HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Regular Meeting
January 3, 2006
The Harnett County Board of Commissioners met in regular session on Tuesday, January
3, 2006, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett
Boulevard, Lillington, North Carolina.

Chairman Byrd called the meeting to order and Commissioner McNeill led the pledge of
allegiance and prayer.
Vice Chairman Hill moved to approve the agenda as published. Commissioner Titchener
seconded the motion and it passed unanimously.
Upon motion by Commissioner Andrews and seconded by Commissioner Titchener, the
Board unanimously approved the following items on the consent agenda:

4. Resolution to add road to state system (C. Holder Lane) (Attachment 2)
5. Authorization for Emergency Management to apply for a grant for a radio patching
system through the Commercial Equipment Direct Assistance Program (CEDAP) from
the Department of Homeland Security.
6. Authorization for Sheriff’s Department to accept $49,329 from Mid-Carolina Council
of Governments to purchase mobile data terminals.
7. Authorization for Dunn Rescue Squad to repair the facility’s floors. As required by
contract, Dunn Rescue is making notification to the County of major expenditures not
previously budgeted. The total cost of the project will be approximately $50,000.00
which will come out of their fund balance and will not require additional funding from
Harnett County.
8. Revised Sewer Use Ordinance (copied into Ordinance Book 2)
The revisions were recommended for all municipal and county wastewater systems in
North Carolina with pretreatment responsibilities.
Vice Chairman Hill moved for the appointments listed below. Commissioner Andrews
seconded the motion and it passed unanimously.

Cathy McKoy for a 3-year term to expire 1/31/09
nominated by Commissioner McNeill
Harnett County Planning Board
Harriette Lee Ray for a 30year term to expire 2/28/09
nominated by Commissioner Andrews
Harnett County One-On-One Advisory Board
John Woods, Claudette Williams, Beatrice Hill, Keith Hadding, Denise Newkirk,
Renee Mitchell, Brenda Boykins, and Kristen Snodgrass
All terms are for one year and will expire 12/31/06
nominated by Vice Chairman Hill
R. Alan Leonard, Director of Business Development, Community Home Care & Hospice,
reported to the Board on the Community Home Care and Hospice business objectives
within Harnett County during FY 2006. There is a proposal to build a facility in Harnett
County that is scheduled to start construction in 30 to 60 days and will open in about 9
months. They currently have a certificate of need (CON) for 7 beds and they want to
apply for an additional 7 beds to bring the total to 14. The facility blueprint mimics a
homelike environment providing as many natural surroundings as possible. The requisite
clinical patient care and support areas for the medical, social, and spiritual needs patients
require for end of life care are all part of the overall design. This type of hospice
facilities are reserved for inpatient use, usually during the last ten days of life of the
hospice patient.
Neil Emory, County Manager, noted that the North Carolina Association of County
Commissioners (NCACC) has asked that county officials contact legislators regarding the
elections equipment issue. The Association advocates more time, more money and more
choices for counties to implement the requirements of S223 “Public Confidence in
Elections.”
Departmental Reports were filed with the Board from Animal Control, Planning and
Emergency Medical Services.
Commissioner McNeill moved that the Board go into closed session for the following
purpose:
To consult with the County Attorney and staff concerning the handling of various
legal actions involving the Harnett County Airport, namely:
Harnett County vs Godwin,
Harnett County vs Wade, and
Harnett County vs B.C. Properties
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3).
Commissioner Hill seconded the motion and it passed unanimously.
Commissioner McNeill moved for the Board to come out of closed session.
Commissioner Andrews seconded the motion and it passed unanimously.
Wm. A. (Tony) Wilder, Assistant County Manager, presented a request from Progress
Energy for a ten-foot wide easement for an underground power line to provide power to
Attorney Jason Wunsch’s new office building on McKinney Parkway. The proposed
easement abuts the fence on the property line around Lillington Ford. Jennie Pratt,
representative of Progress Energy, noted that the easement is needed short term until it
becomes feasible for a larger line to be installed beside McKinney Parkway sometime in
the future. Commissioner McNeill moved to approve conveyance of the easement as
requested with the condition that at the time when a larger line is installed along the
roadway, this easement property will be abandoned by Progress Energy and will revert to
the County. Commissioner Andrews seconded the motion and it passed unanimously.
Ms. Pratt will have a letter from Progress Energy sent to the County stating that addition
to the easement agreement.
There being no further business, Vice Chairman Hill moved to adjourn. Commissioner
Andrews seconded the motion and it passed unanimously. The Harnett County Board of
Commissioners regular meeting, January 3, 2006, adjourned at 10:00 a.m.
