Minutes of Reconvened Meeting
December 20,2010
The Harnett County Board of Commissioners reconvened on Monday,December 20, 2010, in
the Commissioners Meeting Room, County Administration Building, 102 E.Front Street,
Lillington,North Carolina.
Members present: Timothy B. McNeill, Chairman
Beatrice B. Hill,Vice-Chairman
Dan B. Andrews, Commissioner
Gary House, Commissioner
Jim Burgin, Commissioner
Staff present: Scott Sauer, County Manager
Tony Wilder, Deputy County Manager
Dwight Snow, County Attorney

Chairman McNeill reconvened the meeting at 2:00 pm.
The following agenda was before the Board:
1. Brightwater campus infrastructure bid award for water line to serve hospital
2. County Attorney review of Harnett Health System resolution for reconstruction of
Board of Trustees.
3. Project updates: a) Town of Coats sewer line postponement
b) TA Loving change order submitted 12-8-10 in the
amount of$526,053.
c) Good Hope inpatient psychiatric facility schedule
d) Other
4. Davenport financial advisor agreement
5. Closed Session
Vice Chairman Hill moved that the Board go into closed session to discuss 1) certain personnel
matters; and 2)to consider and give instruction to the legal staff concerning the handling of
certain claims including but not limited to the EEOC Claim of Trina Parker, Claim No. 430-
2010-02576. This motion is made pursuant to N.C. General Statute Section 143-
318.11(a)(6)&(3). The motion was seconded by Commissioner Andrews and passed 4 to 1.

Vice Chairman Hill moved that the Board come out of closed session. Commissioner Burgin
seconded the motion which passed unanimously.
Commissioner Andrews moved to approve Utilities Plus, Inc., for the first phase of infrastructure
for the Brightwater Science and Technology Campus;water line to serve hospital. Utilities Plus,
Inc was the successful low, qualified bidder in the amount of$88,288.84. Mrs. Bader reported
that EDA had returned concurrence today. Vice Chairman Hill seconded the motion that passed
unanimously. (Attachment 1)
Following discussions, McNeill moved that the County Manager has authority to sign the
Harnett Health System resolution for reconstruction of Board of Trustees as appropriate by the
County Attorney. Commissioner Andrews seconded the motion which passed unanimously.
Commissioner Andrews moved to approve TA Loving change order submitted 12-8-10 in the
amount of$526,053. Vice Chairman Hill seconded the motion that passed 3 to 2.
Vice Chairman Hill moved to approve the following budget amendments. Commissioner
Andrews seconded the motion which passed 4 to 1 with Commissioner House opposing.

Commissioner Burgin moved to approve the Agreement between Harnett County and Davenport
& Company LLC for Professional Financial Advisory Services. Commissioner House seconded
the motion that passed unanimously.
Commissioner Burgin moved that the county attorney be directed to prepare a Conflict of
Interest Statement with a Confidentiality Clause and Code of Ethics for each commissioner to
sign. The motion was seconded by Commissioner House and failed 2 to 3.
Commissioner Andrews moved to adjourn the meeting at 4:06 p.m. The motion was,seconded
by Commissioner House and the meeting was adjourned.
