Minutes of Work Session Meeting
April 26, 2016
The Harnett County Board of Commissioners met in work session on Tuesday, April 26, 2016, in
the County Manager's Conference Room, County Administration Building, 102 East Front
Street, Lillington, North Carolina.
Members present:

Chairman Jim Burgin called the meeting to order at 9:00 am and led the pledge of allegiance and
invocation.

Mr. Jeffries continued the budget discussion including fleet maintenance, school funding
formula, $1.3 Million Medicaid hold harmless, setting up debt services, proposed funding
formulas, departmental requests with 18 new position requests and 19 reclassifications, Capital
Improvement Plan, the demand for Recreation services, software upgrades, postponing the
Northwoods expansion in DSS, CCCC budget request including Early College.
Development Services Director Mark Locklear responded to questions regarding an illegal pallet
business in the County. Chairman Burgin allowed Joyce Chapponie to address the group.
Senior Enforcement Officer Randy Baker provided an update on the Betts Property, 218 Smith
Prince Road, Buckhorn Township noting the community will clean up the property if the County
can waive the tipping fees at the landfill. It was the consensus of the Board to consider approval
of the waiver of tipping fees for the project during their upcoming regular meeting. Mr. Baker
distributed and reviewed the Problem Properties Abatement Program Report Summary.
Mr. Locklear presented letters from two Harnett County Board of Adjustment members
requesting waiver of term limits due to their experience benefiting the Board. The Board
reviewed and discussed the current membership of the Board of Adjustment.
Director of General Services Barry Blevins and Vice Chairman of Airport Committee Joe Tart
noted that the Airport Committee commissioned a lease agreement sub -committee to 1) review
all current ground leases, and 2) determine whether leases met the minimum requirements as
outlined in the North Carolina Airport Association's Airport Manager's Handbook as well as
Federal Aviation Administration guidelines, and 3) make recommendations for the Board of
Commissioner's consideration. Mr. Tart reviewed the Airport Committee's following
recommendations:
(1) All present ground leases be conformed and all future ones negotiated to be consistent
with standard aviation language practices, i.e. FAA or North Carolina Aviation
Association (NCAA) guidance recommendations.
(2) All agreements should include language that embraces lease termination
Mr. Blevins said 5 out of the 8 leases don't conform to guidelines. Mr. Blevins also shared a
video "The Economic Impact of North Carolina Airports" shared by the Division of Aviation,
N.C. Department of Transportation. Discussions regarding the Harnett County Airport
continued.
Carl Davis, Director of Harnett County Parks and Recreation, requested approval to apply for a
Parks and Recreation Trust Fund (PARTF) grant in the amount of $400,000 for the Phase 1
construction of the Government Complex Park. The grant funds will require matching county
funds, which are estimated, however in-house labor will be used when possible to reduce the
matching funds and overall project costs. It was the consensus of the commissioners to approve
the grant application during their upcoming regular meeting. The Board also directed staff to go
ahead and start work in-house on the two multipurpose fields. They also discussed what Raven
Rock might do with additional funding.

Mr. Davis updated the Board regarding the latest presentation by Mr. Houp about a YMCA in
the old Cable Furniture Building on Hwy 87. He said the YMCA proposes that the County pay
to lease the building for 10 years and the YMCA will pay to retrofit the building and all
operating costs. Commissioners said they thought it would be cheaper to buy the Boone Edam
Building. They said they will continue to think about the project but it needs to be centrally
located.
Mr. Jeffries reviewed the proposed May 2, 2016 regular meeting agenda.
Commissioner McKoy moved that the board go into closed session for the following purposes:
1) To discuss matters relating to the location or expansion of industries or other businesses
in Harnett County; and
2) To consult with County's legal staff in order to preserve the attorney-client privilege
concerning the handling of certain claims and litigation including the following case:
a. Stewart vs McNeill and Atlantic Specialty Insurance Co. Harnett County Superior
Court File No: 15 CVS 1729; and
3) To instruct the County staff concerning the position to be taken by the County in
negotiating the terms of a contract for the acquisition of real property.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4)&(3)&(5). Vice
Chairman Springle seconded the motion which passed unanimously.
Commissioner Elmore moved that the Board come out of closed session. Vice Chairman
Springle seconded the motion which passed unanimously.
