HomeMy WebLinkAbout051215ssmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session May 12, 2015 The Harnett County Board of Commissioners met in special session on Tuesday, May 12, 2015, in the County Manager's Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Jim Burgin, Chairman Gordon Springle, Vice Chairman Abe Elmore, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Chairman Burgin called the meeting to order at 9:00 am. Vice Chairman Springle led the pledge of allegiance and invocation. Commissioners and staff discussed and reviewed the following items on the agenda before the Board: ➢ 2015/2016 Budget Discussion ➢ Commissioner's Reports ➢ County Manager's Report: - May 18th Regular Meeting Agenda Review Following a lengthy discussion, it was the consensus of commissioners to use fund balance to balance the proposed budget. The Local Government Commission (LGC) suggests an 8% fund balance and commissioners have approved a 15% fund balance. Mr. Jeffries will present the Budget Message on June 1, 2015 with the budget public hearing scheduled for June 15th and a special session scheduled for June 30th that could be noticed as a voting meeting, Mr. Jeffries also update the Board on discussions with our benefits advisor as information they received late yesterday from BC/BS shows they are looking at carving out stop loss and the pharmacy component. Discussions continued. May 12, 2015 Special Meeting Minutes Harnett County Board of Commissioners Page 1 of 2 Commissioner McKoy moved that the Board go into closed session for the following purposes: (1) To discuss matters relating to economic development in Harnett County. (2) To receive a report and give instructions to the County legal staff concerning the handling of a claim against the County; and (3) To discuss certain personnel item; and (4) To discuss and to prevent the disclosure of an honoring award. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4)&(3)&(6)&(2). Vice Chairman Springle seconded the motion, which passed unanimously. Commissioner Elmore moved that the Board come out of closed session. Commissioner Miller seconded the motion, which passed unanimously. Commissioner Miller moved to adjourn the meeting at 12:15 pm.
