HomeMy WebLinkAbout032916ssmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session March 29, 2016 The Harnett County Board of Commissioners met in work session on Tuesday, March 29, 2016, in the County Manager's Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Member absent: Staff present: Gordon Springle, Vice Chairman Abe Elmore, Commissioner Barbara McKoy, Commissioner Joe Miller, Commissioner Jim Burgin, Chairman Paula Stewart, Deputy County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Margaret Regina Wheeler, Clerk to the Board Vice Chairman Springle called the meeting to order at 9:00 am. Commissioner Miller led the pledge of allegiance and invocation. The following agenda was before commissioners: ➢ Vehicle Use Policy Discussion ➢ Amend Municipality Ordinance, Animal Services ➢ DNA Testing Funding Discussion ➢ County Manager's Update: - April 4, 2016 Regular Meeting Agenda review - Review of procedures for Sheriff's event - LME/MCO update ➢ Closed Session ➢ Adjourn Angela McLamb, Risk Management and Safety Coordinator in Human Resources, presented the Vehicle Use Policy for discussion. The policy was recently removed from the agenda for consideration during a regular meeting to be discussed during a work session. Following discussion, it was the consensus of the Board to move forward with the policy as presented. Harnett County Animal Services Director Steve Berube presented an amendment to the Municipality Ordinance for consideration. Mr. Berube said he would like to amend the ordinance to add "and any other Animal Services Agency in the State of North Carolina" March 29, 2016 Work Session Minutes Harnett County Board of Commissioner Page 1 of 2 because if a dog is deemed dangerous counties give one another a heads -up. Mr. Berube said he will present the proposed amendment to all five individual municipalities. Commissioners thanked Mr. Berube for the job he and his employees do. Mr. Berube reviewed the process following a dog bite as requested. Barry Blevins, General Services Director, noted that staff is currently negotiating a contract with Fort Bragg to handle Animal Control in Linden Oaks. He said the funds from this may allow us to hire additional staff Mr. Blevins introduced Lawrence "Larry" Smith as Harnett County's new Transit Services Manager. Sheriff Wayne Coats requested funding for DNA testing with a private lab. He said he feels like this is something we need that could help immensely. Sheriff Coats and Deputy Armstrong responded that other counties are also going outside of the State and using this private lab for testing. It was the consensus of the Board to consider approval of the Sheriff's Office request for $30,000 for DNA testing in criminal cases through NMS Labs during their upcoming April 4th regular meeting. Mrs. Stewart reviewed the proposed April 4, 2016 regular meeting agenda. She and Mr. Haney also briefly reviewed staff's efforts following the recent change in Sheriff. Mrs. Stewart provided an update on the State's announcement regarding proposed Local Management Entity — Managed Care Organizations (LME/MCOs) and discussions continued about the possible merge. Last, Mrs. Stewart reviewed upcoming meetings and invitations. Commissioner McKoy moved that the Board go into closed session for the following purposes: 1) To consult with the County's legal staff in order to preserve the attorney-client privilege concerning the handling of certain claims and litigation including the following case: "Timothy Brooks Stewart v Alfonza McNeill", Harnett County File No. 15 CVS 1729 2) To discuss certain personnel matters. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3)&(6). Commissioner Elmore seconded the motion which passed 4 — 0. Commissioner Elmore moved that the Board come out of closed session. Commissioner Miller seconded the motion which passed 4 — 0. Commissioner Elmore moved to adjourn the meeting at 11:12 am.
