Minutes of Special Session-Budget
June 27, 2011
The Harnett County Board of Commissioners met in regular session on Monday,June 27, 2011,
in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington,North Carolina.
Members present: Timothy B. McNeill, Chairman
Beatrice B. Hill,Vice Chairman
Dan B. Andrews, Commissioner
Gary House, Commissioner
Jim Burgin, Commissioner
Staff present: Scott Sauer, County Manager
Tony Wilder, Deputy County Manager
Dwight Snow, Staff Attorney
Sylvia Blinson,Finance Officer
Margaret Regina Wheeler, Clerk to the Board
Chairman McNeill called the meeting to order at 1:30 pm and led the pledge of allegiance and
invocation.
Mr. Sauer presented the Board with a summary of staff impacts and a budget ordinance for a
zero tax increase for the fiscal year beginning July 1'. Chairman McNeill clarified that this
presents a balanced budget with a zero tax increase and no fund balance appropriated.
Commissioner Andrews moved to approve the amended budget as presented with no tax
increase. Vice Chairman Hill seconded the motion.
Mr. Sauer responded to questions. Commissioner Burgin asked what the goal of Economic
Development is supposed to be; saying it doesn't make sense to him that we are keeping$1
Million in HFTC while letting people go. Discussions continued. Commissioner Burgin called
upon representatives from Colliers International to talk about the possibility of marketing Harnett
County, its industrial sites,Brightwater, etc. Staff continued to respond to questions.
Commissioner Burgin moved to amend the motion to approve the proposed budget to eliminate
the extra meeting expense, eliminate health insurance,reimbursement and payment for
commissioners, eliminate the Manager's travel expense, and reinstate the 15 jobs.

Commissioner House clarified that the motion includes freeing up the money from Harnett
Forward Together Committee. Commissioner Burgin also included in his motion to immediately
contract with Colliers International to try to market the HFTC property. Commissioner House
seconded the motion. The motion failed 3 to 2.
The original motion to approve the amended budget as presented with no tax increase passed
3 to 2.
Commissioner Andrews moved to adjourn the meeting at 1:50 pm. Vice Chairman Hill
seconded the motion which passed.
