Members present: Timothy B. McNeill, Chairman Beatrice B. Hill, Vice-Chairman Dan B. Andrews, Commissioner Gary House, Commissioner Jim Burgin, Commissioner Staff present: Scott Sauer, County Manager Tony Wilder,Deputy County Manager Dwight W. Snow, County Attorney Sylvia Blinson,Finance Officer Gina Wheeler, Clerk Chairman McNeill called the meeting to order at 9:00 a.m. and led the pledge of allegiance and invocation. The following agenda was before the Board: 1. Finance Officer's Report 2. County Manager's Budget Overview 3. County Manager: Draft agenda review for April 19th and various project updates including: o Inpatient Psychiatric Facility Renovations at Good Hope o Carolina Lakes—Special Order of Consent o Planning& Zoning—Road Additions,Ernest Lane o Parks and Recreation: - Western Harnett Recreation - Barbeque Park—Crawford o Legal: - Clyde Patterson—Ponderosa land - NC DOT Bridge replacement - Contracts 4. EMS presentation: o EMS Plan o RACE Presentation/testimonial EM presentation: o Emergency Operations plan and changes to it o Emergency Management Ordinance o Mention some of our other plans along w/our planning process o Harris Nuclear Facility planning April 13, 2010 Special Session Minutes Harnett County Board of Commissioners Page 1 of 2 Fire Marshal presentation: o Firehouse software overview o Update on fire tax districts o Fire department budget status 5. Bruce Davis—Agricultural Fair Close-out Expenses Lunch Tour New EMS Facility Previous excerpt of Tuesday, April 13, 2010 Special Session Minutes: The commissioners reviewed several issues from the Emergency Services Office that would appear on the Consent Agenda for the upcoming commissioners meeting. Emergency Management staff briefed commissioners on the revised County Emergency Operations plan. Staff reviewed the process of review and the current Department of Homeland Security CPG 101 planning requirements. The revised EOP was reviewed by North Carolina Emergency Management staff and feedback was provided and appropriate changes were made. The current plan meets all Federal and State requirements. The Harnett County Emergency Management Ordinance was also reviewed with commissioners. The Emergency Management staff added to the local ordinance the most current changes affecting NC GS 165 A. The revised ordinance meets all Federal and State requirements at this time. Ricky Denning reviewed the revised EMS plan with the commissioners. The current plan required revision due to changes in State OEMS formatting and requirements. The revised plan meets all State requirements.
