HomeMy WebLinkAbout100206m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting October 2, 2006 The Harnett County Board of Commissioners met in regular session on Monday, October 2, 2006, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett Boulevard, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9 a.m. and Commissioner McNeill led the pledge of allegiance and prayer. Commissioner Andrews moved to approve the agenda as published with two additions to the regular agenda: - Resolution authorizing submission of application for Community Transportation Program grant for FY 2007-08 - Authorization for Emergency Services to use sole source purchasing option to lease/purchase Zoll monitors Vice Chairman Hill seconded the motion and it passed unanimously. Upon motion by Commissioner McNeill and seconded by Commissioner Titchener, the Board unanimously approved the following items on the consent agenda: 1. Tax refunds (Attachment 1) 4. Lease renewal with Steve O. Hardee for Buckhorn container site. Renewal is for two years with no increase based on keeping other leases comparable. Rental price is $3,200 for two years. 5. Resolution to add to the state’s road system, two roads in The Highlands at Sherwood Forest Subdivision, Ridge View Drive (SR 1349), and Summer Breeze Court (Attachment 2) 6. Authorization for Cooperative Extension to apply for grant funding through North Carolina Adolescent Parenting Program in the amount of $47,980 for 2007-08 fiscal year. 7. Authorization for Register of Deeds to use the sole source purchasing option for an upgrade and conversion of software by Hart Intercivic. This software will allow Harnett County to accept documents for recording electronically. The total cost for the upgrade and conversion is $50,000. 8. Renewal of county contracts and agreements for fire and rescue services, emergency medical services, and lease of space for EMS vehicles effective July 1, 2006. There have been no changes in type of service provided by the departments since the last contract renewal. Vice Chairman Hill moved for the appointments listed below. Commissioner Titchener seconded the motion and it passed unanimously. Adult Care Home Community Advisory Committee Jennifer Walker, Delores McCormick, and Mary Forest appointed for one year terms to expire 10-31-07 nominated by Chairman Byrd Mr. Emory presented for the Board’s consideration a proposed resolution regarding an amendment to existing interim financing to include public utility improvements related to sewer improvements in western Harnett County. A public hearing on the matter will be held at the Board’s regular meeting, October 16, 2006. Commissioner Titchener moved to adopt the resolution. Commissioner McNeill seconded the motion and it passed unanimously. (Attachment 3) Mr. Emory noted that the Board of Elections has asked that voting equipment no longer utilized by the County be declared surplus and disposed of in an appropriate manner. Commissioner McNeill moved to declare noted equipment surplus. In addition, that the Accu-Vote machines be disposed of at the landfill and that the ballot boxes be offered for sale as a surplus item. If they are not sold, they too would then be disposed of at the landfill. Vice Chairman Hill seconded the motion and it passed unanimously. Ralph Thurman, Transportation Manager, presented for the Board’s consideration a proposed resolution authorizing participation in the N.C. Department of Transportation FY 2007-2008 Community Transportation Program. Commissioner Andrews moved to adopt the resolution. Vice Chairman Hill seconded the motion and it passed unanimously. (Attachment 4) Mr. Emory presented for the Board’s consideration a request from Emergency Services to use the sole source purchasing option to lease/purchase Zoll monitors from Zoll Medical using the standardization or compatibility overriding consideration. All monitors currently owned by Harnett County EMS are Zoll monitors. The parts/equipment are not interchangeable with similar parts of another manufacturer. Keeping the standard equipment will allow EMS to link with local hospitals which also use Zoll equipment and will insure the best care of patients transported. The total cost of the project is $196,920.20. Commissioner Titchener moved to authorize the sole source purchasing option as requested. Commissioner McNeill seconded the motion and it passed unanimously. Mr. Emory noted that Rodney Tart, Public Utilities Director, was recently installed as president of the National Rural Water Association. The installation ceremony was held in Dallas, Texas at its annual conference. Harnett County supporters attending to witness the installation were Chairman Teddy Byrd, Commissioner Walt Titchener, County Manager Neil Emory, Assistant Public Utilities Director Steve Ward, and Superintendent of Distribution & Collection Glen McFadden. The NRWA is the nation’s largest utility association assisting rural and small community water and wastewater systems and is comprised of 25,735 members. There being no further business, Vice Chairman Hill moved to adjourn. Commissioner Andrews seconded the motion and it passed unanimously.
