HomeMy WebLinkAbout2021/05/03 JOINT RESOLUTION PROPERTY EXCHANGE LILLINGTON AND HC SCHOOLS A JOINT RESOLUTION FOR THE EXCHANGE OF CERTAIN REAL PROPERTY
TRACTS AMONG THE COUNTY OF HARNETT,THE TOWN OF
LILLINGTON,AND HARNETT COUNTY SCHOOLS
THAT WHEREAS,Harnett County(the"County"),the Town of Lillington("TOL-) and
Harnett County Schools("HCS")are the title owners of certain real property tracts located within
or in the vicinity of the Lillington Town limits; and
WHEREAS, the TOL is currently implementing a downtown revitalization plan which
will include the procurement of certain downtown block real property tracts and a recreational
expansion plan that will include the procurement of the Star Academy gymnasium and ball fields
from the HCS; and
WHEREAS, the HCS has plans to relocate its administrative offices and other school
system support facilities through the procurement of the former County Public Library Building
property at 601 S. Main Street and the office building at 108 E. Front Street with surrounding
parking from the County and TOL; and
WHEREAS, the County desires to obtain more warehouse storage space and potential
office space, and a future location of a school bus service garage through the procurement of the
warehouse property at 125 Alexander Drive,and an approximate 17.5 acre majority portion of that
24.01 acre real property tract on East McNeill Street from the TOL; and
WHEREAS, the three parties have negotiated a basic framework of the real property
exchange as summarized in the attached Exhibit "A"; that the parties deem said exchange terms
and conditions of the exchange agreement to be wise and in the best interest of each party and the
citizens that they each represent; that the parties aspire through this Joint Resolution to express
their support of this exchange arrangement and their agreement to finalize this exchange
transaction.
NOW, THEREFORE,BE IT JOINTLY RESOLVED by the Harnett County Board of
Commissioners, the Town of Lillington Board of Commissioners, and the Harnett County Board
of Education, that pursuant to the NC General Statutes §160A -274 they do hereby agree in
principle to participate in that real property exchange transaction as set forth in that framework
summary as attached hereto as Exhibit"A";
BE IT FURTHER RESOLVED,that the Legal Counsel and representative staff for each
of the parties are hereby respectively directed to proceed to finalize the real property exchange
transaction through the preparation of a binding agreement for future execution and closing by the
parties.

County Board of Commissioners at its regular meeting on May 3, 2021.
