Minutes of Regular Meeting
August 17, 2015
The Harnett County Board of Commissioners met in regular session on Monday, August 17,
2015, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.

Chairman Burgin called the meeting to order at 7:00 pm. Commissioner Elmore led the pledge
of allegiance and invocation.
Chairman Burgin called for additions and deletions to the published agenda. Commissioner
Elmore moved to approve the agenda as presented. Commissioner McKoy seconded the motion
which passed unanimously.
Vice Chairman Springle requested clarification regarding Budget Amendment 32B School
Project CP1502 Fund 309 QSCB Roofing Project.
Commissioner Elmore moved to approve the following items listed on the consent agenda.

3. Harnett County Board of Commissioners authorized, empowered and commanded the
Tax Administrator to collect the taxes set forth in the tax records filed in the office of
Harnett County and in the tax receipts herewith delivered to the Tax Administrator, in the
amounts and from the taxpayers likewise therein set forth.
4. Harnett County Public Library requested approval to change the Libraries' Gift Policy.
The State Library Consultant recommended the addition of non-discrimination language
into the policy similar to what is used in the State Statutes for the provision of Public
Library Service.
5. Harnett County Tax Department requested approval to reclassify their current vacant
position of Chief Appraisal, Grade 74, to the position of Deputy Tax Administrator/Real
Property Supervisor, Grade 76. The purpose of this request is to merge all appraisal
functions under one direct supervisor to avoid any confusion as to who is in charge of
various appraisal duties and to establish a clear cut second in charge position to assist and
fill in for the Administrator as needed. This reclassification could be covered by the Tax
Department's current budget.
6. Harnett County Emergency Services, on behalf of Benhaven Emergency Services (BES),
requested approval of an amendment to their 2015/2016 budget as they seek to replace
line three (3) of their capital outlay request with the purchase of a 2015 Tanker/Water
Tender to be financed over 5-7 years, not to exceed $250,000. BES wishes to purchase a
new tanker in order to meet minimum requirements to lower their 9S insurance rating

throughout the fire protection service district. The ability to lower this rating has the
potential to benefit 1,286 of the 4,421 address points in their system with an estimated
insurance premium savings of $253 per year for the households effected.
7. Harnett County Department of Social Services requested approval of funding for four
additional positions.
8. Resolution of Appreciation and Commendation to Miss North Carolina Kate Peacock
(Attachment 1)
Chairman Burgin presented Miss North Carolina Kate Peacock with a Resolution of
Appreciation and Commendation and a Harnett County shaped plaque. Miss Peacock addressed
the group.
Chairman Burgin opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes.
- Cris Nystrom of 391 Center Lane in Bumilevel addressed the Board.
Commissioner Miller moved to approve the appointment listed below. Vice Chairman Springle
seconded the motion which passed unanimously.
BOARD OF HEALTH
Amy E. Allen, RN, (nominated by Commissioner Miller) was appointed to serve on this
board as the registered nurse member for a term of three years ending August 31, 2018.
County Attorney Snow presented for discussion and consideration the Hold Harmless Purchase
Agreement with Harnett Forward Together Committee. He reviewed the agreement in detail and
provided additional information. Commissioner Elmore moved to approve the Hold Harmless
Purchase Agreement with Harnett Forward Together Committee as presented. Commissioner
Miller seconded the motion which passed unanimously.
Alvin McArtan and Tom Steves presented the Sandhills Antique Farm Equipment Club Annual
Report. Sandhills Antique Farm Equipment Club is an IRS 501(C)3 tax exempt corporation
whose mission is to preserve southern agricultural heritage through restoration and display of
antique farm equipment at work, and to provide fun and educational family activities for North
Carolinians of all ages. Mr. Steves noted club involvement in the community and listed
community activities supported with demonstrations and/or static displays by the Club. Mr.
McArtan thanked the County for their support of the Club's endeavors.

Mr. Jeffries also notified the board that he would soon be out of the office for a couple of weeks
following a medical procedure.
Chairman Burgin called for any new business. Commissioner Miller said he had been contacted
by citizens, who were present, that are having issues getting approval from DOT for their new
Montessori school. Mr. Jeffries noted he was aware of their issues and staff had already reached
out to DOT to discuss their additional recommendations for the school.
There was no need for closed session.

ATTACHMENT 1
A RESOLUTION OF APPRECIATION AND COMMENDATION
TO MISS NORTH CAROLINA KATE PEACOCK
THAT WHEREAS, Kate Peacock currently reigns as Miss North Carolina 2015; that Kate is a
native of Dunn, Harnett County, North Carolina, and she is the daughter of Gary and Penny Peacock; and
WHEREAS, Kate won the title of Miss Dunn on October 11, 2014, thereby gaining eligibility to
enter the 2015 Miss North Carolina Scholarship Pageant; and
WHEREAS, Kate competed in the 2015 Miss North Carolina Scholarship Pageant in Raleigh,
NC, and was crowned Miss North Carolina on June 20, 2015; and
WHEREAS, Kate will represent North Carolina when she competes in the 2016 Miss America
Competition in Atlantic City, N.J. in September; and
WHEREAS, in addition to winning the Miss North Carolina crown, Kate has earned more than
$14,000 in scholarships and received the Overall Talent Award for her tap dance to "Swing the Mood";
and
WHEREAS, Kate energetically promotes her platform, Peeper Keepers, as she raises funds and
awareness for children with pediatric eye diseases, and is an advocate for the Children's Miracle Network
Hospitals; and
WHEREAS, Kate will be a junior at Meredith College when she returns from her year of service
as Miss North Carolina, majoring in psychology and working to obtain an elementary teaching license;
and
WHEREAS, during her reign as Miss North Carolina, Kate has been and continues to be an
excellent and graceful ambassador for the State of North Carolina; she is a positive role model for young
people to emulate, and she has brought distinction and honor to her hometown of Dunn and native Harnett
County.
NOW, THEREFORE, BE IT RESOLVED, by the Harnett County Board of Commissioners that
Kate Peacock is hereby commended and honored on behalf of the proud citizens of Harnett County for
her accomplishments and service as Miss North Carolina 2015. The board does hereby express its
heartfelt appreciation to Kate for her continued good work and best wishes to her as she completes her
reign as Miss North Carolina, competes in the Miss America Competition and goes forward in her future
educational and lifetime endeavors.
