In 2002, Harnett County was granted a quitclaim deed from the North Carolina Department of Transportation, approximately 30 acres of property determined surplus by NCDOT. A portion of the property granted to Harnett County by NCDOT included a ten acre tract adjacent to property owned by Mr. Haines. Mr. Haines has been utilizing a twenty foot right-of-way through the property now owned by Harnett County for many, many years. An access road is clearly present. Without use of the right-of-way, Mr. Haines’ property would be landlocked. 7. Resolutions to approve the Harnett County Economic Development Incentive Grant program for two existing industries: Kidde Fire Arms in Angier and Edwards Brothers in Lillington. Time spent in “Trainee” or Work Against” status does not count toward rdth completion of the time required for either the 3 year or 5 year salary adjustment. While serving in “Trainee” or “Work Against” status the employee receives scheduled salary adjustments so long as they perform assigned duties in a fully acceptable manner. This ordinance provision was designed to withhold 3/5 pay plan benefits to employees in “trainee” or “Work Against” status by not counting such time toward completion of that rdth time required for either the 3 or 5 year salary adjustment. Reasoning was that such employees were not yet at the journeyman level of knowledge, skills and ability. The reason for deletion is in review of employees in “Trainee” or Work Against” status revealed that they were, in almost all cases, becoming qualified to perform journeyman level work after a short period of orientation and training. 18.
