HomeMy WebLinkAbout101315ssmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session October 13, 2015 The Harnett County Board of Commissioners met in regular session on Tuesday, October 13, 2015, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Jim Burgin, Chairman Gordon Springle, Vice Chairman Abe Elmore, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Chairman Burgin called the meeting to order at 9:00 am. Commissioner Miller led the pledge of allegiance and invocation. The following agenda was before the commissioners: ➢ Jim Seymour, Fuquay-Varina Economic Development Director ➢ Personnel Ordinance, Human Resources Director John Rankins ➢ 2017 Revaluation Update, Tax Administrator Keith Faulkner ➢ County Manager's Report: - October 19, 2015 Regular Meeting Agenda Review - Update on Shawtown facility ➢ Closed session Jim Seymour, Fuquay-Varina Economic Development Director, shared information regarding economic development efforts in Fuquay-Varina. Mr. Seymour stressed the importance of public/private partnerships and said the best leads and best partnership are with existing industries. He also said it would be interesting to see what the County does with all of the property it currently owns. Discussions continued. Last, Mr. Seymour said they would be interested in working with Harnett County on a multi jurisdictional business park. October 13, 2015 Special Session Minutes Harnett County Board of Commissioners Page 1 of 2 Human Resources Director John Rankins and Senior Staff Attorney Monica Jackson reviewed changes in the proposed revised Personnel Ordinance. Mr. Rankins thanked staff involved in drafting and reviewing and updated Personnel Ordinance. Mr. Rankins and Mrs. Stewart said there would be a separate policy developed for shift workers regarding holiday pay, etc. Mr. Jeffries said they are looking at training staff on the new Personnel Ordinance. Tax Administrator Keith Faulkner and Boyd Beasley provided an update on the 2017 Revaluation and shared some projections. Staff noted a Schedule of Values would be forthcoming. Mr. Jeffries shared a map of Brightwater and talked about some possible improvements on the property. He also noted that the transfer station is now open. Commissioners requested an update regarding a recycling center in Buies Creek. Mr. Jeffries reported it would cost approximately $180,000 to make repairs to the old Shawtown School facility. Mr. Jeffries noted County Engineer Amanda would be coming to the Board in the near future to talk about other capital items as a lot of those had been cut out of the current budget. Commissioner McKoy shared her thoughts regarding a recent article in the Daily Record. She said she felt like some of the discussion that took place in her absence was unjust toward the Shawtown Alumni Association. Commissioner McKoy said she knows $180,000 is a lot of money but we don't yet know what kind of plan the Shawtown Alumni Association has for the facility but she feels like it could benefit the county as well as that community. Discussions continued. Several commissioners said the discussion is still on table to give the facility to the Shawtown Alumni Association but they do not know if they are willing to spend $180,000 on something and then give it away. It was suggested that the Alumni prepare a business proposal regarding the facility as well as seek grant funding. Mr. Jeffries reviewed the October 19, 2015 regular meeting agenda. Commissioner Miller gave an update on Good Hope. He said they have had an increase in daily capacity and in September every bed was full. Commissioner Miller encouraged them to approach Sandhills Center for funding. Commissioner Miller moved to adjourn the meeting at 12:25 pm.
