The Harnett County Board of Commissioners met in regular session on Monday,June 17,2013,
in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington,North Carolina.

Chairman Burgin called the meeting to order at 7:00 pm. Commissioner Miller led the pledge of
allegiance and invocation.
Commissioner Springle moved to appoint Kimberly A. Honeycutt as the interim Finance Officer
for Harnett County. Commissioner Hill seconded the motion which passed unanimously.
Burgin administered Mrs. Honeycutt's oath as interim Finance Officer.

5. General Service's Community Development requested approval of a project ordinance in
the amount of$170,000 for the funding of the SFR13 project that utilizes NC Housing
Finance Single Family Rehabilitation monies to fund the home rehabilitation of at least
three homes within Harnett County. The program encourages the comprehensive
rehabilitation of scattered-site single-family housing units owned and occupied by very
low- and low-income homeowners with one or more elderly and/or disabled full-time
household members or with a child under the age of six (6)whose health is threatened by
the presence of lead-based paint hazards. No local match is required.
6. General Service's Community Development requested approval of the North Carolina
Housing Finance Agency Single-Family Rehabilitation Loan Pool (SFRLP13)Funding
Agreement.

7. General Service's Community Development requested approval of the Assistance Policy
for the 2013 Cycle of the Single-Family Rehabilitation Program.
8. General Service's Community Development requested approval of the Harnett County's
Single Family Rehabilitation Program Procurement Policy.
9. Airport Administrator requested approval of an agreement extension that allows Bass Air
Service to operate a Fixed Base Operation(FBO) for the 1st Qtr. FY 2014 July-Sept 2013.
The Bass Air Service extension provides a continuity for airport operations during a
major runway,taxiway and apron construction project and an orderly transition to a new
FBO operator in October 2013.
10. Parks and Recreation requests approval to award contract to Compendium Contracting,
LLC with the lowest bid of$351,075.90 for the Anderson Creek Park,Phase lsite
improvements.
11. Health Department requests approval of a revenue contract for the Harnett County Aging
Department with Mid-Carolina Area Agency on Aging to provide services to the elderly.
12. Resolution to Cancel the July 1, 2013 Regular Meeting of the Harnett County Board of
Commissioners (Attachment 4)
Chairman Burgin opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes. The following citizens addressed the Board:
- Paul Long of 61 Old Buies Creek Road
- Tonya Edwards of 336 Flyway Drive in Lillington,April 2, 2007
- Dorando McNeill of 328 Hills Lane Erwin
- Patrick Flowers of 1133 Shady Grove Road
Chairman Burgin asked Human Resources Director John Rankins and General Services Director
Barry Blevins to meet with staff regarding their concerns and make sure we are following our
own policies. Commissioner Hill requested a report on the findings of this problem immediately.
There were no appointments.
Interim Planning Services Director Mark Locklear petitioned the Board for a public hearing on
proposed zoning change: Landowner/Applicant: Joann Roe Hamilton,From RA-20M to
Commercial Zoning; 0.5 +/- acres, 11825 Hwy 210S; Anderson Creek Township. Mr. Locklear
reminded the Board earlier that the site adjacent to this was previously approved commercial.
Mr. Locklear explained RA-20 and responded to other questions from commissioners. As
required for all zoning changes within a five mile radius of Fort Bragg, Regional Land Use
Advisory Commission(RLUAC)was contacted.
Mr. Locklear reported staff evaluation as:
- The IMPACT to the adjacent property owners and the surrounding community is
reasonable, and the benefits of the rezoning outweigh any potential inconvenience or
harm to the community. REASONING: The requested zoning to commercial would

not have an unreasonable impact on the community, due to existing commercial
zoning adjacent to subject property.
- The requested zoning district is COMPATIBLE with the existing Land Use
Classification. REASONING: The requested zoning to Commercial is compatible
with the existing land use classification of Compact Mixed Use. This classification is
meant to encourage a combination of different land uses such as small lot single
family,multifamily, commercial as well as industrial type uses.
- The proposal does ENHANCE or maintain the public health, safety and general
welfare. REASONING: The requested zoning to Commercial will maintain the
public health and general welfare of the surrounding community due to the other
commercial zoning in area.
- This request is for a SMALL SCALE REZONING and should be evaluated for
reasonableness. REASONING: This site is adjacent to commercial zoning and
therefore should not be evaluated for a small scale rezoning request.
Suggested Statement-of-Consistency: Staff concludes that the requested rezoning to Commercial
is compatible with Harnett County regulatory documents and would not have an unreasonable
impact on the surrounding community and will enhance the public health, safety, and general
welfare for the reasons stated in the evaluation. It is recommended that this rezoning request be
approved.
Chairman Burgin called to order a public hearing on the matter and opened the meeting for
comments from the public.
- Billy Malandra applicant, spoke in favor of the rezoning.
Seeing no one else move, Chairman Burgin closed the public hearing. Commissioner Hill
moved to approve the proposed zoning change as presented. Commissioner Springle seconded
the motion which passed unanimously.
Mr. Locklear petitioned the Board for a public hearing on the Proposed Noise Ordinance: The
proposed ordinance is a revision and replacement to the existing Noise Ordinance. Chairman
Burgin recognized Sheriff Rollins who had joined the meeting. Harnett County Planning Staff
and the Sheriff's Office staff have met and recommend the ordinance as presented. Mr. Locklear
also noted that the Planning Board reviewed the ordinance at their meeting on Monday, June 3,
2012 and unanimously send forward their approval. Planning Enforcement Officer Randy Baker
provided an overview of the revised ordinance. Mr. Baker responded to questions by the Board.
Chairman Burgin called to order a public hearing on the matter and opened the meeting for
comments from the public.
- Patrick Flowers of 1133 Shady Grove Road asked if this ordinance applies to shooting
ranges.
- Paul Long of 61 Old Buies Creek Road asked about dove shooting on opening day on his
farm.
Mr. Baker responded to both questions. Seeing no one move, Chairman Burgin closed the public
hearing. Commissioner Miller moved to approve the Noise Ordinance as presented. Vice
Chairman House seconded the motion which passed unanimously.

Mr. Burns presented the following FY 2013-2014 Budget Message and Proposed FY 2013-2014
County Budget:
In accordance with the North Carolina Local Government Budget and Fiscal Control Act,
Submitted for your review and consideration is the Proposed FY2013-2014 County Budget.
Several highlights in particular of this budget include:
• The proposed tax rate remains at 72.5 cents per$100 valuation
• The total taxable value for the County is$7,618,571,134.
• The projected levy is$55,234,640.72.
• There is a$2.4M General Fund balance appropriation from reserves to balance the
budget.
• There is a $2.4.111 Public Utilities Fund balance appropriation from reserves to
balance this budget.
• The County will offer an early retirement incentive within this proposed budget that
will help to reduce personnel costs.
• This proposed budget increases funding to the Harnett County School System by
$235,696 to total$20,523,700. This amount, according to NCDPI, will not
jeopardize any low wealth supplemental funding for the school system. There is no
capital outlay within the schools budget allocation.Any further increases the
School Board deems necessary should come from the Board of Education's
unassigned fund balance, which as of the 2012 CAFR, was $10,491,143.
• This budget contains no substantial capita. It does include capital expenses for the
Sheriff's Department to.lease/purchase 30 new patrol vehicles'to replace an aging
fleet.
• There are no substantial fee changes proposed in the current budget.
Sales Tax revenues were prepared based on a 2%growth rate. The current state of the
economy in the County is still recovering and any further growth increases would be too
aggressive at this point.
There are no increases in water or sewer rates within this budget.
There are no increases in solid waste fees within this budget.
Conclusion
The FY 2013-2014 proposed budget plan was prepared as a budget that meets the County's
operational needs. This budget will need to be intently managed throughout the year to insure
that budgeted fund balance appropriations from the General Fund and Utilities Fund are not
needed. It will also be incumbent on all departments to manage expenses very conservatively
throughout the year. There are some concerns about the next budget year from an expense

standpoint. The management and staff will work hard to insure that these issues are known
going into the next budget year.
Finally,preparing this budget would not have been possible without several key staff
members. Joseph Jeffries began this budget process as Interim County Manager and has
been instrumental throughout the process and during the management change and transition.
Kimberly Honeycutt has provided invaluable insight and countless hours of attention in
working through this massive document. My special thanks to these two individuals and their
support staff in assembling the FY2013-2014 proposed budget.
Mr. Burns noted a public hearing is scheduled for 7:00 pm June 27, 2013, and the proposed
budget is available on the County's website. Discussions continued.

There was no new business.
Commissioner Hill moved that the Board go in to closed session to consider and give instruction
to the County's legal staff concerning the handling of legal action:
South Central Water& Sewer District of Harnett County v. Terry L. Burgess and wife,
Christine A. Burgess, Wells Fargo Home Mortgage, Inc. and First Citizens Bank and
Trust Company, Harnett County File No. 12CVS169.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3). Commissioner
House seconded the motion that passed unanimously.
Commissioner Hill moved that the Board come out of closed session. Commissioner Springle
seconded the motion which passed unanimously.
Commissioner Hill moved to adjourn the meeting at 8:18 pm. Commissioner Springle seconded
the motion which passed unanimously.

AUTHORIZING COUNTIES TO ASSUME THE RESPONSIBILITIES
FOR SCHOOL CONTSTRUCTION
WHEREAS, Senate Bill 236, AN ACT AUTHORIZING COUNTIES TO ASSUME
RESPONSIBILITY FOR CONSTRUCTION, IMPROVEMENT, OWNERSHIP, AND ACQUISITION
OF PUBLIC SCHOOL PROPERTY,was filed in the North Carolina Senate March 7,2013.
WHEREAS, Senate Bill 236 passed its first reading in the North Carolina Senate on March 11,2013., ,•
WHEREAS, Senate Bill 236 passed its second reading in the North Carolina Senate on May 15,2013.
WHEREAS, Senate Bill 236 passed its third reading in the North Carolina Senate on May 15, 2013.
WHEREAS, Senate Bill 236 was sent to the North Carolina House of Representatives on May 16,2013.
WHEREAS, Senate Bill 236 passed its first reading in the North Carolina House on May 20,2013.
WHEREAS, this local act legislation would allow the following counties to be responsible for the
Construction,Improvement, Ownership and Acquisition of Public School Property: Beaufort,Dare,
Guilford, Harnett, Lee,Rockingham,Rowan and Wake Counties.
NOW, THEREFORE BE IT RESOLVED,the Harnett County Board of Commissioners supports Senate
Bill 236 to give Counties the option to be responsible for the construction, improvement,ownership and
acquisition of public school property,
BE IT FURTHER RESOLVED, the Harnett County Board of Commissioners encourages the North
Carolina Legislature to enact this legislation as soon as practical within the current legislative session.

A RESOLUTION TO CANCEL THE
JULY 1,2013 REGULAR MEETING OF THE
HARNETT COUNTY BOARD OF COMMISSIONERS
THAT WHEREAS, the Harnett County Board of Commissioners adopted on September
19, 1994 certain Rules of Procedure by which the Board would conduct its meetings; and
WHEREAS, Rule 6 of the Rules of Procedure concerning"Regular and Special
Meetings" states that the Board may cancel the place or time of a particular regular meeting by
resolution: that the Board has determined that it will not meet at its regular scheduled morning
meeting of Monday, July 1, 2013.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Harnett
County that its regular meeting scheduled for Monday, July 1, 2013 at 9:00 a.m. is hereby
canceled; that this Resolution shall be filed with the Clerk to the Board,posed at the regular
meeting place and forwarded to all parties on the County's Sunshine List.
Adopted by the Harnett County Board of Commissioners in regular session,this 17th day
