Members present: Joe Miller, Chairman Gary House,Vice Chairman Jim Burgin, Commissioner Beatrice B. Hill, Commissioner Gordon Springle, Commissioner Staff present: Tommy Burns,Harnett County Manager Joseph Jeffries, Deputy County Manager Dwight Snow, County Attorney Jennifer Slusser, Staff Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk to the Board Chairman Miller called the meeting to order at 9:00 am. This meeting was noticed as a **voting meeting and the following agenda was before the Board: > Joint Meeting with the Harnett County Board of Education > Property and Casualty Broker Presentations:1) Snipes Insurance 2) Surry Insurance 3)NCACC > **Approval of Property and Casualty Broker and Proposed 2014/2015 Plan, Melinda Bethune > **Approval of Health Insurance Broker and Proposed 2014/2015 Health Plan, John Rankins,Margie House and Employee Benefits Committee member Jenny Harrop > Working Lunch > Budget Discussion: 1) Board of Education request 2) Overall budget review > County Manager's Report: - Regular Meeting Agenda Review > Closed Session May 27,2014, Special Session Minutes Harnett County Board of Commissioners Page 1of2 The group was joined by the following members and staff of the Harnett County Board of Education to discuss Harnett County Schools 2014-2015 Local Budget Request previously shared with the Board of Commissioners: Chuck Levorse, Chairman Vivian Bennett,Vice Chairman William"Bill"H. Morris,Board Member Kevin Gregory, Board Member James Ray Bryant,Board Member Tom Frye, Superintendent Stan Williams,Assistant Superintendent of Auxiliary Charles Bullock,Board Attorney Tammy Magill,Finance Officer Terry Byrd, Clerk to the Board The Board of Education members left the meeting at 9:30 am. Following presentations and discussion, Commissioners Springle moved to approve Surry as 2014/2015 Property and Casualty Broker and Proposed 2014/2015 Plan. Commissioner Burgin seconded the motion which passed unanimously. Following a short break in the meeting, Commissioner Burgin moved to withdraw and table the part of the motion involving Workers Comp ($29,000 premium)until they can talk to Human Resources. Commissioner Springle seconded the motion that passed unanimously as two commissioners did not voting however stated in the Board's Rule of Procedures a member who fails to vote,not having been excused, shall be recorded as voting in the affirmative. Following a lengthy discussion, Commissioner Springle moved to approve Independent Benefit Advisors (IBA) as Harnett County's Health Insurance Broker and the renewal option PPO as the 2014/2015 Health Plan as presented. Commissioner Burgin seconded the motion which passed unanimously. Commissioner Hill moved to adjourned at 1:26_pm.
