western area of the County.
