Minutes of Special Meeting
August 11, 2015
The Harnett County Board of Commissioners met in special session on Tuesday, August 11,
2015, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.
Members present:

Jim Burgin, Chairman
Gordon Springle, Vice Chairman
Abe Elmore, Commissioner
Barbara McKoy, Commissioner
Joe Miller, Commissioner
Joseph Jeffries, County Manager
Paula Stewart, Deputy County Manager
Dwight Snow, County Attorney
Kimberly Honeycutt, Finance Officer
Allen Coats, Deputy Finance Officer
Margaret Regina Wheeler, Clerk
Chairman Burgin called the meeting to order at 9:00 am. Commissioner Elmore led the pledge
of allegiance and invocation.
Commissioners and staff discussed and reviewed the following items on the agenda before
the Board:
> Department of Social Services request for four additional positions, DSS
Director Paul Polinski
> Tax Department request for a position reclassification, Tax Administrator Keith
Faulkner
> Foreclosure Discussion, Tax Administrator Keith Faulkner and Attorney Billy
Godwin
> Discussion regarding draft Policy for Funding Nonprofits, Deputy County
Manager Paula Stewart

Under County Manager's Report, Mr. Jeffries and John F. Smith, Sr. with the Shawtown Alumni
Association discussed the possible future of the old Shawtown School property.
Commissioner McKoy moved that the Board go into closed session for the following purposes:
(1) To instruct the County's staff concerning the position to be taken by the County in
negotiating the terms of a proposed contract for the acquisition of real property, and
(2) Discuss personnel issues
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(5)&(6).
Commissioner Miller seconded the motion, which passed unanimously.
Commissioner Miller moved that the Board come out of closed session. Vice Chairman Springle
seconded the motion that passed unanimously.
Commissioner McKoy moved to adjourn the meeting. Commissioner Elmore seconded the
motion that passed unanimously.
Following the meeting, commissioners will tour Animal Services, Public Utilities and the water
plant.
