HomeMy WebLinkAbout092413ss HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session September 24, 2013 The Harnett County Board of Commissioners met in special session on Tuesday, September 23 2013, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,Lillington,North Carolina. Members.present: Jim Burgin, Chairman Gary House,Vice Chairman Beatrice B. Hill, Commissioner Joe Miller, Commissioner C. Gordon Springle, Commissioner Staff present: Tommy Burns, County Manager Joseph Jeffries, Deputy County Manager Tony Wilder, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt,Interim Finance Officer Margaret Regina Wheeler, Clerk to the Board Chairman Burgin called the meeting to order at 9:00 am. I ., f • . . .. . • - . . . • . • > County Manager's Report: - Regular Meeting Agenda Review The group was joined by the following members and staff of the Harnett County Board of Education: - Chuck Levorse, Chairman - Vivian Bennett,Vice-Chair - Bill Morris,member - James Ray Bryan, member - Tom Frye, Superintendent - Dan Honeycutt, Interim Assistant Superintendent of Auxiliary - Stan Williams,Upcoming Assistant Superintendent of Auxiliary September 24, 2013, Special Session Minutes Harnett County Board of Commissioners Page 1 of 2 - Duncan McCormick, Board Attorney - John Birath, Director of Facilities Management - Terry Byrd, Clerk to the Board Chairman Levorse called the Board of Education members to order. Mr. Bryant led the invocation and pledge of allegiance._ Mr. Burnsresented a draft of a'/a cent sales tax informational flyer prepared bystaff. Mr. Burn PY - sought direction from both boards. He noted if the flyer was kept informational,both boards could share the cost. Mr. McCormick and Mr. Snow both agreed, given the flyer was very informational,that they did not see an issue with it being distributed to all students and citizens as well as being put on the Harnett County and Board of Education website. Mr. Burns, at the request of Chairmen Burgin and Levorse,prepared and distributed for consideration the following statement: "The Harnett County Board of Commissioners and the Board of Education, in a joint meeting on Tuesday, September 24,2013,reviewed and approved an information flyer to be prepared in advance of the County wide sales tax referendum. This measure, if approved,will provide needed capital funds to continue to meet the ever-growing construction needs of Harnett County. If enacted, current school construction schedules could be further accelerated. It is the priority of both boards to continue to find reasonable,practical and cost efficient solutions to meet the growth demands of Harnett County." Both boards,by consensus,approved the joint statement of support. Members were reminded that they may individually endorse the sales tax referendum but no county funds can be used to advertise or advocate for the referendum. General discussion between the two boards continued until the Board of Education left the meeting at 10:05 am. Harnett County Public Utilities Director Steve Ward presented the Moore County Water Purchase Contract for consideration. Mr. Ward responded to questions from the Board. He distributed a handout detailing capacity allocations. Commissioner Springle moved to approve the agreement as presented. Vice Chairman House seconded the motion, which passed unanimously.
