HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Special Meeting
July 11, 2005
The Harnett County Board of Commissioners met in special session on Monday, July
11, 2005, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett
Boulevard, Lillington, North Carolina.

Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner McNeill led
the pledge of allegiance and prayer.
Commissioner Titchener moved to approve the agenda as published with item number 7
(presentation by Good Hope Hospital Board of Trustees) being removed and a handout
added to item number 8. Commissioner Hill seconded the motion and it passed
unanimously.
Upon motion by Commissioner McNeil and seconded by Commissioner Hill, the Board
unanimously approved the following items on the consent agenda:

3.Tax refunds and releases (Attachment 1)
4.Work Authorization No. 05-01 (Amendment No. 1) with Talbert & Bright, Inc.
which provides construction phase services for Runway 23 and Taxiway
Extension, Paving and Lighting. Funds for authorization will be provided be
federal grant #36237.23.4.2.
5.Authorization to accept Airport grants:
No. 36237.25.7.1 (Vision 100, paving & lighting)--$150,000 federal funds
No. 36237.25.7.2 (runway & parallel taxiway extension)--$550,000 federal
funds. Harnett County will provide in-kind contributions.
A project ordinance will be considered after allocations are determined.
6.Authorization for Retired Senior Volunteer Program (RSVP), Department on
Aging, to accept grant funds and equipment made available by the North
Carolina Department of Health and Human Services. A laptop computer,
printer, and $1,000 in funds will assist qualified Medicare beneficiaries. A grant
in the amount of $15,000 will be used to provide Medicare, Part D.
7.Authorization to change the name of the county’s department of Management
Information Services (MIS) to Information Technology (IT). Based on
documentation provided by the recent personnel study, IT is more common in
today’s society. Information Technology can be defined as the broad subject
regarding all aspects of managing and processing information.
8.Annual contract with the North Carolina Department of Environment & Natural
Resources for FY 2005-06. The agreement provides for the following
appropriations for the protection, development and improvement of forest land
in Harnett County: State $135,755.00 60%; and County $90,503.00 40%.
9.Authorization for Cooperative Extension to hire a Teens As Parents
Coordinator. The position will be funded by a grant from the Governor’s Crime
Commission and Betsy Johnson Regional Hospital.
10.Resolution authorizing execution of Community Development Block Grant
(CDBG) documents for concentrated needs category (Attachment 2)
Commissioner Hill moved to appoint James Sauls to the Adult Care Home Community
Advisory Committee for a one-year term to expire July 31, 2006. Commissioner
McNeill seconded the motion which passed unanimously.
County Manager Neil Emory presented amendments to the Harnett County Personnel
Ordinance. He also presented implementation of state reclassification of positions in
the Health and Social Services departments. In addition, reclassifications are noted for
Emergency Medical Service positions that have changed since the Management And
Personnel Services (MAPS) study. Commissioner Titchener moved to approve the state
reclassifications as well as the EMS reclassifications and to postpone consideration of
the proposed Personnel Ordinance amendments until the next meeting. Commissioner
Hill seconded the motion which passed unanimously.
Commissioner McNeill moved that the Board go into closed session for the following
purposes:
1) To discuss matters relating to the location or expansion of industries or other
businesses in Harnett County;
2) To instruct the county staff in negotiating the terms on a proposed contract for the
acquisition of real property;
3) To consult with the county staff regarding the handling or settlement of a claim;
namely, the workers compensation claim of Terry McKay.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4)(5)&(3).
Commissioner Titchener seconded the motion which passed unanimously.
Commissioner Hill moved that the Board come out of closed session. Commissioner
Titchener seconded the motion and it passed unanimously.
County Attorney Dwight Snow noted that the case of Maxine Styers vs. Harnett County
Sheriff’s Department had been resolved with consideration of two thousand dollars to
reimburse Ms. Styers for medical and partial attorney fees. Commissioner Titchener
moved to approve the settlement. Vice Chairman Hill seconded the motion and it
passed unanimously.
There being no further business, Commissioner McNeill moved to adjourn.
Commissioner Hill seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners meeting, July 11, 2005 adjourned at 10:10 a.m.
