HomeMy WebLinkAbout060605m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting June 6, 2005 The Harnett County Board of Commissioners met in regular session on Monday, June 6, 2005 in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett Boulevard, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Walt Titchener Staff present: Neil Emory, County Manager Wm. A. Young, Finance Officer Chairman Byrd called the meeting to order at 9:00 a.m. and Commissioner Andrews led the pledge of allegiance and prayer. Vice Chairman Hill moved to approve the agenda as published with an addition to the consent agenda of lease agreement for Mamer’s Container Site; and addition to the regular agenda of award of Sewer Line Project contract to Hobby Construction. Commissioner Andrews seconded the motion and it passed unanimously. Upon motion by Commissioner Titchener and seconded by Commissioner McNeill, the Board unanimously approved the following items on the consent agenda: 1. Policy on Displays at the Harnett County Governmental Complex to enhance the appearance of, promote harmony and conformity with, and provide a uniform system for displays of all kinds intended for permanent placement in or on public areas of the Governmental Complex. 6. Extension of lease agreement for the NC State Local Government Employee’s Credit Union automatic teller machine (ATM) at the Courthouse Complex. 7. Cancel both regular Board of Commissioners meetings and all work sessions already scheduled for the month of July and schedule one special meeting for July 11. 8. Resolution recognizing retiring Erwin Fire Chief, Louis Joseph (Attachment 2) 9. Renewal of lease agreement with Raul Aquirre Berduzco for Mamer’s Container Site for one year at a sum of $1,600. In the informal comment period, Mary B. Johnson, Johnson Farm Road, Lillington, state that she opposes the proposed Central American Free Trade Agreement (CAFTA). Vice Chairman Hill moved for the appointments listed below. Commissioner McNeill seconded the motion and it passed unanimously. Mr. Emory noted to the Board that this agency is not Harnett County Hospice. Commissioner Andrews moved to endorse the need for a 7-bed inpatient care facility in Harnett County for Hospice patients. Commissioner McNeill seconded the motion and it passed unanimously. Jennifer Slusser, County Staff Attorney, presented for the Board’s consideration, a proposed resolution authorizing use of outside counsel in rebanding negotiations related to the relocation of the 800 MHz system. There will be no cost to the County as Nextel will pay for counsel for the project. Commissioner McNeill moved to adopt the resolution. Vice Chairman Hill seconded the motion and it passed unanimously. (Attachment 3) Deen Taylor, Environmental Planning Technician, presented a proposed revision to the Fee Schedule of the Abandoned Manufactured Home project Initiative (A.M.P.I.). He noted that removal needs to be more affordable and citizens need to know the cost upfront. Commissioner McNeill moved to approve the amendment to the policy as presented. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 4) Steve Ward, Public Utilities Assistant Director, asked the Board to award a sewer line construction contract to Hobby Construction in the amount of $636,565. The contract is to repair and complete the ongoing sewer line construction on Hwy. 401 South in the Flatwoods area of Harnett County. The former contractor for this project, Sandhills Utilities, has defaulted on the terms of their contract and the County is currently in negotiations with their surety to receive compensation for their noncompliance with the terms of the contract. Hobby Construction is a well respected utility contractor who has done outstanding work for Harnett County in the past. Vice Chairman Hill moved to award the sewer construction contract to Hobby Construction. Commissioner Titchener seconded the motion and it passed unanimously. Departmental reports were filed with the Board from Emergency Medical Service and Veterans Affairs. Commissioner McNeill moved to go into closed session for the following purposes: (a) to discuss matters relating to the location or expansion of industries or other businesses in Harnett County; and (b) to discuss a personnel matter. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4)&(6). Vice Chairman Hill seconded the motion and it passed unanimously. There being no further business, Vice Chairman Hill moved to adjourn. Commissioner Titchener seconded the motion and it passed unanimously.
