Minutes of Special Session
April 14, 2015
The Harnett County Board of Commissioners met in special session on Tuesday, April 14, 2015,
in the County Manager's Conference Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.
Members present:

Abe Elmore, Commissioner

Joseph Jeffries, County Manager
Paula Stewart, Deputy County Manager

Kimberly Honeycutt, Finance Officer
Margaret Regina Wheeler, Clerk
Chairman Burgin called the meeting to order at 9:00 am. Commissioner Miller led the pledge of
allegiance and invocation.
Commissioners and staff discussed and reviewed the following items on the agenda before
the Board:
➢ Discussion regarding litter along roadways in Harnett County, Keith Anderson, NC
DOT
➢ Property Revaluation Presentation, Keith Faulkner, Tax Administrator
➢ Proposed Amendments to the Ordinance Permitting the Posting of Signs to Prohibit
the Carrying of Concealed Handguns on Certain County Property, Monica L.
Jackson, Senior Staff Attorney
➢ Proposed Amendment to the Noise Ordinance, Monica L. Jackson and Sheriff Rollins
➢ Insurance Update, John Rankins, Human Resources Director
➢ Commissioner's Reports
➢ County Manager's Report:
- April 20th Regular Meeting Agenda Review
- Proposed change in holiday pay procedure
➢ Closed Session

Commissioner McKoy moved that the Board go into closed session for the following purposes:
(1) Discuss matter relating to the location or expansion of industry or other business in
Harnett County; and
(2) To instruct the County's staff concerning the position to be taken by the County in
negotiating the terms of a proposed contract for the purchase of real property.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4)&(5).
Commissioner Miller seconded the motion, which passed unanimously.
Commissioner Miller moved that the Board come out of closed session. Vice Chairman Springle
seconded the motion that passed unanimously.
Commissioner Elmore moved to adjourn the meeting at 12:30 pm. Commissioner Miller
seconded the motion that passed unanimously.
