HomeMy WebLinkAbout060313 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting June 3,2013 The Harnett County Board of Commissioners met in regular session on Monday,June 3, 2013, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington,North Carolina. Members present: Jim Burgin, Chairman Gary House,Vice Chairman Beatrice B. Hill, Commissioner Joe Miller, Commissioner C. Gordon Springle, Commissioner Staff present: Tommy Burns, County Manager Joseph Jeffries, Deputy County Manager Tony Wilder, Deputy County Manager Dwight Snow, County Attorney Sylvia Blinson,Finance Officer Margaret Regina Wheeler, Clerk to the Board Chairman Burgin called the meeting to order at 9:00 am. Commissioner Hill led the pledge of allegiance and invocation. Chairman Burgin called for additions and deletions to the published agenda. Mr. Burns requested to add to the agenda for consideration the Board of Education's requests for approval of the application for Public School Building Capital Fund ADM(Corporate Tax)Fund to release$243,433 for debt services. Mr.Burns also requested the addition of two brief presentations under the County Manager's Report. Commissioner Springle moved to approve the agenda as amended. Vice Chairman House seconded the motion which passed unanimously. Vice Chairman House moved to approve the items listed on the amended consent agenda. Commissioner Hill seconded the motion which passed unanimously. 1. Budget Amendment 470 Planning Services Department Code 110-7200-465.33-45 Contracted Services 21,000 increase 110-0000-322.72-01 Cell Tower Fees 21,000 increase 2. Tax refunds,rebates and releases (Attachment 1) 3. Legal Services, on behalf of Planning Services, requested approval to enter into a contract to perform building inspection services for the Town of Angier. Harnett County Board of Health recommended approval of the NCTracks Resolution which appoints the local health director as the Office Administrator under the NCTracks System. The Board of Health also recommends establishing fees for Lead Testing at$16.00 and Chemical Cauterization at$30.00. (Attachment 2) 5. Public Utilities requested approval to award chemical bids for FY 2013-2014 to the recommended companies provided. (Attachment 3) 6. IT requested approval of the Capital Project Ordinance for the Radio Upgrade Project totaling$8,592,159. 7. Board of Education requested approval of the application for Public School Building Capital Fund ADM(Corporate Tax)Fund to release $243,433 for debt services. Chairman Burgin opened the floor for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. No one spoke. Andy Hester, Insurance Solutions, gave a brief presentation on the Affordable Healthcare Act Reform and commented on the County's health policy. The group also watched a short legislative update video from the North Carolina Association of County Commissioners. (NCACC). There was no new business. Commissioner Springle moved that the Board go into closed session to 1)to discuss certain personnel matters; and 2)to discuss matters relating to the location or expansion of industries or other businesses in Harnett County. The motion is made pursuant to N.C. General Statute Section 143-318.11(a) 6 &4. Commissioner Miller seconded the motion which passed unanimously. Commissioner Hill moved that the Board come out of closed session. Commissioner Springle seconded the motion which passed unanimously. Commissioner Springle moved to adjourn the meeting at 10:47 am. CC: WM.A.TONY WILDER L ATTACHMENT 2 RESOLUTION BY THE HARNETT COUNTY BOARD OF COMMISSIONERS DESIGNATING THE LOCAL HEALTH DIRECTOR AS THE OFFICE ADMINISTRATOR FOR THE LOCAL HEALTH DEPARTMENT UNDER NCTRACKS SYSTEM WHEREAS, on July 1, 2013 CSC, the new fiscal agent for the NC Department of Health and Human Services (DHHS), will implement a new, entirely electronic, multi-payer processing system for the Division of Medical Assistance, the Division of Mental Health, Developmental Disabilities and Substance Abuse Services, the Division of Public Health, and the Office of Rural Health and Community Care referred to as NCTracks system; and WHEREAS, the Harnett County Health Department is a currently enrolled provider for one of more of these divisions, and must complete registration in the NCTracks system in order to submit claims for payment of services provided through DHHS; and WHEREAS, every provider is required to designate an Office Administrator who will assign security roles for the provider entity and is required to be an owner or some other individual who has managing authority for the provider entity; and WHEREAS, the role of Office Administrator is required for accessing the new system's Provider portal, which allows providers to access eligibility information, inquire on claim status, submit claims, and obtain remittance advices; and WHEREAS, pursuant to North Carolina General Statute 130A-41, the local health director is the administrative head of the local health department and is responsible for administrating the day to day operations of the local health department; and WHEREAS, the Harnett County Board of Commissioners, upon recommendation of the Harnett County Board of Health, desires to appoint the local health director as the Office Administrator under the NCTracks System. NOW THEREFORE, the Harnett County Board of Commissioners hereby appoints John Rouse, local health director, as the Office Administrator under the NCTracks System.
