Minutes of Regular Meeting
August 3, 2015
The Harnett County Board of Commissioners met in regular session on Monday, August 3, 2015,
in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington, North Carolina.

Chairman Burgin called the meeting to order at 9:00 am. Vice Chairman Gordon led the pledge
of allegiance and invocation.
Chairman Burgin recognized Taylor Foster who will be the 4H delegate this year at the
upcoming NCACC conference in Greenville. Ms. Foster will visit with commissioners
following the meeting.
Chairman Burgin called for additions and deletions to the published agenda. Commissioner
Elmore moved to approve the agenda as presented. Commissioner McKoy seconded the motion
which passed unanimously.
Vice Chairman Springle requested clarification on several Workforce Development budget
amendments. Mrs. Honeycutt explained they originally submitted their preliminary budgets and
these budget amendments reflect the approved and actual budget. Vice Chairman Springle
moved to approve the following items listed on the consent agenda. Commissioner McKoy
seconded the motion which passed unanimously.

5. Harnett County Sheriff's Office requested approval to donate seven (7) county vehicles to
Central Carolina Community College for the purpose of law enforcement training.
Sheriff Rollins also requested approval to surplus 5 county vehicles for sale by the
County.
6. Harnett County General Services requested approval of donation of a decommissioned
Transportation vehicle to Harnett Animal Welfare Coalition (HAWC). HAWC is a non-
profit organization that assists Harnett County citizens to transport animals to receive
spay and/or neuter services with little or no fee depending on income verification.

7. Harnett County General Services requested approval of the NC DOT/Public
Transportation Division 5311 Community Transportation Program grant agreement 16 -
CT -040 in the amount of $275,608 with a required local match of $38,517. This funding
will enhance access to healthcare, shopping, education, employment, human service and
recreation for people in non -urbanized rural areas. The funding also assists in the
maintenance, development, improvement and use of public transportation systems in non -
urbanized areas.
8. Harnett County Public Library requested approval to accept the EZ Edge Technology
Grant from the NC State Library in the amount of $5,000 with no match required. These
funds will be used to purchase five additional laptops and software.
9. Harnett County Habitat for Humanity requested a waiver of water tap fees up to $1,750
for a habitat house on Mamie Upchurch Road.
Chairman Burgin opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes.
- Cris Nystrom of 391 Center Lane in Bunnlevel said when ordinances are proposed typically
we look at how individual rights could be impacted but how often do we look at the third
amendment. Mr. Nystrom said the third amendment may be the most misunderstood. He
asked that we ensure in our activities in government that we prevent putting soldiers in
people's homes, we want people to have their privacy.
- Bob Wilson of Carolina Seasons in the Johnsonville area said the cable people have said
that they cannot provide services in the new area of the Carolina Seasons subdivision. Mr.
Wilson asked if the cable company has an agreement with the County. Mrs. Stewart
responded these services are now a State franchise. Chairman Burgin asked staff to follow-
up with Charter. Mr. Wilson said he thinks Campbell University is a very good addition to
the County; they help senior citizens prepare their taxes, they are a large employer as well as
providing a golf course and sports entertainment.
Commissioner Miller moved to approve the appointments listed below. Vice Chairman Springle
seconded the motion which passed unanimously.
ADULT CARE HOME COMMUJNITY ADVISORY COMMITTEE
Laurinda B. Southerland and Peggy McDougald (nominated by Commissioner Miller)
were appointed to serve on this committee for a one year term expiring Sept. 30, 2016.
Harnett Nursing Home Community Advisory Committee
Shirley White McNeal and Patricia Walker Smith (nominated by Commissioner Miller)
were appointed to serve on this committee for a one year term expiring Sept. 30, 2016.
Nonprofit Committee
Charles Moore (nominated by Commissioner McKoy) was appointed to serve on this
committee representing District 1.

Commissioner Barbara McKoy was appointed to serve on this board
Mr. Jeffries presented the following report:
- Sworn report showing a list of unpaid taxes, as of June 30, 2015, constituting liens on
real property and a list of unpaid taxes on personal property not constituting liens on real
property and make a settlement for the 2014 taxes.
Mr. Jeffries updated the board regarding their previous approval to fund 20 positions at DSS with
no additional funding needed. He said after calculations and including benefits DSS only had
enough funding for 16 positions. Mr. Jeffiies said it would cost approximately $95,000 of
additional funding to fund the other four positions. Vice Chairman Springle updated the board
regarding the caseload at DSS. He said they have made some real progress, they have changed
their processes as well as staff being required to work at least 5 hours a week comp time. Mr.
Jeffries assured the board they were complying with employment rules. Commissioner Springle
said staff can accumulate up to 40 hours of comp time and have the option to accumulate time or
be paid out for it. Discussions continued. Commissioners will discuss the possibility of funding
the additional four positions at an upcoming work session.
Commissioner McKoy asked if citizens can pay their taxes by credit card. Mr. Jeffries
responded they can but there is a fee associated with the transaction.
Commissioner Springle said he recently received a tax bill from Morehead City who is offering a
30 day 2% discount for the month of August. Commissioners asked Mrs. Honeycutt to work
with the Tax Department to run the numbers on offering something like this.
Chairman Burgin called for any new business. Chairman Burgin moved to send a letter from the
board congratulating Mr. Donald Barefoot on his 90th birthday. Commissioner Elmore seconded
the motion which passed unanimously. Chairman Burgin said Mr. Barefoot loves Harnett
County and keeps up with everything that goes on.
Commissioner Miller moved that the Board go into closed session for the following purposes:
1) To discuss matters relating to the location or expansion of industries or other
businesses in Harnett County; and
2) To consult with the County's legal staff in order to preserve the attorney-client
privilege concerning the handling or certain claims; and
3) To receive information and to instruct the County staff concerning the position to be
taken by the County in negotiating the terms of a contract for the acquisition of real
property; and
4) To discuss certain personnel matters.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4),(3),(5)&(6).
Vice Chairman Springle seconded the motion which passed unanimously.

approve the interlocal agreement with the Board of Education for an additional Resource Officer
at Overhills High School. Commissioner Elmore seconded the motion which passed
unanimously.
Commissioner McKoy moved that commissioners visit Animal Services following an upcoming
special session. Commissioners also asked to include visiting Public Utilities. Vice Chairman
Springle seconded the motion which passed unanimously.

RESOLUTION IN SUPPORT OF THE
STEPPING UP INITIATIVE TO REDUCE THE NUMBER
OF PEOPLE WITH MENTAL ILLNESSES IN JAILS
WHEREAS, counties routinely provide treatment services to the estimated 2 million people with
serious mental illnesses booked into jails each year; and
WHEREAS, prevalence rates of serious mental illnesses in confinement facilities are three to six
times higher than for the general population, with statistics showing that almost 13% of North
Carolina's prison population requires some type of intervention due to mental health issues; and
WHEREAS, almost three-quarters of adults with serious mental illnesses in jails have co-
occurring substance use disorders; and
WHEREAS, adults with mental illnesses tend to stay longer in jail and upon release are at a
higher risk of recidivism than people without these disorders; and
WHEREAS, county jails spend two to three times more on adults with mental illnesses that
require interventions compared to those without these treatment needs; and
WHEREAS, without the appropriate treatment and services, people with mental illnesses can
continue to cycle through the criminal justice system, often resulting in tragic outcomes for these
individuals, their families, and their communities; and
WHEREAS, county jails are generally an unsafe environment for those with mental health
treatment needs; and
WHEREAS, the North Carolina Association of County Commissioners has undertaken a serious
effort to address the local service needs of those with mental illnesses through the appointment
of a special Task Force; and
WHEREAS, Harnett County, like all counties, takes pride in our responsibility to protect and
enhance the health, welfare and safety of our residents in efficient, safe, and socially just ways;
and
WHEREAS, through the Stepping Up Initiative, the National Association of Counties, the
Council of State Governments Justice Center and the American Psychiatric Foundation are
encouraging counties to reduce the number of people with mental illnesses in county jails;
NOW THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS:
1. That the Board of Commissioners does hereby sign on to the Call to Action to reduce
the number of people with mental illnesses in our county jail and commits to sharing
lessons learned with other counties in North Carolina and across the country to support
the Stepping Up Initiative;
2. That the Board of Commissioners will utilize resources available through the Stepping
Up Initiative and other resources provided by the Council of State Governments Justice
Center to convene a diverse team of leaders and decision makers from multiple agencies
who are committed to safely reducing the number of people with mental illnesses in jails,
3. That this team will utilize the comprehensive resources available through the Stepping
Up Initiative to develop a plan to reduce the number of people with mental illness in the
county jail for 2016-2020, consistent with the Council of State Governments Justice
Center report and recommendations, to be presented to the Board of Commissioners at its
first meeting in December 2015.
