HomeMy WebLinkAbout041111ss HARNETT COUNTY BOARD OF COMMISSIONERS Joint Meeting with the Harnett County Board of Education Minutes of Special Session April 11,2011 The Harnett County Board of Commissioners met in special session on Monday,April 11,2011, in the Commissioners Meeting Room, County.Administration Building, 102 East Front Street, Lillington,North Carolina. Members present: Timothy B. McNeill, Chairman Beatrice B. Hill,Vice-Chairman Dan B. Andrews, Commissioner Jim Burgin, Commissioner Member absent: Gary House, Commissioner Staff present: Scott Sauer, County Manager Tony Wilder,Deputy County Manager Dwight Snow, County Attorney Sylvia Blinson,Finance Office Gina Wheeler, Clerk Board of Education Members and staff present: Billy B. Tart, Chairman Vivian Bennett, Vice Chair Chuck Levorse, Member Thomas A. Womble,Member Kevin Gregory,Member Tom Frye, Interim Superintendent Bob Troutman, Finance Officer Dan Honeycutt, Interim Assistant Superintendent John Birath, Director of Maintenance and Purchasing Duncan McCormick,Attorney Terry Byrd, Clerk to the Board Chairman McNeill called the meeting to order at 8:00 a.m. and led the pledge of allegiance. Chairman Tart called the Board of Education meeting to order and led the invocation. April 11,2011 Special Session Minutes Harnett County Board of Commissioners Page 1 of 2 The following agenda was before the Board: • Receive school student population estimates • Discuss the impact of student growth on school facility capacity • Consider the land purchase option currently pending for the Highland campus planned for a middle school and high school • Issues pertaining to the FY 2011-2012 fiscal year and State reductions • Status of former Boone Trail Elementary school transfer to County • Break for recess • County Manager reports on various projects and issues • Closed Session Jeff Tai with NCSU Operations Research/Education Lab (OR/Ed) and Tom Cook with NCSU Institute for Transportation Research and Education presented information and responded to questions. Commissioner Andrews moved to move forward with the extension of the land option and pursue the zero interest bonds to pursue the site for an elementary and middle and high school sight. Commissioner Burgin offered an amendment to motion to not enter into an agreement to borrow more money if we would have to raise taxes. Vice Chairman Hill seconded the amendment which failed 2 to 2. Chairman McNeill seconded the original motion which also failed 2 to 2. Commissioner Andrews moved to accept the former Boone Trail Elementary School to be transfer from the Board of Education to the Harnett County. Vice Chairman Hill seconded the motion that passed unanimously. The Board of Education recessed their meeting and left the room at 10:20 am. Mr. Sauer provided reports on various projects and issues including working with Clerk's office to determine how we would assist the state with function of court if courthouse rendered unavailable Commissioner Andrews moved to adjourn the Board of Commissioners meeting at 10:36 am.
