HomeMy WebLinkAbout080105m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting August 1, 2005 The Harnett County Board of Commissioners met in regular session on Monday, August 1, 2005, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett Boulevard, Lillington, North Carolina. Members present: Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Teddy J. Byrd, Chairman, was absent due to military obligations. Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Vice Chairman Hill called the meeting to order at 9:00 a.m. and Commissioner Andrews led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda as published. Commissioner McNeill seconded the motion and it passed unanimously. Upon motion by Commissioner McNeill and seconded by Commissioner Andrews, the Board unanimously approved the following items on the consent agenda: 1. Minutes: Special Meeting, July 11, 2005 2. Project Ordinance for Law Enforcement and Detention Facility (Attachment 3) 6. Memorandum of Understanding with North Carolina Capital Area Metropolitan Planning Organization (Municipalities, Counties and the State) in Cooperation with the United States Department of Transportation (Agreement No. 2005-06-15). The northern portion of Harnett County was invited to join the Capital Area MPO along with the Town of Angier. Once the Town excepted this invitation the County joined as well, which the Board of Commissioners approved at an earlier meeting. This formal memorandum of understanding finalizes this process. 7. Lease agreement with Southern Property Management Co., LLC for office space at the Erwin Business Complex. The 3-year lease is for 4,000 square feet of space at a cost of $2,400 per month. Emergency Medical Services is now providing medical transport service and needs the office space for administration. 8. Resolution approving a lease/purchase agreement for equipment to support the addition of transport services to EMS. The agreement is with First Citizens Bank Leasing Department, Hillsville, Virginia in the amount of $174,890.91 plus tax for three ambulances; and $130,896.00 plus tax for two Zoll defibrillators, and two wheelchair units. (Attachment 4) 9. Authorization for the Library to donate books withdrawn from the Library’s collection to Friends of the Library for sale at its annual book sale. 10. Authorization for the E-911 coordinator to use the sole source method to purchase “GeoLynx” software from VisionAir, the sole source provider. The current computer aided dispatch mapping software, “GeoLocator” is no longer supported by the software provider, VisionAir. The price of “GeoLynx” is $30,360.00. The County Wireless 911 Fund will pay 100% of the cost. 11. Resolution authorizing negotiation of an installment financing contract and directing that a public hearing be held regarding improvements to 13 school facilities. (Qualified Zone Academy Bonds - QZAB) (Attachment 5) 12. Scattered Site Housing Program Grant Project Ordinance, Resolution approving the Program Initiation Manual and Resolution authorizing execution of Community Development Block Grant (CDBG) documents regarding the Scattered Site Housing Program. (Attachment 6) 13. Authorization for Cooperative Extension to submit a grant proposal to the Division of Child Development through Region 16 of the North Carolina Child Care Resource and Referral Agencies, for the amount of $61,202 to fund the continued operation of Harnett County Child Care Resource and Referral core services for FY 2005-2006. In the informal comment portion of the meeting, Shelia Price, Franklinton, discussed an issue she has with the Harnett County Mobile Home Park Ordinance. Nancy Silvers, Angier, asked the Board to help Ms. Price with her dilemma. The Board asked the County Manager to have a recommendation concerning the matter when the Board’s meeting reconvenes Thursday. Commissioner Titchener moved for the appointments listed below. Commissioner Andrews seconded the motion and it passed unanimously. Harnett County Council for Women Angela Rivera and Elsie Lee appointed for 3-year terms to expire 7-31-08 Neil Emory, County Manager, reviewed several proposed amendments to the County Personnel Ordinance and presented the amendments for consideration by the Board. Commissioner McNeill moved to adopt the amendments as presented. Commissioner Andrews seconded the motion and it passed unanimously. Departmental reports were filed with the Board from Emergency Medical Services, Animal Control, Sheriff’s Department and Health Department. In the County Manager’s report, Mr. Emory reported on the following items: - Harnett County EMS will begin transport service today (August 1, 2005). - Commissioner Titchener moved to authorize the jail project survey work to proceed. Commissioner McNeill seconded the motion and it passed unanimously. - The North Carolina Association of County Commissioners will hold its annual conference in Charlotte, August 25-28, 2005. Commissioner Titchener moved to designate Commissioner Andrews as the voting delegate representing Harnett County. Commissioner McNeill seconded the motion and it passed unanimously. Commissioner McNeill moved for the Board to go into closed session for the following purposes: 1) To discuss matters relating to the location or expansion of industries or other businesses in Harnett County; 2) To instruct the County staff in negotiating the terms on a proposed contract for the acquisition of real property. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4)&(5). Commissioner Titchener seconded the motion and it passed unanimously. Commissioner McNeill moved for the Board to come out of closed session. Commissioner Andrews seconded the motion and it passed unanimously. There being no further business, Commissioner McNeill moved that the Board recess to reconvene Thursday, August 4, 2005, at 9:00 a.m. in the Board’s regular meeting place.
