HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Special Meeting (work session)
April 13, 2007
The Harnett County Board of Commissioners met in special session on Friday, April 13,
2007, in the Commissioners Conference Room, County Administration Building, 102
East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Tim McNeill
Gary House
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S. Blanchard, Clerk to the Board
Mr. Emory updated the Board on the following items:
- Medical insurance for county employees will probably increase 20%
- Discussion is ongoing with Pierce Group Benefits brokerage firm
- Two Campbell University business society honor students have approached Mr. Emory
with an idea that would require funding from the county but would require the
students to provide community services in exchange.
- Current legislative issues
- Letters required from the Department of Insurance prior to financing of school projects
have not yet been provided to date.
- Anderson Creek Club issue
- General Assembly Day in Raleigh is scheduled for May 2.
- Work is progressing on proposed County Budget for FY 2007-08
- Interest in recycling from citizens groups
Pat Cameron, Department of Social Services Director, provided an update on Medicaid
Funding. Then Mr. Cameron discussed Mental Health Reform and the fact that currently
there are no mental health beds in Harnett County. With the closing of Dorothea Dix
Mental Hospital in Raleigh in the near future, the need will become critical. He stated
that a proposal for 29 mental health beds to be located at the former Good Hope Hospital
facility is being developed. Mr. Cameron will bring a plan to the Board when it is
completed.
Joseph Jeffries, Planning Director, explained proposed Compatibility Development
Regulations for RA-40, RA-30, and RA-20R(M) Zoning Districts. The requirements are
made up of four key components: zoning district, land use class, minimum lot size and
open space. The Board will consider the matter at a later time.
There being no further business, Vice Chairman Hill moved to adjourn. Commissioner
McNeill seconded the motion and it passed unanimously. The Harnett County Board of
Commissioners work session, April 13, 2007, adjourned at 1:15 p.m.
