Members present: Staff present: Jim Burgin, Chairman Gordon Springle, Vice Chairman Abe Elmore, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Joseph Jeffries, County Manager Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk Chairman Burgin called the meeting to order at 9:00 am. Vice Chairman Springle led the pledge of allegiance and invocation. The following agenda was before commissioners: D Development Services: 1) UDO Text Amendment to Article V (Use Regulations), Section 1.2 (Table of Use Types and Regulations), to allow Recycling & Solid Waste Convenient Sites as a Conditional Use within the Office & Institutional and RA -40 zoning districts; 2) UDO Text Amendment to Article IV (Zoning & Overlay Districts), Section 14.1.10 (Building Height, Required), Section 14.3.5 (Compatibility Design Concept Table); Article V (Use Regulations), Section 1.2 (Table of Use Types and Regulations), Section 3.2.1 (Multifamily Residential Development: General Regulations), Section 8.2.3 (Manufacturing, Light), Section 11.8.3 (Planned Unit Development Design Guidelines); Article VII Development Design Guidelines, Section 4.0 (Sidewalk Standards), to update the U.D.O. with the current Land Use classifications as listed in new Comprehensive Land Use Plan 3) Request to rezone 12.7 +/- acres out of a 27.17 acre tract (Pin # 9594-35-2653) from RA -20R to Commercial on NC Hwy 24/87 in the Anderson Creek Township D Harnett County Emergency Services: Basic Life Support Training Policy ➢ Tax Department: Update on property revaluation ➢ Sheriff's Office: Governor Highway Safety Grant request ➢ Human Resources: Harnett County Vehicle Use Policy March 15, 2016, Work Session Minutes Harnett County Board of Commissioners Page 1 of 4 > Finance Department: Worker's Comp. Chairman Burgin requested information regarding subdivisions in Northwest Harnett. Commissioners shared concerns about growth in school areas and they would like to talk about impact fees. Jimmy Riddle and Ricky Denning with Harnett County Emergency Services presented the Basic Life Support Training Policy for consideration. They said this is in response to the number of requests for training they receive. The cost of the Basic Life Support Training will consist of a fee schedule based on the agencies, organizations and individuals. Commissioners will consider approval of the Harnett County Emergency Services Basic Life Support Training Policy during their upcoming regular meeting. Tax Administrator Keith Faulkner and Jenny Harrop with the Tax Department provided an update on the property revaluation. They noted currently county wide values are down 0.0769%. Staff responded to questions and discussions continued. Angela McLamb, Risk Management and Safety Coordinator in Human Resources, presented for consideration the Harnett County Vehicle Use Policy. Mrs. McLamb responded to questions. Commissioners will consider approval of the Harnett County Vehicle Use Policy during their March 15, 2016, Work Session Minutes Harnett County Board of Commissioners Page 2 of 4 upcoming regular meeting. Chairman Burgin believes it is important that the County do random drug testing. Sheriff Wayne Coats and Major Gary McNeill presented the Sheriff's Office request to apply for a Governor Highway Safety Grant for four full-time traffic enforcement positions and four fully equipped vehicles requiring a county match of 15% ($74,885) for the 2016/17 budget year, 30% of the personnel cost the second year, and 50% of the personnel cost the third year. The County will be responsible for 100% of the costs after the third year. Commissioners will consider approval of the grant application during their upcoming regular meeting. Senior Staff Attorney Monica Jackson and Finance Officer Kimberly Honeycutt talked about the County's Worker's Comp. Fund. Discussions continued. The group decided that Vice Chairman Springle, Mr. Jeffries, Steve Ward and Nick Dula would attend the State Treasurer's upcoming "Sparking Sustainability" conference. Mr. Jeffries provided an update on Steve Ward's son, Parker. Mr. Jeffries sought direction from the Board regarding Harnett County Cooperative Extension's request for a 2% cost of living increase on the Harnett County portion of the split funded Cooperative Extension employees' salaries. This will be a retroactive adjustment effective 1/1/16. It was the consensus of the Board to approve this request as part of the consent agenda during their upcoming regular meeting. Mr. Snow reviewed a proposed resolution accepting property from Phillips family and detailing the restrictions on the real property gift. Commissioners will consider approval of a Resolution to Accept a Gift of Real Property from Mr. and Mrs. Lester C. Phillips during their upcoming regular meeting. Mr. Jeffries talked about the DOT Construction Agreement to construct a new entrance to the Harnett County Central Carolina Community College on US 421. Staff noted the agreement can't be signed unless funds are appropriated. Commissioners will consider approval of a forthcoming Budget Amendments in the amount of $70,000. Commissioners will also approve during their upcoming regular meeting the N.C. Department of Transportation Traffic — DOT Construction Agreement to construct a new entrance to the Harnett County Central Carolina Community College on US 421. Mr. Jeffries reviewed the draft March 21, 2016 regular meeting agenda, upcoming meetings and invitations and provided updates on the Airport sign and new road in the Colonial Hill Subdivision. Regarding the Triangle South Enterprise Center's funding request, fellow commissioners asked Commissioner Elmore to talk to folks in Dunn to see if they would be willing to accept the old Magnolia School if offered. March 15, 2016, Work Session Minutes Harnett County Board of Commissioners Page 3 of 4 Staff recommended award of the refinancing of the 2009 Certificates of Participation (COPS), $29,075,000, to Regions Bank who submitted an interest rate of 2.20% as the Board considers approval to authorized the County to proceed to enter into a deed of trust, security agreement and fixture filing under which the County will grant a lien on in the real property, staff distributed Davenport & Co.'s 2016 Refinancing of 2009 Certificates of Participation RFP Summary. Commissioner Miller moved that the Board go into closed session for the following purposes: 1) To consult with the County's legal staff in order to preserve the attorney-client privilege concerning the handling of certain claims and litigation including the following cases: a. "Key Constructors, Inc. vs Harnett County, et al," 15:16 CV25 (EDNC); b. "Mark Murdock vs Harnett County" IC File No. 13-727636 2) To instruct the County staff concerning the position to be taken by the County in negotiating the terms of a proposed contract or contract for the acquisition of real property by purchase. 3) To discuss certain personnel matters; and 4) To discuss matters relating to the location or expansion of industries or other businesses in Harnett County. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3),(5),(6)&(4). Commissioner Elmore requested the addition of "school administration" if proper. Vice Chairman Springle seconded the motion which passed unanimously. Commissioner McKoy moved that the Board come out of closed session. Commissioner Elmore seconded the motion which passed unanimously. Commissioners talked about meeting with the Board of Education, the cost of building new schools, the need for good reliable numbers and the fact that Commissioners Springle and Miller are supposed to be serving on the Architectural Committee for Schools. Mrs. Honeycutt said she would take responsibility for providing the Board of Education's financials going forward. Commissioner McKoy moved to adjourn the meeting at 1:02 pm.
