Minutes of Work Session
October 16, 2009
The Harnett County Board of Commissioners met in regular session on Friday, October 16,
2009, in the Commissioners Meeting Room, County Administrative Building, 102 East Front
Street, Lillington, North Carolina.
Members present: Timothy B. McNeill, Chairman
Beatrice B. Hill, Vice -Chairman
Dan B. Andrews, Commissioner
Gary House, Commissioner
Jim Burgin, Commissioner
Staff present: Scott Sauer, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Dwight W. Snow, County Attorney
Sylvia Blinson, Finance Officer
Gina Daniel, Acting Clerk
Chairman McNeill called the meeting to order at 9:00 am and led the pledge of allegiance and
invocation.
The following agenda was before commissioners:
1) Introduction of Melinda Bethune, Risk Management & Safety Coordinator
2) Zoning Ordinance Text Amendment, which includes changes and
additions to the following sections: Buffers, General Provisions, Use
Table, Use Regulations, and Definitions
3) Capital Project Ordinance for new middle school
4) Financing for Mental Health Beds
5) John Rouse: a) Budget Authorizations
b) CAP Advisory Board Representative
c) Case Management update (closed session)
6) Personnel closed session (Manager's 6 month review)
Commissioner Burgin moved to approve the New Middle School Design Phase Capital Project
Ordinance totaling $1,306,252. Vice Chairman Hill seconded the motion that passed
unanimously. Commissioners Andrews moved, and Commissioner Burgin seconded, to draw the
money down but not disbursement until questions are answered about the project. This motion
passed unanimously.
Following discussions, Commissioner Andrews moved to allow Commissioners Burgin and
House to recuse themselves from the upcoming vote involving Sandhills Mental Health Center
and Good Hope Hospital. Commissioner Hill seconded the motion that passed unanimously.

Vice Chairman Hill moved to request $1.5 million from Sandhills Mental Health Center for the
Good Hope project. Commissioner Andrews seconded the motion which passed 3-0.
Commissioners Andrew moved to approve the following budget amendments. Commissioner
Hill seconded the motion that passed unanimously.

Commissioners Burgin moved that the Board go into closed session to discuss and evaluate
certain personnel matters. This motion was made pursuant to N.C. General Statue Section 143-
318.11(a)(6). Commissioner Andrews seconded the motion which passed unanimously.
Commissioners Andrews moved that the Board come out of closed session. Commissioner
House seconded the motion that passed unanimously.
Vice Chairman Hill moved to adjourn the meeting. Commissioner Andrews seconded the
motion which passed unanimously.
