HomeMy WebLinkAbout090506m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting September 5, 2006 The Harnett County Board of Commissioners met in regular session on Tuesday, September 5, 2006, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett Boulevard, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner Titchener led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda as published with the addition of three waterline extension requests to the regular agenda. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Upon motion by Vice Chairman Hill and seconded by Commissioner Titchener, the Board unanimously approved the following items on the consent agenda: 1. New position in Human Resources Department: Human Resource Assistant, Grade 61 Three years ago a Personnel Technician, Grade 68 position was frozen and replaced by a part-time temporary position. That part-time position is now eliminated and the new position will have permanent status with benefits. 5. Authorization for the Sheriff’s Department to accept a donation from Billy Brown in the amount of $500 which is designated for use by the Gang Resistance Education and Training Program (G.R.E.A.T.) Chairman Byrd called to order a public hearing on a proposed amendment to the FY 04 Concentrated Needs Shawtown/Lockhart Revitalization Project. Patt Crissman, The Wooten Company, stated that due to changing circumstances within the Lockhart/Shawtown project area, the County cannot complete the project as originally anticipated. The program amendment proposes to eliminate three structures from the program. These three structures were owned by two different property owners who both passed away without wills, leaving legal ownership of the properties in question. In lieu, the amendment would add a new sub-area where three units would be rehabilitated. The amendment involves a change in the project area boundaries. Chairman Byrd opened the meeting for comments from the public. No comments were offered and Chairman Byrd closed the public hearing. Vice Chairman Hill moved to approve the amendment as presented by Ms. Crissman. Commissioner McNeill seconded the motion and it passed unanimously. Lee Anne Nance, Economic Development Director, presented for the Board’s consideration, a proposed agreement to provide funding to the City of Dunn for any costs not covered by grants for the placement of water, sewer and rail at Edgerton Industrial Park. Commissioner Titchener moved to adopt the agreement as presented. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 2) Steve Ward, Assistant Director, Public Utilities, presented for the Board’s consideration, three water line extension requests. The requested extensions have been budgeted for in Public Utilities’ operating budget and all meet the 50 point threshold for Board consideration. Commissioner Andrews moved to approve water line extensions for Charles Gilchrist on Big Branch Road and for Cheryl Roberts on Sandstone Lane, both in Barbecue Township; and to table consideration of the line extension request for William T. Jackson on Bennett Road, Coats. Vice Chairman Hill seconded the motion and it passed unanimously. Departmental reports were filed with the Board from Veteran’s Service and the Finance Department. (Attachment 3) Mr. Emory noted that the River Park design process is underway. Mr. Emory stated that for clarification of the August 7 minutes, the correct amount of a grant received by the Sheriff’s Department from the Governor’s Highway Safety Program is $65,763.00. In new business, Dr. Matthew Garrett and Dr. Wayne Robinson, Center Carolina Community College, presented a proposal for additional funding to complete the West Harnett Center building project. There being no further business, Vice Chairman Hill moved to adjourn. Commissioner Titchener seconded the motion and it passed unanimously.
