HomeMy WebLinkAbout092810ss HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session September 28, 2010 The Harnett County Board of Commissioners met in special session on Tuesday, September 28, 2010, in the Commissioners Meeting Room, County Administrative Building, 102 East Front Street, Lillington,North Carolina. Members present: Timothy B. McNeill, Chairman Beatrice B.Hill, Vice-Chairman Dan B. Andrews, Commissioner Gary House, Commissioner Jim Burgin,Commissioner Staff present: Scott Sauer, County Manager Tony Wilder, Deputy County Manager Dwight W. Snow, County Attorney Sylvia Blinson,Finance Officer Margaret Regina Wheeler, Clerk Chairman McNeill called the meeting to order at 9:00 am and led the pledge of allegiance and invocation. • The following meeting agenda was posted and provided: > Hwy 401 Widening Project Discussion,NC Department of Transportation > School site selection review process: -Evaluation of student pop. growth trend - Site selection criteria -Define site selection comm. Structure > South Central Wastewater Project inquiry,T. Glander > Ethics Policy Review > Finance Report > County Manager: -Draft agenda review for October 4,2010 agenda -Various Project updates: • Riverside Community issues • Brightwater • Fort Braggloan deficient • Davenport's analysis for potential refinancing for existing COPs -Commissioner inquiries: • Black River Sanitary Sewer Overflow (House) • Request to hear update from Ken Bryan (House) • Whistle Blower policy (House) • Developer Agreements prior to 2006 (House) • Charles Underwood invoices (House) Harnett County Board of Commissioners September 28,2010 Special Session Minutes Page 1 of 2 • HARTS vehicle policy regarding usage(House) • HARTS reports (Burgin) ➢ Closed session Commissioner Hill moved that the Board go into closed session to 1) discuss certain personnel matters; and 2)consider and give instructions to the legal staff concerning the handling of a certain lawsuit entitled, "Melvin C. Stewart, Jr. et al vs. County of Harnett",Harnett County File No. 10 CVS 1874. This motion is made pursuant to N.C. General Statute Section 143- ' 318.11(a)(6)&(3). Commissioner Andrews seconded the motion which passed unanimously. Commissioner Burgin moved that the Board come out of closed session.
