Minutes of Special Meeting
June 8, 2007
The Harnett County Board of Commissioners met in special session on Friday, June 8,
2007, in the Commissioners Conference Room, County Administration Building, 102
East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Tim McNeill
Gary House
Staff present: Neil Emory, County Manager
Vanessa W. Young, Finance Officer
Kay S. Blanchard, Clerk to the Board
Chairman Byrd called the meeting to order at 1:00 p.m. and Vice Chairman Hill led the
invocation.
Chairman Byrd noted that the purpose of this special meeting was to consider the
proposed FY 2007-2008 Harnett County Budget. Chairman Byrd asked if the Board
members had any comments before the Budget was considered. Vice Chairman Hill
stated that she has concerns with the Sheriff’s Department. Out of 168 employees, only 8
or 10 are minorities. She said this is a concern of the minority community and it is a
concern of hers as well. Commissioner House thanked the Board members for allowing
him extra time to review the proposed budget. Commissioner McNeill moved to adopt
the FY 2007-2008 Harnett County Budget Ordinance as presented by Mr. Emory, Budget
Officer. Commissioner Andrews seconded the motion and it passed 4 to 1 with Vice
Chairman Hill casting the dissenting vote. (Attachment 1)
There being no further business, Commissioner Andrews moved to adjourn.
Commissioner McNeill seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners special meeting, June 8, 2007 adjourned at 1:05 p.m.
