HomeMy WebLinkAbout060407m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting June 4, 2007 The Harnett County Board of Commissioners met in regular session on Monday, June 4, 2007, in the County Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner McNeill led the pledge of allegiance and prayer. Commissioner Andrews moved to approve the agenda as published with the addition of a budget amendment to the consent agenda. Commissioner McNeill seconded the motion and it passed unanimously. Upon motion by Vice Chairman Hill and seconded by Commissioner McNeill, the Board approved the following items on the consent agenda with a unanimous vote. 1. Authorization for the Sheriff’s Department to rollover $31,748.35 in federal asset seizure funds received May 11, 2007 into the 2007-2008 budget year. 6. Write-off of delinquent Emergency Medical Services accounts in the total amount of $5,705.02. 7. Resolution of Support for the Clean Water Act of 2007, also known as House Bill 127 and Senate Bill 208 (Attachment 2) 8. Authorization for Vanessa Young, Finance Officer and Judy Strickland, Purchasing Agent, to finalize financing with First Citizens Bank in the amount of $26,386.50 for lease/purchase of Collective Data Software for the gas pumps at the Harnett County Garage as approved in the FY 2006-2007 budget. 9. Project Ordinance for the construction of the Overhills Elementary School. The project will be funded with proceeds from the 2007 Certificates of Participation (COPS). (Attachment 3) During the informal comments portion of the meeting, Rev. Felton Smith asked for assistance regarding standing water in the Riverside community. Commissioner McNeill moved for the appointments listed below. Commissioner Andrews seconded the motion and it passed unanimously. Nursing Home Community Advisory Committee Wanda Cameron for a 3-year term to expire 6-30-2010 Tracy A. Whitman for a 1-year term to expire 6-30-08 Renee Wade for a 1-year term to expire 6-30-08 Nominated by Vice Chairman Hill Harnett County Council for Women Charnel D. Baker for a 3-year term to expire 6-30-2010 Nominated by Vice Chairman Hill Harnett County Board of Adjustment Donald E. Harrop, Jr. as an alternate member for a 3-year term to expire 6-30-2010, nominated by Chairman Byrd Jury Commission Nettie J. Cameron for a 2-year term to expire 6-30-09 Nominated by Commissioner McNeill Board of Health Dr. Christopher Stewart for a 3-year term to expire 6-30-2010 Nominated by Commissioner McNeill Mr. Floyd Hein, Twin Lakes Subdivision, expressed his concerns with issues regarding Public Utilities’ rights of way for placement of sewer line in Twin Lakes subdivision. Clint Williams, E-911 Coordinator, presented Amendment No. 3 to the Ordinance Establishing Financing of the 911 Emergency Telephone System. Fort Bragg has requested that all Emergency 911 calls from the Fort Bragg Development, Linden Oaks, located in Harnett County go directly to the Fort Bragg Dispatch Center. All 911 revenues and expenditures for the Linden Oaks Subdivision will be the responsibility of Fort Bragg. Chairman Byrd called to order a public hearing regarding the matter and opened the meeting for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Commissioner McNeill moved to adopt the amendment as presented. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 4) Buren Fulmer, Harnett County Ranger, North Carolina Forest Service, assisted by Jim Scheneker, presented a summary of accomplishments of the Forest Services in Harnett County for FY 2006-2007. Mr. Emory noted that the Harnett County Budget for FY 2007-2008 is prepared. Changes have been made as requested by the Commissioners. Commissioner House stated that he needs a few more days to study the proposed budget before he will be ready to vote. Chairman Byrd stated that he will be out of town for several days. Vice Chairman Hill stated that all Board members should be present to vote on the budget. Commissioner McNeill stated that he is ready to vote on it and made a motion to adopt the budget as presented. The motion died from lack of a second. Commissioner House moved to table consideration of the budget until all Board members can get back together. That motion died from lack of a second. Commissioner McNeill moved to table consideration of the budget until Friday, June 8, at 1:00 p.m. Commissioner Andrews seconded the motion and it passed unanimously. The budget will be considered at a special meeting Friday, June 8 at 1:00 p.m. in the Commissioners Conference Room. Departmental reports were filed with the Board from Veterans Service, Sheriff’s Department and the Finance Department. (Attachment 5) Commissioner McNeill moved to go into closed session for the following purpose: To discuss matters relating to the location or expansion of industries or other businesses in Harnett County. This motion is made pursuant to N.C. General Statute Section 143- 318.11 (a) (4). Commissioner Andrews seconded the motion and it passed unanimously. Commissioner McNeill moved to come out of closed session. Commissioner Andrews seconded the motion and it passed unanimously. There being no further business, Commissioner Andrews moved to adjourn.
