HomeMy WebLinkAbout011414ss HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session January 14,2014 The Harnett County Board of Commissioners met in special session on Tuesday,January 14, 2014, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington,North Carolina. Members present: Joe Miller, Chairman Gary House, Vice Chairman Jim Burgin, Commissioner Beatrice B. Hill, Commissioner Gordon Springle, Commissioner Staff present: Tommy Burns,Harnett County Manager Joseph Jeffries, Deputy County Manager Dwight Snow, County Attorney Jennifer Slusser, Staff Attorney Kimberly Honeycutt,Finance Officer Margaret Regina Wheeler, Clerk to the Board Brian Haney, Public Information Officer Chairman Miller called the meeting to order at 9:00 am. Vice Chairman House led the Pledge of Allegiance and invocation. This meeting was noticed as a **voting meeting and the following agenda was before the Board: > Economic Development: 1) Consider and Approve** the Local Government Grant Agreement for the One NC Fund Grant from the NC Department of Commerce for the Rooms To Go Project 2) Consider and Approve** The Company Performance Agreement for the One NC Fund Grant from the NC Department of Commerce for the Rooms To Go Project > Planning Services: - Proposed text amendments to the Unified Development Ordinance (to comply with new General Statute requirements) > : (REMOVED FROM AGENDA) - Land donation to the Dunn-Erwin Rail Trail January 14, 2014, Special Session Minutes Harnett County Board of Commissioners Page 1 of 3 > 5-10-20 year plan reviews: - Legal Services,Jennifer Slusser - Human Resources,John Rankins - Veteran Affairs,Eric Truesdale - Tax Department,Keith Faulkner > Discussion regarding non-profit organizations requesting funding donations > Finance Officer's Report: - Petty leave policy > County Manager's Report: - Regular Meeting Agenda Review - Consider and Approve** the revised 2014 meeting schedule of the Harnett County Board of Commissioners (changes include deletion of the February 11 Special Session, addition of February 25 Planning Retreat and quarterly meetings with the Board of Education which have been reviewed by Superintendent Frye) > Closed session Consider approval of the Local Government Grant Agreement for the One NC Fund Grant from the NC Department of Commerce for the Rooms To Go Project. Following some discussion, Commissioner Burgin moved to approve the Local Government Grant Agreement for the One NC Fund Grant from the NC Department of Commerce for the Rooms To Go Project as presented. Vice Chairman House seconded the motion, which passed unanimously. Consider approval of the Company Performance Agreement for the One NC Fund Grant from the NC Department of Commerce for the Rooms To Go Project. Following some discussion, Commissioner Burgin moved to approve the Company Performance Agreement for the One NC Fund Grant from the NC Department of Commerce for the Rooms To Go Project as presented. Vice Chairman House seconded the motion that passed unanimously. Following discussions regarding non-profit organizations requesting funding donations, Commissioner Springle moved that each commissioner select 5 nonprofits to consider voting to fund during the January 28th meeting. Commissioner Burgin seconded the motion,which passed unanimously. Consider approval of the revised 2014 meeting schedule of the Harnett County Board of Commissioners (changes include deletion of the February 11 Special Session, addition of February 25 Planning Retreat and quarterly meetings with the Board of Education which have been reviewed by Superintendent Frye). Commissioner Springle moved to approve the revised 2014 Schedule of Meetings the Harnett County Board of Commissioners. Commissioner Burgin seconded the motion which passed unanimously. January 14, 2014, Special Session Minutes Harnett County Board of Commissioners Page 2 of 3 Commissioner Hill moved that the Board go into closed session to discuss matters relating to the location or expansion of industries or other businesses in Harnett County. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4). Vice Chairman House seconded the motion which passed unanimously. Commissioner Springle moved that the Board come out of closed session. Commissioner Burgin seconded the motion which passed unanimously. Commissioner Hill moved to adjourn the meeting at 1:25 pm.
