HomeMy WebLinkAbout053111ss HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session May 31, 2011 The Harnett County Board of Commissioners met in special session on Tuesday,May 31, 2011, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington,North Carolina. Members present: Timothy B.McNeill, Chairman Beatrice B. Hill,Vice-Chairman Dan B. Andrews, Commissioner Gary House, Commissioner Jim Burgin, Commissioner Staff present: Scott Sauer, County Manager Tony Wilder, Deputy County Manager Dwight Snow, County Attorney Sylvia Blinson,Finance Office Jennifer Slusser, Staff Attorney Gina Wheeler, Clerk Chairman McNeill called the meeting to order at 9:00 a.m. and led the pledge and invocation. The following agenda was before the Board: 1) Closed Session 2) County Manager—Preliminary FY 2011/2012 budget proposal -Various Project updates - Draft agenda review for June 6 agenda 3) Presentation of Health Insurance Options for Approval by the Board Commissioner Andrews moved that the Board go into closed session to discuss certain personnel matters. This motion was made pursuant to N.C. General Statute Section 143-318.11(a)(6). Vice Chairman Hill seconded the motion which passed unanimously. Commissioner Andrews moved to come out of closed.session. Commissioner House seconded the motion which passed unanimously. Commissioner Andrews then amended his original motion that the Board also go into closed session to consider and give instruction to the county's legal staff concerning the handling of the following legal action: "Randy David Rogers vs May 31,2011 Special Session Harnett County Board of Commissioners 1 of 2 County of Harnett"File No. 11CVD 330. This amendment was made pursuant to N.C. General Statute Section 143-318.11(a)(3) and was seconded by Commissioner House and passed unanimously. Chairman McNeill confirmed the new proposal from Snipes included a$350,000 savings to the county with the enhanced prescription drug plan; which would be the same plan employees are currently using, and the $50,000 policy to cap cost to the county. Commissioner House moved that the county go with Snipes Insurance with the change in the prescription plan. The motion was second by Commissioner Andrews and passed unanimously. At 11:54 am Commissioner Andrews moved to adjourn the building. Vice Chairman Hill seconded the motion which passed unanimously. 1 W. Brooks Matthews, Chairman Vy4h,.
