Minutes of Special Session
November 12, 2013
The Harnett County Board of Commissioners met in special session on Tuesday,November 12,
2013, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington,North Carolina.
Members present: Jim Burgin, Chairman
Gary House, Vice Chairman
Beatrice B. Hill, Commissioner
Joe Miller, Commissioner
C. Gordon Springle, Commissioner
Staff present: Tommy Burns, County Manager
Joseph Jeffries, Deputy County Manager
Tony Wilder, Deputy County Manager
Dwight Snow, County Attorney
Kimberly Honeycutt, Interim Finance Officer
Margaret Regina Wheeler, Clerk to the Board
Chairman Burgin called the meeting to order at 9:00 am. Vice Chairman House led the pledge of
allegiance and invocation.
The following agenda was before the Board:
> Locally Coordinated Human Service Transportation Plan and STI Legislation &
Strategic Mobility Formula,Joel Strickland,Mid-Carolina RPO Transportation
Planning Director
> 5-10-20 year plan reviews:
-Parks and Recreation,
-Planning Services,Mark Locklear and Randy Baker
> Finance Officer's Report,Kimberly Honeycutt
> County Manager's Report:
- Evaluation and Consultation by TRS Range Services
- Regular Meeting Agenda Review
> Closed Session
> Working Lunch
> Finance Officer Interviews (until 3:00 pm)

Commissioner Hill moved that the Board go into closed session for the following purposes:
(1) To consult with the County's legal counsel in order to preserve the attorney-client
privilege concerning the handling of certain claims including the following legal action:
"County of Harnett versus Randy D. Rogers and Gary A. House"Harnett File No. 12
CVS 890;
(2) To discuss certain personnel matters;
(3) To prevent the premature disclosure of an honorary award
This motion is made pursuant to N.C. General Statute Section 143-318.11(3),(6)&(2).
Commissioner Springle seconded the motion which passed unanimously.
Commissioner Hill moved that the Board come out of closed session. Vice Chairman House
seconded the motion that passed unanimously.
Commissioners discussed the need to increase commissioner's compensation as well as helping
employees, especially those on the bottom of the pay scale.
Commissioner Hill moved to adjourn the meeting. Commissioner Miller seconded the motion
that passed unanimously.
