Minutes of Special Session
December 15, 2015
The Harnett County Board of Commissioners met in special session on Tuesday, December 15,
2015, in the Commissioners Meeting Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.

Chairman Burgin called the meeting to order at 9:00 am and led the pledge of allegiance and
invocation. Commissioners and staff reviewed and discussed the following items on the work
session agenda:
1) Lead Abatement Issue at Headstart/Shawtown Facility, County Engineer Amanda Bader
2) Proposed location of trash compactor on County property, County Engineer Amanda
Bader
3) Proposed Pay Plan, Human Resources Director John Rankins
4) Nonprofit Committee Recommendations, Paula Stewart
5) Economic DevelopmentlHFTC discussion
6) County Manager's Report:
- Retreat discussion:

- Erwin waive building permit — Depot relocation

Commissioner Elmore moved that the Board go into closed session for the following purposes:
(1) To consult with the County's legal staff in order to preserve the attorney-client privilege
concerning the handling of certain claims and litigation including the following cases:
a) Workers Compensation Claim - Charlene Bass
Harnett County File No.: W93571
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3).
Commissioner Miller seconded the motion which passed unanimously.
Commissioner Elmore moved that the Board come out of closed session. Commissioner
McKoy seconded the motion which passed unanimously.
Vice Chairman Springle asked if the County could give the old Dunn School to Triangle South
Enterprise Center, which staff will follow-up on.
Commissioner Elmore moved to adjourn the meeting at 11:16 am. Commissioner Miller
