Minutes of Regular Meeting
July 15, 2013
The Harnett County Board of Commissioners met in regular session on Monday, July 15, 2013,
in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington,North Carolina.
Members present: Jim Burgin, Chairman

Chairman Burgin called the meeting to order at 7:00 pm. Vice Chairman House led the pledge
of allegiance and invocation.
Chairman Burgin called for additions and deletions to the published agenda. Vice Chairman
House requested a correction to the June 27,2013 Special Session minutes and both sets of
minutes were removed from the consent agenda for consideration and tabled for another meeting.
Commissioner Springle moved to approve the agenda as amended. Vice Chairman House
seconded the motion which passed unanimously.

Agreement for the Town of Erwin.
6. Emergency Services requested approval of the Fire Prevention Enforcement Municipal
Agreement for the Town of Lillington.
7. Emergency Services requested approval of the Fire Prevention Enforcement Municipal
Agreement for the Town of Angier.
8. Planning Services requested approval to enter into a contract to perform building
inspection services for the Town of Lillington.
9. Planning Services requested permission to apply for a reimbursable grant through NC
DENR for the Abandoned Mobile Home Removal Grant Program in the amount of
$37,500
10. Cooperative Extension requested permission to receive a grant from the Child Care
Networks, Inc. for the 2013-2014 fiscal year for the proposed amount of$33,673
contingent upon available funding for delivery of services.
11. Airport Administrator requested approval of a Request for Aid in the amount of$24,586
to the NC Department of Transportation's Division of Aviation for a project for upgrade
and ceilometer installation for Harnett Regional Jetport Automated Weather Observation
System(AWOS).

12. Airport Administrator requested approval of a Request for Aid in the amount of$23,020
to the NC Department of Transportation's Division of Aviation for a project to design
and bid Harnett Regional Jetport Drainage Outfall Improvements.
13. Administration requested approval of contract with Central Carolina Community
College for Harnett County JobLink to administer the year-round Youth,Adult and
Dislocated Workers Programs under Title 1 of the Workforce Investment Act(WIA) as
recommended by the Triangle South Workforce Development Board.
14. Administration requested approval of contracts with Jerry B. Bryant and Frances A.
Simmons to provide administration for the year-round Youth Services Program in
Sampson County under Title 1 of the Workforce Investment Act.
15. Summerville Bunnlevel Fire&Rescue,Inc. requested approval to purchase a 1998
American LaFrance/General Pumper Tanker with equipment for$90,000
Chairman Burgin opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes. The following citizens addressed the Board:
- Floyd Hines of the Anderson Creek area
- Paul Long of 601 Old Buies Creek Road
- Anna Peele with Harnett County General Service's Department informed the public
about fair housing as part of her continuing education program though ECU.
Vice Chairman House moved to approve the appointments listed below. Commissioner Springle
seconded the motion which passed unanimously.
Board of Adjustment
Don Harrop was appointed to serve as an alternate member on this Board
Harnett County Cemetery Board of Trustees
Jennifer S. Harrop and Anne Blalock were reappointed to serve on this Board.
Mark Locklear,Interim Planning Services Director,petitioned the Board for a public hearing
regarding the proposed zoning change: Landowner/Applicant: Brad&Kristi Snyder: 1.36+/-
acres from a 22.0+/- acre tract; from Conservation to RA-20M Zoning;Dino Ct. Tract 7 Cypress
Creek Farms Subd; Johnsonville&Barbecue Township. Mr. Locklear reported that this site is
currently vacant with surrounding land uses including single-family residential homes. Public
(Harnett County)water is available.
Mr. Locklear noted that the Planning Board considered the proposed zoning change at their July
1, 2013 meeting and after hearing support and opposition, a motion was made with a unanimous
vote to recommend approval of the request based on favorable findings of facts. Adjoining
property owner Mary Sening spoke in opposition to the request expressing concerns with
disturbing the animals and birds on the property.

Mr. Locklear reported staff evaluation as:
- The IMPACT to the adjacent property owners and the surrounding community is
reasonable, and the benefits of the rezoning outweigh any potential inconvenience or
harm to the community. REASONING: The impact to the adjacent property owner
and the surrounding community is reasonable. The existing zoning district of
Conservation is to protect the natural environment as well as citizens and their
property from flood hazards. However,the area requested to be rezoned is not
located within any flood hazard area, noted wetlands and should cause no harm or
inconvenience to the community.
- The requested zoning district is COMPATIBLE with the existing Land Use
Classification. REASONING: The requested zoning is compatible with the existing
land use classification of Medium Density Residential. Medium Density Residential
is meant to encourage stick built and manufactured residential developments.
- The proposal does ENHANCE or maintain the public health, safety and general
welfare. REASONING: The area that is being requested does not lie within a flood
hazard area or delineated wetlands and will not interfere with the remaining
conservation area. Thus the request to rezone a very small portion of the
conservation area will maintain the public health and general welfare.
- This request is for a SMALL SCALE REZONING and should be evaluated for
reasonableness. REASONING: This does not need to be evaluated for a small scale
rezoning,because the area requested to be rezoned abuts RA-20M zoning.
Suggested Statement-of-Consistency: Staff concludes that the requested rezoning to RA-20M is
compatible with Harnett County regulatory documents and would not have an unreasonable
impact on the surrounding community and will enhance the public health, safety, and general
welfare for the reasons stated in the evaluation. It is recommended that this rezoning request be
approved.
Chairman Burgin called to order a public hearing on the matter and opened the meeting for
comments from the public. Seeing no one move, Chairman Burgin closed the public hearing.
Vice Chairman House moved to approve the proposed zoning change as presented.
Commissioner Miller seconded the motion which passed unanimously.
Mr. Burns presented the following:

- Veterans Affairs Activities Report June 2013
- Community Development Monthly Status Report
- Planning Services Report May 2013
Mr. Bums also provided an update about the itinerary for the upcoming meeting with the School
Board.
Commissioner Springle nominated Jim Burgin as the Voting Delegate for Harnett County at the
upcoming NCACC Annual Conference. Commissioner Hill seconded the motion that passed
unanimously.

Commission Hill moved that the Board go into closed session to consider and give instructions
to the County's legal staff concerning the handling of a certain claim. This motion is made
pursuant to N.C. General Statute Section 143-318.11(a)(3). Commissioner Springle seconded
the motion which passed unanimously.
Commissioner Miller moved that the Board come out of closed session. Commissioner Hill
seconded the motion which passed unanimously.

NORTH CAROLINA RESOLUTION
HARNETT COUNTY
THAT WHEREAS, Rooms To Go Distribution Company, LLC (Rooms To Go) has
announced its intent to locate and operate a regional furniture warehouse and distribution center
facility which may also include related office space and an outlet store or other retail operation to
be located off Interstate 95 in the City of Dunn area of Harnett County; and
WHEREAS, Rooms To Go has requested that Harnett County provide certain economic
development incentives to Rooms To Go which will assist said company in establishing its
regional distribution facility in Harnett County which will provide a greater tax base, create jobs
and increase economic activity for the benefit of the County's citizens; and
WHEREAS, pursuant to the provisions of the Local Development Act, N.C. General
Statutes §158-7.1, prior to awarding economic development incentives, the Harnett County
Board of Commissioners shall hold a public hearing in order to obtain public comment
concerning the proposed appropriation of any economic incentives to an applicant industry; it is
the desire of the Board of Commissioners through this Resolution to direct the scheduling of said
public hearing.
NOW THEREFORE, BE IT RESOLVED by the Harnett County Board of
Commissioners that the Harnett County Staff is hereby directed to schedule a public hearing to
be conducted at the next regular meeting of the Board on Monday, August 5, 2013, at 9:00 AM
concerning a proposal to extend economic incentives to Rooms To Go Distribution Company,
LLC for its proposed location and operation of a regional furniture warehouse and distribution
center facility in Harnett County.
BE IT FURTHER RESOLVED that proper notice of this public hearing be forwarded to
all proper parties and published pursuant to N.C. General Statutes §158-7.1.
