HARNETT COUNTY BOARD OF COMMISSIONERS
Minutes of Regular Meeting
May 16, 2005
The Harnett County Board of Commissioners met in regular session on Monday, May
16, 2005, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett
Boulevard, Lillington, North Carolina.

Chairman Byrd called the meeting to order at 7:00 p.m. and Commissioner McNeill
led the pledge of allegiance and prayer.
Commissioner Andrews moved to approve the agenda as published with addition of a
request to address the Board from former Harnett Production Enterprises (HPE)
employees. Commissioner McNeill seconded the motion and it passed unanimously.
Upon motion by Commissioner Hill and seconded by Commissioner McNeill, the
Board unanimously approved the following items on the consent agenda:

3. Tax refunds (Attachment 1)
4. Contract for demolition and clearance services awarded to Bob Taylor, Four Oaks,
North Carolina, for the current Shawtown Community Development Block Grant
(CDBG) project. The contract is not to exceed $48,150.00 and will include 17
structures in the following areas of Shawtown: Bailey Way, Shawtown Road,
Lockhart Lane and Irene Roberts Road. The bid opening was held at 2 p.m. on April
4, 2005. Eight bids were received ranging from $48,150. to $170,000. All bids were
reviewed by George Jackson, AICP, Planning Director, and John Dilley,
Rehabilitation Specialist, The Wooten Company. (Attachment 2 – bids)
5. Resolutions recognizing Eagle Scouts Christopher Grimes, Joshua Parrish and
Simon Parrish (Attachment 3)
6. Resolution authorizing sale of surplus water meters that are no longer serviceable.
The water meters will be sold at a negotiated price to a vendor as scrap.

7. Resolutions authorizing condemnations for acquisition of property for South
Central Water and Sewer District project. Property owners are: Floyd and Shirley
Hein, Steven F. Hein, Sr., and Wallace Mitchell and wife and others. (Attachment 5)
8. Resolution authorizing secondary road right of way agreement with the North
Carolina Department of Transportation relating to the maintenance of Bad Roads
Lane. (Attachment 6)
9. Annual Participation Agreement for Group Benefits – Agreement to Join the North
Carolina Association of County Commissioners Health Insurance Trust d/b/a NCACC
Group Benefits Pool.

In the informal comments portion of the meeting, the following citizens addressed the
Board:
1. Floyd Hein, Twin Lakes Subdivision, asked who is responsible for setting prices
offered by the County for easements. He asked to be allowed to scrutinize public
utilities contracts for the purchase of rights of way.
2. Harrison Ray, Upper Little River Township, requested assistance to have Family
Lane improved and maintained. Tony Wilder, Assistant County Manager will contact
the Department of Transportation regarding the road.
3. Mary B. Johnson, 864 Johnson Farm Road, Lillington, asked the Board to adopt
resolutions opposing certain house bills and forward them to the County’s
congressional delegation. One bill involves psychiatric screening of school children
and the other involves the Korea-Australia Free Trade Agreement, Ms. Johnson
describes as an extension of NAFTA.
Commissioner Andrews moved for the appointments listed below. Commissioner Hill
seconded the motion and it passed unanimously.

Al Bain, Chairman, Sesquicentennial Celebration Committee, updated the Board on

continuing events to celebrate the County’s 150 birthday. He noted a cake cutting
was held at the courthouse February 7 to kick off the yearlong celebration and a bust
of playwright Paul Green was presented to the Library. Posters have been produced
from the winning entry in the poster competition and are available at the Harnett
County Library for $5.00 each. Celebration T-shirts will also be sold at the library and
events. Two historical tours of the county “Off the Beaten Path” were successful and
a similar tour of African-American historical sites is planned. The County’s birthday
will be celebrated at each of the towns’ fall festivals this year and at the Highland
Games demonstration at Campbell University during homecoming in October. A
Harvest Ball is planned at the Courthouse that weekend as well. Churches will be
asked to ring their bells July 3. In November, Harnett Regional Theater will perform a
work by Paul Green. In the spirit of this yearlong historical celebration, all the men in
Harnett County will be asked to grow a beard or purchase a shaving license.
Barbara Smith and Katrina Straight, former Harnett Production Enterprise (HPE)
employees, expressed their concern over the lack of severance pay received as part of
the divestiture of the agency by Lee-Harnett Mental Health. Ms. Smith and Ms.
Straight were informed that those decisions were made by the Lee-Harnett Mental
Health Board. They were advised to request to be heard by the Lee-Harnett Mental
Health Board regarding the issue.
Neil Emory, Budget Officer, presented the Budget Message of the proposed Harnett
County FY 2005-2006 Budget and explained a summary of the proposed budget
items. The North Carolina General Statutes require the proposed budget, after its
presentation, to be filed with the Clerk to the Board where it shall remain available for
public inspection until the Budget Ordinance is adopted. A public hearing will be held
regarding the proposed budget before consideration for adoption by the Board of
Commissioners. (Attachment 9)
Departmental reports were filed with the Board from Veterans Affairs, Animal
Control, Sheriff’s Department, Health Department, General Services, and Intra-
Departmental Budget Amendments (Attachment 10)
Mr. Emory noted that staff will advertise for Emergency Medical Services positions to
support the County providing medical transports. Commissioner McNeill moved to
authorize staff to also proceed with financing arrangements for equipment to support
Emergency Medical Services transports. Commissioner Titchener seconded the
motion and it passed unanimously. The County’s contract with First Health for
transports expires June 31, 2005 and First Health chose not to renew the contract.
Commissioner McNeill moved for the Board to go into closed session for the
following purposes:
a) To discuss matters relating to the location or expansion of industries or
other businesses in Harnett County;
b) To consult with the County Attorney regarding a claim against the County;
c) To instruct the County staff regarding the transfer of real property.
This motion is made pursuant to NC General Statute Section 143-318.11(a)(3)(4)&(5).
Commissioner McNeill seconded the motion and it passed unanimously.
Commissioner Hill moved for the Board to come out of closed session. Commissioner
McNeill seconded the motion and it passed unanimously.
Commissioner Andrews moved to authorize the sale of the former Angier Rescue
building to the Town of Angier at the appraised value of $200,000. Commissioner
Titchener seconded the motion and it passed unanimously.
There being no further business, Commissioner Hill moved to adjourn. Commissioner
Titchener seconded the motion and it passed unanimously. The Harnett County Board
of Commissioners’ regular meeting, May 16, 2005, adjourned at 9:30 p.m.
